Minutes of the regular meeting of the Common Council of Eugene held December 8,
1947 at 7:30 P.M. The meeting was called to order by his Honor, Mayor Earl McNutt. ,

Councilmen present at rollcall were Hawn, Crwnbaker, Johnson, Allen and Wells. "''''-

Davis and Bailey absent.
Mayor Earl McNutt called upon Councilman Crumbaker of the Second War for
J 1 suggestions or recommendations with reference to the appointment of a successor
to the Council seat vacated through the resignation of Mr. Pennington. Councilman
Crumbaker presented the name of Peter J. Hanns as a nominee and moved that the
nomination of Mr. Hanns be confirmed by the Common Council. This motion was
seconded by Councilman Johnson and was unanimously carried. Mr. Hanns was
formally sworn in as a member of the Council.
Upon motion the minutes of the last regular meeting held November 24, 1947
were considered read and approved.
2 Monthly estimates and approval for progress payments were submitted by the
City Engineers as follows:
First and Final payment to C. M. Kemp for construction of sidewalk on $1056.97
Harris Street from 23rd to 25th Avenues East.
It was moved by Crwnbaker, seconded by Hawn that the estimate as approved be
received and placed on file and that the proper city officers be authorized to
make payment in accordance with the approved estimate. Motion carried. Rollcall -
All Councilmen present vot,ing AYE. Davis and Bailey absent.
Third payment to Werner & Jeske for improvement of Kincaid between
25th and 28th Avenues East. 855.04
It was moved by Crumbaker, seconded by Hawn that the estimate as approved be
I received and placed on file and that the proper city officers be authorized to
make payment in accordance with the approved estimate. Motion carried. Rollcall -
All Councilmen present voting AYE. Davis and Bailey absent.
First payment to T. C. Wildish for construction of sidewalk on West side
of Filmore Street from West Broadway to 11th 76.03
It was moved by Crumbaker, seconded by Hawn that the estimate as approved be
received and placed on file and that the proper city officers be authorized to
make payment in accordance with the approved estimate. Motion carried. Rollcall -
All Councilmen present voting AYE. Davis and Bailey absent.
First and Final payment to T. C. Wildish for the East side of Filmore
Street from West Broadway to 11th Avenue West 893.52
It was moved by Crumbaker, seconded by Hawn that the estimate as approved be
received and placed on file and that the proper city officers be authorized to
make payment in accordance with the approved estimate. Motion carried. Rollcall -
All Councilmen present voting AYE. Davis and Bailey absent.
REPORTS OF OFFICERS
A report of the City Manager re: several proposals involving special levies
3 and/or bond issues, was submitted and read as follows:
I "At a recent meeting the Common Council adopted a report of its Public Works
Committee with reference to the Amazon Channel Improvement and authorized the legal
department to prepare a special election ballot measure for presentation to the
electors and taxpayers calling for a general obligation bond issue to provide funds
for the City's share of the project.
As the Council is aware several other proposals, involving bond issues and/or
special levies, have been presented and discussed during the past several months.
They are as follows:
I 1. Expansion and Improvement, of Eugene's fire defenses, including:

.A~, a. Purchase of 100-foot aerial ladder truck.
b. Construction of two sub-stations
c. Installation of an adequate fire-alarm system in the high-
value districts.
d. Employment of additional manpower to staff the sub-stations
and man ladder equipment.
Estimated costs of this program total $120,000 for capital outlay and
approximately $36,000 per year in increased operating expense.

2. Some weeks ago the Council was formally requested by the Eugene Recreation!\
Commission to favorably consider an ,expanded Park-Recreation program for the city f
involving both capital outlay fu{ids and operating expense. At that time a sug- !i I'
~do gestedbudget was submitted, predicated upon a special levy that would have approxi+
mated 5 mills annually for at least thre,e years. ' Since that date this proposed bud~
{-y ~ 'get has been analyzed and revised with special attention to, the segregation of Ii
. capital outlay and operational item~. If the program requests are to be met ,

generally the sum of approximately $200,00 would be required over a three-year I'

period together with,an additional one-mill levy, for operating expenses. "

3. In recent months a joint committee of the Council and Mill. Race Park :1
Association has been studying an engineering report and cost estimates ,pertaining tq I
the restorat;ion of the Mill Race. While I do not have a formal report to submit ,:
for the Council group at this, time, it would appear that E! bond authorization by "
the taxpayers would pro~e the only means of financing this project. Depending on
type of restoration, costs for the project vary from $29,800 to $44,000. These
figures do not include provision for xecreational development along the race, nor
do the estimates include ,the $10,000 Mill Race fund now on hand.

While each of the above proposals must stand or fall on its own merit I am "

sure the Council will feel as I do that the over-all financing program, inCluding :'
the question of bonded debt limitation, cannot be properly considered until such ,i
time as the Council has indicated its intent as to the placing of any or all of ,

the above outlined proposals on a special election ballot. I am, therefore, sub- ,

mitting this report in the hopes that the Council will see fit to make such
determination~ All approved proposals should then be referred to the Finance Com-
mittee for specif.ic recommendations as to appropriations in each instance.
If this finance report could be submitted and accepted by the Council at its ~
regular meeting later this month an election date could be set and all necessary,
preliminary, work, including preparation of election ordinance, selection of
election officials, printing of pamphlets and ballots, etc.; could proceed. This
work would require approximately 60 days and the election could be fixed for early ,
March. . !

of two years. Thepermit was granted to permtt the contractor to prefabricate
lumber for a series of homes which he was bui"lding at that time. When said houses J[
were completed the warehouse was to be dismantled. Instead, trre premises were
leased to a contractor engaged in heavy construction, who recently vacated trre ,
pre~ises when his request for rezoning was de'nied. :

A oommunication from the Oregon State Sanitary Authority re: sewage treatment
12 plant, was submitted and read as follows:
"At its regular meeting in Portland on November 24, the State Sanitary Authority
reviewed the status of the state-wide program for the installation of municipal
I sewage treatment works which must be constructed by cities who now use public waters
of the state of Oregon for the disposal of domestic sewage and other wastes.
The Sanitary Authority considers that your city has made reasonable progress
either in planning for construction of sewage treatment works or in the adoption
of a fiscal program to defray the cost of construction when conditions permit.
Inasmuch as your city, however, discharges its wastes into a stream where pOllution
problems are serious, every effort should be made to undertake construction of
your sewage treatment works at an early date.
In the meantime, the Authority desires that you furnish them before their
special meetint to be held in Portland on January 10, 1948, an up-to-date report
on the status of your sewerage project. This report should indicate the status of
plans for your sewerage project which include intercepting sewers, pumping
stations, treatment works, the estimated cost of the proposed sewerage project,
together with the plan by which your city proposes to finance the construction of
such sewage works, and the amount of moneys accumulated in sinking funds and set
aside to finance such sewerage works construction.
Your cooperation in furnishing the Authority with the requested information
will be greatly appreciated."
It was moved by Johnson, seconded by Crumbaker that the communication be received
and placed on file and the necessary information be submitted as requested.
Motion carried.
I 13 A communication from the Vregon Motor Stages, was submitted and read as follows:
"The Oregon Motor Stages, after long negotiations with its city line drivers
and shop employees in the cities of Eugene and Salem, has entered into a new wage
contract wherein the men will be paid an additional ten cents (lO~) an hour over
and above the present wage scale. This contract becomes effective January 1, 1948.
In keeping with our policy to continue to give to the City of Eugene service as in
the past, and to prevent work stoppages which would be detrimental to the citizens
I of the city, this wage increase was granted in full knowledge that the pr~sent
revenues do not and will not justify the increase. \.
In the interest of continued service to the citizens and the maintenance of a
high standard of service it is mandatory that we grant this increase. Inasmuch as
the Oregon Motor Stages are the only city operations in the State of Oregon-main-
taining the present low rate of fare in the face of tremendous increases in the
cost of material, supplies and wages we do not believe it is at all out of line for
this company to make a request to you and your council for increases in the present
rate of fare.

Therefore, we request an amendment of the section of the present franchise j'i
relative to rates of fares, said amendment to read as follows: !,
"The maximum rate of fare which may be charged by the grantee herein for each trip Ii I

It is, therefore, our earnest ,request that you bring this matter before your :'
Common Counc~l for their 'action on the proposed amendment of the present franchise:
relative to fares, and if at all possible we should appreciate affirmative action ,: I
in order that we may institute this fare increase on ~anuary 1, 1948." : \

placed on file and -that the Oregon-Motor Stages be required" to submit to the ,
Common Council its operating account for the first 11 months of 1947: together with !:
a complete financial statement in the form prescribed by the Public Utilities ,;
Commission, such statement to include estimates of increased costs due to new wage i:
increases and estimates of increased income that would be derived from the proposed'
increase in fare for the Eugene City lines.
