The regular meeting of the Common Council of Eugene held February 9, 1948,
at 7:30 P.M. The meeting was called to order by His Honor, Mayor Earl McNutt.
Councilmen present at rollcall were: Hawn, Davis at 8:10 P.M., Crumbaker, Bailey,
Johnson, Allen and Wells. Hanns absent.
Upon motion the minutes of the last regular meeting held, January 26, 1948
were considered read and. approved.
Monthly estimates and approval for progress payments were submitted by the
City Engineer as follows:
Sixth payment to Beebe, Werner & Jeske for construction of Amazon
Interceptor Sewer,No. 2

It was moved by Crumbaker, seconded by Johnson that the estimate as approved be
received and placed on file and that the proper city officers be authorized to
make payment in accordance with the approved estimate. Motion carried. Rollcall-
All Councilmen present voting AYE. Hanns absent.
First & final payment to Elmer Williams for construction of sidewalk
on Chambers from 13th to 14th and on
Thirteenth from Chambers to Grant Streets.

received and placed on file and that the proper city officers be authorized to

REPORTS OF COMMITTEES

A report of the Judiciary Committee re: carnival fees, etc., was submitted
and read as follows:
"Your Committee on Judiciary to whom was referred the matter of licensing
and/or the waiving of licenses on carnivals in accordance with the provisions of
Ordinance No. 8519, begs to report as follows:
That your Committee has studied the ordinance provisions and feels that the
requirements on the same are to the best interests of the City. It is, therefore,
our recommendation to the Council that Ordinance No. 8519 be maintained in force
and effect without revision or amendment and that the Council establish a definite
policy of not waiving the license requirements under this ordinance."
It was moved by Bailey, seconded by Hawn that the report of the Judiciary Committee
be received and placed on file and that the recommendation contained therein be
approved. Motion carried.
REPORTS OF OFFICERS

A report of the City Manager re: projected parks-playground development
program, was submitted and read as follows:
"Sinc e the last regular. meeting of the Council my office has been queried by
parties interested in the City's projected parks-playground development program
with particular reference to the Council's decision on the question of submitting
a levy proposal for such purpose, along with certain other measures to be submitted
to a vote at the special city election in May.

These persons are in accord with the Council's announced intention to enact i:
an admissions ta)C, with the proceeds to be used for park and recreational purposes, ;
but express concern over the immediate plans to complete our park-playground de-
velopment should the proposed .tax measure be successfully challenged or unduly
del~yed by court action.
It is my suggel?~ism that such a c01;ltingency could be met, subject to the
voters' ratificatioil, by submitting a bal19t proposal for .,a three-year levy of not '
to exceed two mills for Capi tal Outlay purposes. only . II such a levy were' approved"
and if the admission tax is made operable, a resolution of the Council, directed :
to the budget committee would suffice to offset the suggested levy with admission
tax revenues.

The availability of such funds, would guarante,e .our compl,etion of playground-
parks at, 19th and Vvashington, 24th and University, Tenth and Grant - swimming pool
recreation area, Tenth and Fairmount and Sladdens Park as principal projects in
the n~ighborho.od park-playground ,program.
I am attaching hereto a revised schedule of probable tax requirements for
thene~t five fiscal-year periods, depending upon the approval or rejection of
,presently proposed bond and/9r levy measures. Shown as a separate item is the
suggested park-playground levy. ~he required mi+lage, as shown, would be lowered
Ii to 2 mills by the admission tax offset, if obtained.
Trusting the Council may see fit to give this suggestion favorable consider-

A report of the City Manager.re: proposed ?dmissions tax ordinance, was
submitted and read as follows:

~At the +ast regular meeting of the Council the matter of the proposed
admissions tax ordinance was ordered referred to the Finance Committee and the
City Attorney. In the meantime, the City Attorney has been availing himself of
an opportunity to secure all information on recent amusement tax ordinances in
various par~s of the country.and he has since informed me that this material has
been obtained and ~s ready for pr~sentation.
It has been indicated that it is the desire ,of the Commj..ttee to call together
repre~e1;ltatives or the theatre business and other enterprises that might be
affected by the proposed tax and I would, therefore, like to suggest to the Com-
mittee at this time that such a meeting be held on Thursday evening February 12,
City Hall beginning at 8:00 at which time these persons might be heard on the
proposed bi+land the ordinal}.ce given final recommendation by the Committee."
It was moved by Hawn, seconded by'Crumbaker thatCthe report of the Manager be
received and placed on file and that a suitable time for a meeting of the com-

A report of the City Manager re: material on street and road needs to be
submitted before 'a hearing of a special legislative committee, :was submitted and
read as follows:
"The City of Eugene together with other communitie~ and the County governments:
of Lane, Benton and Douglas Counties has been requested to submit mat~rial on
street and road needs before a hearing of a special legislative 'committee to be ,
held, in Eugene February 17.
Basic information as to construction and maintenance costs for our street
system together with plans and.cost estimates for an over-all street widening and
extension prog~am is being prepared. I should be pleased to go over this material
and maps with any member of the Council and I should also like to request your
permission at thil? time that my office be authorized to mak~ such presentation at
the co.rnmi ttee hearing." .

A communication signed by Mrs. Walter P. Cochran and 18 others re: traffic
hazards at First and Washington Streets, was submitted and read as follows:
"I am writing on behalf of the residents in vicinity of First and Washington
Streets. We have had a series of accidents on this corner in the last few months
which was climaxed by an accident on Friday, February 6; that proved near fatal
and caused considerable property damage.
Some time ago I wrote a letter to the Register Guard which was signed by
residents in the immediate neighborhood of First and Washington. We thought
perhaps a little publicity for our traffic problem through the paper might help
thoughtless drivers to see how they were endangering the lives of our children.
The newspaper was very cooperative, but careless driving and excess speed has not
been cut down at all.
All we ask is that the City Manager and Eugene City Council try to help us
figure out some answer to this problem, caused by heavy traffic using First Street
as a cut-off to town and back West to River Road in order to avoid congested
traffic on Blair Street, and Van Buren.
Although traffic is heaviest going East and West on First Street, speeding on
Washington, North and South is almost as bad.

We will greatly appreciate an investigation to determine wheth~r stop signs
will help, and if so, the installation o~ these stop signs.

The follmying is some idea of what has caused us to be so concerned.
1. Whiteaker school has approximately 265 pupils._of which a very large
percentage use First Street going to and from school.
2. In one minor accident recently, one car went out of control and barely
missed two little girls on bicycles. These children were not in the street. They
were both on the parking strip. They had sto:pped their bicycl~s and werE; visitng.
3. A pick-up truck hit a sedan throwing it over the curb, across the parking
strip where~:it cameto rest with the back wheels almost on the sidewalk. This spot
is a bus stop. Had it been time for the bus to pass someone could easily have
been killed. .

4. A freight truck hit? panel delivery truck, ~cattering contents allover
the street.
5. A freight truck hit a jeep throwing it into the side'of a bus which was
parked to take on and discharge passengers.
'6. Two passenger cars collided knocking both drivers unconscious~ One car
hit the light pole on the Northeast corn~r of'First and Washington breaking the
pole off and setting it over in the middle of the sidewalk. The second car went out
of control, jumped the curb and continued through three lawns'on the East side of
Washington Street, finally co~ing to a stop. But not before completely wrecking
the front part of the third house (55 Washington St.). Outside of the damage
entailed, this accident caused great nervous shock to a young expectant mother
residing at this address, and could have easily endangered the life of both baby
and mother. "
7. A car turning off First on,to Washington misjudged speed and distance
and knocked a parked car over the curb and on to'the parking strip.
In each of these accidents had any children been crossing'the street, or in
some of the cases been on the sidewalks or in the yards they would have been
killed or at the very least badly injured. :
Mr. Seeger if you feel it would be any help, I will be very glad to appear at !
the City Council meeting at a moment's notice and talk to the members and explain-
to them just how we all feei about this problem and give them a clear view of our
side of the case."
