The regular meeting of the Common Council of Eugene held March 8, 1948 at
7:30 P.M. The meeting was called to order by his Honor, Mayor Earl McNutt.
Councilmen present at rollcall were: Hawn, Crumbaker, Bailey., dohnson and Allen.
Hanns and Wells came in at 8:00 :P.M. and Davis at 9:00 R.M.

Upon motion the minutes of the last regular meeting held February 24, 1948
were considered read and approved. I
1 Monthly estimates and approval for progress payments were submitted by the

First & Final payment to Cletus Kemp for improvement of Clark Avenue
from Lincoln to Lawrence.

received and placed on file and that the proper city officers be authorized to

from Olive to Willamette.

A report of the Public Works Comrnittee re: various matters was submitted
and read as follows:
"Your 'Committee on Public Works to whom:was referred various matters begs to
~eport as follows:
1. In the matter of requested street vacations for a portion of Pine ?tr~et
(~ixteenth Avenue E~st) and a portion of: 28th Avenue East, your committee r~com-
mends that the requ~st be not favorably acted upon by the Common Council. It is
the opinion of the Committee that neither vacation would ?erve the pUblic interest:,
and that no action should be taken in view of future stree't and/or sewer improve- :
ments for the areas in question. . .

2. Your committee recommends that the sum of $32.15 representing 50% of the
assessment against Raymond E. and Leta M: Huffman for sidewalk improvements on
the East side of Filmore Street between West Broadway and 11th Avenue be refunded

"Your Commlttee on Public Safety to' whom was referred various matters, begs
to report as follows: " :
1. In the matter of a request filed by business firms for installation of
parking meters on West 8th Avenue between Olive and Charnelton Str~ets, we,recom-:
mend that the request be granted and the"necessary meters be purchased and installed.

2. Your committee further recommends that designated lo~ding zones in the
business districts be metered,- such zones to be limited to cOIDlllercial vehicle
loading and unloading until 12 noon on w~ek days, and to be 9pen'for general
public use as a metered parking space after 12 noon. It is 9ur recommendation
that authority be given for the purchase' of meters necessary for such installation~.

3. Your committee has examined recent reports of traffic accidents ,and
arrests for violations and recommends that the Municipal Court be requested. by. the ::
Council to favorably consider a proposal" that the minimum bail for violation of .'
stop signs and/or signals be increased t~ $lO.nO for each such violatiop.
4. Your committee has been advised' that private firms are now offering
armored car and motorcycle escort service in the City of Eugene, and we therefore
recommend that such services, except in cases of emergency, be no longer furnished:

A report of the Board of Appeals was submitted and read as follows:

were considered and decisions rendered:

1. Request of Mr. Arthur R. Yiarren of 2645 Columbia Street for permissable
setback from 26th Avenue East of 16i' and Chula Vista Street of 14' 0". The
Board approved this request.
2. Request of Mr. T. C. Lucky, Jr. for a waiver of setback on 22nd Avenue
West at the Southeast corner of Olive Street a minimum of 2'0" on 22nd Avenue,
Mr. Lucky has desiGned a house which is 55' in width and the lot is 60'; therefore
with 3' setback from the interior lot line this would leave only two feet on the
street side, this request is denied on the grounds that all residential lots are
required to maintain a minimum of 15' on the side streets.
3. Request from Mr. E. E. Carroll for a two foot setback on 18th Avenue
West at the corner of \Jashington Street. This request denied as minimum re-
quirement for residential area is 15'. Mr. Carrol can comply with the setback
rebulations by shifting his proposed house and garage on the lot.
4. Request of Mr. Harold Lyons to construct a tlquonset hutlf in the rear of
his building at 1203 Willamette Street for the purpose of furniture storage and
warehouse. This request was denied, by reason of the code requirements for the
area. The property being in fire zone No. I would require a four hour fire re-
sistive structure, and a "quonset hut" does not have any fire rating.
5. Request of Mr. George Turnbu~l of 21?5 Agate Street to convert his eight
room residence to a multiple dwelling by remodeling the upper story for a three
person apartment. 'This in no way would alter the exterior of the structure and
would provide for the apartment entrance on the rear side of the house. This
request was tabled by the Board with the suggestion that the petitioner make
formal application to rezone his property."
It was moved by Crumbaker, seconded by Hawn that the report of the Board be re-
ceived and placed on file and that the recomm,endations contained therein be
approved. Motion carried.

A permanent report of the Planning Commission was submitted and read as
follows:
"As a permanent report pursuant to the Resolution of said City, directing
the City Planning Commission to prepare a report upon certain requests for re-
cl~ssification and zoning of certain areas within said city, the City Planning
Commission adopts as its permanent report the following:
The Planning COlnmission recommends the denial of the following rezoning and
change of classification petition, viz.

The North one-half of Lot 10 and all of Lot 11 in Block I of
Belmont Addition.
Property iocated at 1925 Adams Street.
Requested change from R-I (Single Family) to R-3 (Multiple
Family) classification.
The Planning Coramission has moved to place the following petition upon the
table for the reason that the intended use may come within the terms of the new
zoning ordinance.

Recorder and the Finance Committee with the instructions to compute the interest
charges. Motion carried.

Councilman Hawn reported for the ]'inance Comrnittee tha~ computation of the
interest charges revealed the bid of the First National Bank to be the most
advantageous to the City of Eugene.
It was moved by Davis, seconded by Hawn that the bid of the First National Bank
of Eugene be accepted and that the proper city officials be authorized'to have the
bonds prepared and delivered to the First National' Bank of Eugene in conformity

"Mr. Ralph Chipperfield of Chipperfield Construction Company proposes to
erect a two-story warehouse on Lot 10, Block 11, in Croner's Second Addition which
he desires to serve with a spur track. Attached hereto is a print sho~ing approxi-
mate location of proposed spur on West 5th Street.

You will note that this spur would take off our main line just west of the
headblock of the spur now serving the Loggers & Contractors Machinery Co. This
spur will extend at a tangent a distance of approximately 194' west to the area
between the curb, and sidewalk thence a distance of 55' 8" along Lot 10 parallel
to the main line, a total distance of about 249'. The center line of the portion
of spur serving Lot 10 will be approximately 10' from said property line.
The purpose of this application is to seek permission to install the above
mentioned spur and to ascertain if your committee will grant the necessary authority
in order that Mr. Chipperfield may proceed with his plans with the least possible
delay. It is hoped that this matter may be presented to the committee at their
meeting of March 8th, with the understanding that minor details may be worked out
later. Trackage will, of course, be installed to conform with City Ordinances and
regulations. "
The matter was discussed by Council members present with no formal action to be
taken pending the filing of an application in regular form. No objections were
raised to the proposed spur provided that the same be installed in accordance with
all ordinance requirements.
A petition for annexation signed by H. A. \voodworth, 58 East 25th and 30
11 others, residents of the area sought to be annexed, was submitted and read as
follows:

It was moved by Hawn, seconded by Crumbaker that the Bill be read the second time
by Title with unanimous consent of the Council. Motion carried unanimously.
It was moved by Hawn, seconded by Crumbaker that the rules be suspended and the
Bill be read the third time by Title with unanimous corrsent of the Council.

issuance of $48,578.96,' Series B Improvement Bonds, and said notice was duly
pUblished that bids would be received not later than March 8, 1948, at 7:30 P.M.,
at the City Hall, Eugene, Oregon, and
VmEREAS bids were received and opened by the City Manager in the presence of
the Mayor and Common Council of the City of Eugene for_ the purchase of said Im"-
provement Bonds on, March 8, 1948, at 7:30 o'clock P.M., and 0
WHEREAS after due consideration by the Common Council of the City of Eugene
