The meeting was called to order by his Honor, Mayor Earl McNutt. Councilmen present at rollcall were: Hawn, Davis, Crumbaker, Bailey, Johnson, Allen" Hannsand, Wells..... Upon motion the minutes of the last regular meeting held March 8, 1948 were considered read and approved~ PETITIONS AND COMMUNICATIONS 1 A petition signed by Stenwick & Kok and E. H. Lorence for the improvement of Almaden Street from 7th to 8th Avenues West, was submitted and read. It was moved by Hawn, seconded by Davis that the petition be received and placed on file and that the City Attorney be instructed to prepare the necessary im- provement ordinanoes. Motion carried. A petition signed by Mrs. Fred Schmidt, 1387 Arthur Street and 9 others 2 for improvement of Arthur Street oetween 11th and 14th Avenues West by paving, was submitted and read. It was moved by Crumbaker, seconded by Hanns that the petition, lacking 50% of the abutting property, be ordered referred back to the City Manager for further investigation and report. Motion carried. - A petition signed by R. W. McGinnis and 5 others for the improvement of 3 18th Avenue East between Ferry & Patterson Street by paving, was submitted and read. I It was moved by Crumbaker, seconded by Davis that the petition be received and placed on file and that the City Attorney be instructed to prepare the necessary . improvement ordinances. Motion carried. A petition signed by Robert Holland, 2690 Onyx Street and 7 others for 4 installation of a sanitary sewer on Onyx Street between 26th and 28th Avenues East, was submitted and read. It was moved by Crumbaker, seconded by Hawn that the petition, lacking 50% of the abutting property, be ordered referred back to the City Manager for further investigation and report. Motion carried. A communication from the Westmoreland Improvement Association requesting 5 that any further improvement at the Eugene Air Park be suspended, was submitted and read as follows: "At the Executive Board meeting of the Westmoreland Improvement Association on March 8 a motion was made, seconded and carried that the Association write the City Council and City Manager of Eugene requesting that any further improve- ment at the Eugene Air Park be suspended. I 6 Thanking you for your most kind cooperation, I am" It was moved by Bailey, seconded by Crumbaker that the communication be received and placed on file. Motion carried. A communication from Donald Husband and Quit Claim Deed re: property on east side of Pearl just south of the alley running East and West through the Block between Broadway and Tenth Avenue East, was submitted and read. It was moved by Hawn, seconded by Crumbaker that the proper city officers be instructed to execute the deed as submitted. Motion carried. 7 The following applications for Package Store Class "A" "and "B" licenses were submitted. I Ralph's Grocery, 603 West 19th - Package Store Class "Btt Christian's Market, 1711 West 11th - PaCkage Store Class "A" L & L Grocery, 1591 Willamette - Package Storee Class "A" It was moved by Hawn, seconded by Davis that the applications as approved by the Chief of Police be endorsed. Council Bill No. 316 - Re: Reclassification of property located at 2263i East 15th from R-l to B-1, read the first time February 24, 1948 and read the second time March 8, 1948, was brought on for third reading. This being the date set for a hearing on the rezoning proposal, the Mayor called on anyone present to be heard for or against the matter. It was moved by Hawn,. seconded by Davis that the Bill be read the third time by Title with unanimous consent of the Council. Motion carried unanimously. It was moved by Crumbaker, seconded by Johnson that Council Bill 316 be amended so as to change the South boundary of the area to be reclassified to a line extending from the North boundary of Lot 16 easterly to an intersection with the easterly line of the Painter property. Motion lost by the following vote: Crumbaker, Johnson and Hanns voting AYE; Hawn, Davis, Bailey, Allen and Wells voting NO. It was moved by Hawn, seconded by Davis that the Bill be approved. Motion carried by the following vote: Hawn, Davis, Bailey, Allen and Wells voting AYE; Crumbaker, Johnson and Hanns voting NO. The Bill was declared passed and numbered ~. Council Bill No. 335 - Re: Election for or against Annexation of certain properties located between 24th and 26th and Charnelton and Hilyard, was read the first time in full. It was moved by Hawn, seconded by Davis that the Bill be read the second time by Title with unanimous consent of the Council. Motion carried unanimously. It was moved by Hawn, seconded by Davis that the Bill be read the third time by Title with unanimous consent of the Council. Motion carried unanimously. RESOLUTIONS A Resolution - Re: Authorizing the City Recorder to open ballot boxes used in last election and to destroy the ballots therein contained, was submitted and read. "WHEREAS a special election was held within the City of Eugene, Lane County, Oregon, on October 7, 1947, and the ballot boxes used in the course of said election have been continuously since and are now in the possession of the City Recorder of said City, locked and unopened; and, WHEREAS said City has directed the holding of a special election con- currently with the State Primary Nominating Election to be held throughout the State of Oregon on May 21, 1948, and it is necessary to make use of said City ballot boxes in the forthcoming special election, NOW, THEREFORE, by reason of the premises and the laws and statutes of the State of Oregon, it is hereby resolved, that the City Recorder be, and he is hereby directed to open said ballot boxes used in the last election aforesaid, and being retained in his possession, unopened, and to destroy the ballots therein contained in the manner prescribed by law." It was moved by Hawn, seconded by Davis that the resolution be adopted.
