Motion carried. . . - REPORTS OF OFFICERS . ~ A report of the City ,Manager re: Army Engineers report on Amazon improvement, 5 was submitted and read as follows: . . "I have submitted to you this evening a survey pn fire defense requirements for the City of Eugene, containing several proposals that are being recommended only after a careful analysis of our needs, base~ on obvious weaknesses in our fire fighting facilities and the. deficiency points charged against us in the Under- writer's Survey of 1938. ;:,,"" Your special attention is likewise directed to the report of the Army Engi- I neers re: alternate proposals and cost estimates for the improvement of the Amazon within the city limits. Consideration of thi~ project and the financing of the same should of necessity include adequate provisions for the completion of the City's trunk sewer ~ystem~ . . ( . These two proposals, together with a program for financing i'mmediate develop- ment of park and recreation programs, as informally pres~nted to the council last week, are combined for purposes of this report in view of the fact that all three projects would involve bond issues and/or special levies in excess of the 6% 1 limitation. . With this thought ~n.mind it is recommended. that the matters herein covered be referred to the Council's Finance Committee and the committee be requested to pre- sent, as soon as possible, a schedule of estimated costs and financing requirements for council, consideration. ' :...~ 'h,. 6 A report o~ the City Manager re: vari?us department activities, was submitted and ,read as follows: I "I am pleased to advise that a bid call has been issued for the second and final unit of Eugene's Memorial Swimming Pool, covering construction of a building to house the.dressing rooms, showers and filtration and heating equipment. Bids are scheduled for opening October 24. Work on the initial unit has been progressing satisfactorily to date. All concrete work on the main tank is completed and pouring of the pipe tunnel is nearing completition. Every possible effort will be made to have the pool ready \ for operation by early summer, 1948. Among department reports I should like to call attention to that of the Police 'Department for the quarter ending September 30. Traffic accidents for the first three quarters total 1656 as compared to 1060 for the first three quarters of 1946. Injuries for 1947 to date number 144 as against 144 for the same period in 1946. During September the ratio of traffic arrests for moving violations per accident involving personal injury was 30 to 1, the highest in the departments' history. The third meeting of the jOint committees on the Mill Race is scheduled for October 28th. An engineering report on the restoration of the race is now being studied and it is anticipated that a report and recommendation from the Committee will be forthcoming within the next 30 to 60 days. A report of the City Engineer re: proposed opening of 24th Avenue between 8 Alder and Harris Streets, was submitted and read as follows: "Pursuant to the resolution of September 8, 1947, I herewith submit a report of the survey for the opening of 24th Avenue from Alder to Harris Streets in Eugene, Oregon. I have made a survey of proposed opening and have marked the boundaries thereof. 1 ~his report contains: First: A full and complete descriptiop of such Street and boundaries thereof, and of the portion of each tract of land to be appropriated therefore. Second: A plat showing the proposed opening together with adjacent property. ,Third: The present owners of adjacent property which may be benefited by such I opening." We are advised however, that definite progress is being -,' .. made in increasing Grade "A" production and that it is believed by the industry's ~.... -" representatives that the increased production is steadily gaining and that it will meet the demand after May 1, 1948. The Board, fully aware of its responsibility of guarding the health of the I community, is reluctant to make any further extension of the relaxation of the Grade "A" standard, but it feels that it has no alternative in this situation. The fact that all milk sold in Eugene is required to be pasteurized will assure the safety of the milk supply as pasteurization temperatures will destroy disease producing bacteria. The recommendation of the Board therefor is that the en- forcement of the ordinance provision pertaining to the Grade "A" standard be further postponed until May 1, 1948."
