REPORTS OF OFFICERS
I . A report of the City Manager was sutrmitted and read as follows:

, "At the last meeting of the Common C'ouncil this office was instructed to .'~
4 proceed with negotiations to acquire the properties necessary for the opening of .::.:~
an alley between Van'Buren and Tyler, West Broadway and 8th Avenue West. ..'h

Acting upon your instructions I contacted Mr. Reid and Mr. Baker who own 54'
and' 58' respectively along the alley. Mr'. Baker has priced his piece of property
at $300.00 provided that the alley opening is successfully prosecuted.

, Mr. Reid seeks'the sum of $2,000.00 basing his claim on the fact that the
opening of the alley will prohibit him from developing an. additional lot on Tyler
Street where he proposes to construct a residence.

At the Council's suggestion I have cvntacted the Eugene Water Board which has
indicated that it would assist in the purchase of the necessary property to acquire
the alley but I have received no commitment as to the extent of such participation.
, Should the Council desire to proceed-, it would appear necessary to authorize
a regular opening procedure involving the viewing and appraisal of the properties
. .:in question. This for your information. II,
It was moved by Pennington, seconded by Crumbaker that the report of the City
Manager be received and placed on file and that the regular opening procedure
be initiated by the Council.
- A report of the City Manager re: hydrant purchase and installation was
5 submitted and read as follows:
"This office has been advised by the Eugene Water Board of its plans for the
construction ofonew water mains in the Friendly area and it is requested that the
Council give authorization at this time for the expenditure of emergency funds for
the purchase of 12 new hydrants at an estimated cost of approximately $1220.00.
I - Immediate purchase of the hydrants will allow for the installation at the same
time that the water mains are laid, thus avoiding additional cost of hydrant instal-
lation at a later date after the water mains have been completed. Proposed
locations for the hydrants are as follows:
22nd and Friendly 19th and lvIonroe 18th and Madison
20th and Friendly 21st and Monroe 21st and Madison
18th and Friendly 18th and -Monroe 22nd and Madison
18th and Van Buren 18th and Polk
It Was moved by Crumbaker, seconded by Balley that the report of the Manager be
received and placed on file and that authorization be given for the expenditure of
funds as requested. Rollcall - All Councilmen present voting AYE.

A report of the City Engineer re: Proposed opening of 24th Avenue from Alder
6 to Harris Streets, was submitted and read as follows:
"Pursuant to the resolution of September 8th, 1947, I herewith submit a report
of the survey for the opening of Twenty-fburth Avenue from Alder Street to Harris
Street in Eugene, Oregon. I have made a survey of proposed opening and have marked
the boundaries thereof.

This report contains:
I First: A full and complete description of such Street and boundaries thereof,
and'of the portion of each tract of land to be appropriated therefore.
Second: A plat Showing the proposed opening together with adjacent property.
Third: The present owners of adjacent property which may be benefitted by
such opening."

It was moved by Hawn, seconded by Davis that the rules be suspended by unanimous
consent and the ordinance be read the second time.
It was moved by Hawn, seconded by Davis that the rules be further suspended and
the ordinance be read the third time and given final passage. All Councilmen
I present voting AYE, the ordinance was declared passed and numbered 9075.
15 Council Bill No. 274 - Re: Initiating the vacation of a part of VanNess
between 8th Avenue West and West Broadway, was submitted and read the first time,
and upon motion was ordered referred to the Public Works Committee for investi-
gation and report.
Council Bill No. 275 - Levying assessments for the paving of Tyler Street
16 between 8th Avenue West and West Broadway, was submitted and read the first time.
It was moved by Hawn, seconded by Davis that the ordinance be laid over and that
notice be given to the affected property owners.
Council Bill No. 276 - Levying assessments for the paving of Ferry Street
17 between 17th Avenue East and 19th Avenue East, was submitted and read the first time

It was moved by Davis, seconded by Hawn that the ordinance be considered read the
first time as Council Bill No. 282 and referred to the Common Council Committee
I of the whole.
It was further moved, seconded and carried that the Common Council request a de-
tailed report covering the Planning Commission's hearings on the proposed ordinance.

:, "WHEREAS, the City owns $90,000.00 of Series L, Uni ted States Department of :!
Treasury Certificates of Indebtedness at 7/8% interest, which'mature on December 1, i

1947; and, ~
VffiEREAS, it is expected that the Department of the Treasury will, during the ..
month of November, and prior to maturity of said certificates~ offer to refund a ~.
part or all of said i~sue; and, ~ - ~. .~
WREREAS, -it is to the public interests of the City tha t any such offer be I; I
accepted immediately;
NOW, THEREFORE, BE IT RESOLVED, that the City Treasurer be and he is hereby ,.
authorized and directed to deliver the aforesaid certificates to the Treasurer's I:

bank in case such an offer is made by the Treasury Department, and that if no
offer is made, to deliver said certificates to the bank in sufficient time that
the same may be delivered to the Federal Reserve Bank fgr red;:;mption on December 1, ;:
1947."

It was moved by Hawn, seconded by Davis that the resolution be adopted. Motion
carried.

A Resolution - Re: Opening of alley extending East and West between 8th "
25~~ Avenue West and West Broadway from Van Buren to-Tyler, was submitted and read as ;'

"BE IT RESOLVED BY THE C011MON COUNCIL of the City of Eugene, Lane County, F
".
Oregon, that it is deemed expe~ient by the Common Council that a public alley "
extending East and West between 8th Avenue West and Bro?dway, from Van Buren ~:
Street to Tyler Street be opened to a width of feet, ana that the City
Engineer is therefore directed, by him or some competent surveyor, to make a I
survey of such alley opening and to make the boundaries thereof and to make a
plat of the same and a written report containing a full and complete description
of such alley opening, and the boundaries thereof, and any lot or tract or portion "
thereof to be appropriated therefor, and to file and same with the Recorder of the t~
City of Eugene within twenty days fr~m the date of this Resolution unless further I
time shall be granted therefor." "
It was moved by Pennington, second~d by Hawn that the resolution be adopted.
NEW BUSINESS

The City Manager submitted a report of various department heads asking the I,
26 retention of certain over-age employees for a period of one year, beginning
January 1, 1948.

It was moved by Crumbaker, seconded by Hawn that the Common Council endorse the ,;
request for the retention of the following employes and that the State Pension and
Retirement System be so advised of the Council's action.
