Recreation Services Hosts Adapted Arts Day
Adaptive Recreation Services recently offered two days of training and
community involvement during its Art Without Limits workshop. This
hands-on event taught individuals with limited movement how to
successfully create original works of art using a library of adaptive art
tools. Participants were allowed to take their creations home. The
inventor of the art tools, Dwayne Szot, M.A., was brought to Eugene to
conduct the training. Occupational, physical, recreational and art
therapists, special education teachers, general education teachers,"
early childhood teachers, parents, and other interested community
members attended to observe and learn.
Adaptive Recreation Services has purchased the library of art tools--
which includes a Pogo Paint Stick, a Mighty Rollo Roller, and a Chalk,
Walk and Roll--and is making them available to the community
through a lending library. Tools can be loaned to anyone who has
gone through the training for groups, schools, and agencies that ~
primarily provide service for people with disabilities. For more

Status Report on Maior Capital Proiects Now On-line
The Facility Management Division's quarterly report for
March, 2005, is now available on line at:

.... ~' updates/index.htm. This report provides an update on
the progress of major capital projects under the
division's management. While the projects in this status
report make up a small proportion of the roughly sixty
active design and construction projects currently being
managed by Facilities, they represent either the higher
budgeted projects or projects with significant public

Rental Housinq Code Administrative Rules Posted
Over the past several months, City staff has been working on the implementation of the City Rental
Housing Code which goes into effect on July 1,2005. The Administrative Rule and the Administrative
Order for registration and appeal fees have been drafted and will be posted for public comment on May
2, 2005. The public comment period will be for 30 days.
The administrative rule supports the Rental Housing Code as adopted by specifying procedures for rental
property registration, filing complaints, investigation of complaints, and assessment of civil penalties
where applicable. The administrative order for fees proposes a $10 per unit annual fee to support the
housing code program and a $250 appeal fee, consistent with other zoning and building appeal fees.
The order also provides for a late fee if the registration fees are not paid in a timely manner. The
documents can be viewed on the city's website at www.ci.eugene.or, us anytime after May 2. Copies will
also be available at the Permit & Information Center at 99 West 10th Avenue, Eugene, during normal

Church Volunteers Help Stream Team Honor Earth Day
Almost 90 members of the Unitarian Universalist
Church came out last Saturday afternoon to help
Eugene Stream Team honor Earth Day. The
group, ranging in age from 3 to 77, worked at
Stream Team's volunteer-run native plant nursery
at Alton Baker Park, as well as along the river.
Volunteers built four new garden beds from cedar
wood, did the back-breaking work of scalping
1,220 square feet of sod to make way for these
new beds, and installed seven beds in total. They
also planted several beds (see photo at right) and
transplanted seedlings. Down by the river,
another crew of volunteers removed blackberries
from around the new boat ramp and added chips
to the 1,300 trees and shrubs that were planted by
volunteers in the Whilamut Natural Area of Alton
Baker Park last February.
"Everyone appeared to be having a good time regardless of the non-stop rain" said Lorna Baldwin,
Stream Team Coordinator. "The hands-on involvement, which followed weeks of discussion about water
and the environment, came as a much needed and welcomed contribution to the new nursery."
Stream Team provides the opportunity for people of all ages to learn more about the city's waterways
and natural areas, do hands-on environmental work, and improve water quality and fish and wildlife

Recruitment Continues for LRAPA Board of Directors Position
Recruitment is underway for a new position on the board of directors for the Lane Regional Area
Pollution Authority (LRAPA). LRAPA is the intergovernmental agency that strives to protect public
health, community well being, and the environment as a leader and advocate for the improvement and
maintenance of air quality in Lane County.
There are currently seven members on the board of directors. Due to the increase in population in the
city of Eugene, a new, citizen at-large representative has been added to the board of directors. Other
members of the board include elected officials from the City of Eugene, City of Springfield, Lane County,
City of Oakridge and several at-large citizen members. Meetings of the board of directors are held at
noon on the second Tuesday of each month.

After reviewing the applications, Eugene Mayor Kitty Piercy will nominate a candidate and submit her
nomination to the City Council for approval. Applications must be submitted by 5:00 p.m., Friday, May 6,
2005. Applicants may be interviewed by Mayor Piercy. The appointment is scheduled to occur at the
May 23, 2005.
