REMOVING ON -STREET PARKING FROM THE SOUTH SIDE OF
WEST 13' AVENUE BETWEEN LINCOLN STREET AND WASHINGTON
STREET
The Traffic Engineer of the City of Eugene finds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, and is specifically authorized
to enforce all ordinances of the City. In addition, EC 5.040 authorizes the City Manager or the
Manager's designee to take administrative action establishing parking area time limitations,
including the form of permissible parking, and imposing conditions upon which the streets and
other public property may be used for parking. EC 5.055 sets forth the criteria the City Manager
or the City Manager's designee should consider when taking administrative action authorized by
FC 5.040.
B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09-
14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of
the duties and responsibilities specifically defined as those of the City Manager in Section 5.040
and 5.050 of the Eugene Code, 1971, In addition, Administrative Rule R-5.045 assigns additional
responsibilities to the Traffic Engineer.
C. By Administrative Order No. 58-17-08, the City Manager appointed me as the
City's Traffic Engineer and delegated to me authority to exercise all duties and responsibilities
granted to the City Manager by EC 5.040 and 5.050.
D. Pursuant to the above -authority, I intend to remove on -street parking from the south
side of West 13"' Avenue between Lincoln Street and Washington Street. In making the decision
to remove parking from the south side of West 13'1' Avenue between Lincoln Street and
Washington Street, I have considered all of the applicable criteria set forth in EC 5.055. Based on
the applicable criteria set forth in EC 5.055, the f'ollowing findings support my decision to remove
parking:
1) By Resolution 4608, the City Council adopted the Design Standards and Guidelines for Eugene
Streets, Sidewalks, Bikeways and Access Ways which includes travel lanes and bike lanes as
standard features of Minor Arterial streets. Parking is an optional feature on Minor Arterial
streets. By Ordinance No. 20181, the City Council adopted the Street Classification Map that

designated West 13"' Avenue between Lincoln Street and Washington Street as a Minor
Arterial.
2) West 13th Avenue is a minor arterial with a posted speed of 20 mph. The street has an 11 -foot
to 15 -foot north side eastbound travel lane, an 11 -foot south side travel lane and intermittent
7 -foot wide parking lanes on the north and south sides. The curb to curb width varies between
approximately 32 -feet to 36 -feet.
3) Currently the segment of West 13t" Avenue between Lincoln Street and Washington Street is
the only section of the West 13'11 Avenue corridor between Alder Street and Garfield Street
(approximately 2.1 miles) without an eastbound bike lane.
4) Formal removal of parking and addition of an eastbound bicycle lane will result in an
approximate street cross section of one 11 -foot to 1.5 -foot north side eastbound travel lane, an
11 -foot south side travel lane, an intermittent 7 -foot parking lane on the north side of the street
and a 5 -foot eastbound bicycle lane with a 2 -foot buffer.
5) From 2007 to 2015, there were seven crashes on West 13"' Avenue between Lincoln Street and
Washington Street. Two crashes resulted in moderate injuries, one of which involved a person
bicycling which Occurred at the intersection with Lincoln Street. One crash resulted in Minor
injury and four crashes resulted in property damage only.
6) Parking studies conducted by the City staffbetween July 20131 and June 2017 show an average
volume of 5 vehicles parking in approximately 10 parking spaces along the south side and 2
vehicles parking in approximately 12 parking spaces along the north side of West 13"' Avenue
between Lincoln Street and Washington Street. The study shows that on average the parking
removed on the south side of West 13th Avenue can be accommodated on the north side of the
street.
7) City staff met with representatives from four businesses with frontage on the south side of
West 13th Avenue along the area of proposed parking removal. All four representatives were
supportive of removing parking on the south side of West 13"' Avenue in order to construct an
eastbound bicycle lane. Additionally postcards were sent to property owners and tenants with
frontage on the south side of West 13th Avenue between Lincoln Street and Washington Street
announcing the City's intention to remove parking in order to construct an eastbound bicycle
lane. One comment was received opposing the proposed removal of parking.
8) Removal of parking from the south side of West 13th Avenue and installation of an eastbound
bicycle lane is consistent with the Eugene Springfield Area Transportation Plan (7ransPlan)
adopted as amended by Council Ordinance Number 20258 on July 8, 2002.

Transportation System Improvements Roadway Policy 41: Mobility and Safety for all
Modes states:
"Address the mobility and safety needs of motorists, transit users, bicyclists,
pedestrians, and the needs of emergency vehicles when planning and constructing
roadway system improvements."
9) Removal of parking from the south side of West 13t" Avenue and installation of an eastbound
bicycle lane is consistent with Objectives I and 2 and Policies 1. 1, 1.5, 1.6, 2.1 and 2.3 of the
Eugene Pedestrian and Bicycle Master Plan (PBMP) accepted by Eugene City Council on
March 12, 2012.
Objective 1 -Create 20 -minute neighborhoods by providing accessible, efficient and
convenient methods for pedestrians and bicyclists to travel to the places where they
live, shop, work and play by expanding and improving Eugene's bicycle and pedestrian
network.
Policy LI: Make' bicycling and walking more attractive than driving for trips of two
miles or less.
Policy 1.5: Construct high-quality pedestrian and bicycle infrastructure to provide
safer, more appealing and well-connected facilities.
Policy 1.6: Build pedestrian and bicycle facilities on new roadways, and retrofit older
roadways to complete the pedestrian and bicycle system, using routes and facility
designs identified in this plan.
Objective 2—Safety and Equity: Build a system that addresses the needs and safety of
all users, including youth, the elderly, people with disabilities, and people of all races,
ethnicities and incomes.
Policy 2.1: Continually improve bicycling and walking comfort and safety through
design, operations and maintenance including development of "low stress" bikeways
to attract new cyclists.
Policy 23: Ensure that bicycling and walking facilities are provided for all
demographics, including people ol'different ages, races.

10) Removal of parking from the south side of West 13th Avenue and installation of an eastbound
bicycle lane is consistent with Objectives 10 and 13 of the City of Eugene Community Climate
and Energy Action Plan which City Council directed to be developed on October 8, 2008.
Objective 10: Create 20 -minute neighborhoods, where 90 percent of Eugene residents can
safely walk or bicycle to meet most basic, daily, non -work needs, and have safe pedestrian and
bicycle routes that connect to mass transit.
Objective 13: Continue to expand and improve Eugene's bicycle and pedestrian infrastructure
and connectivity to increase the percentage of trips made by bike and on foot.
11) Removal of parking from the south side of West 13th Avenue and installation of an eastbound
bicycle lane is consistent with goals (3) and (4) of the Climate Recovery Ordinance No. 20540
adopted by City Council on July 28, 2014 and subsequently updated by Council tinder
Ordinance No. 20567.
(3) By the year 2030, all businesses, individuals and others living or working
in the city collectively shall reduce the total (not per capita) use of fossil
fuels by 50% compared to 2010 usage,
(4) By the year 2100, total community greenhouse gas emissions shall be
average share of a global atmospheric greenhouse gas level of 350ppm,
which is estimated in 2016 to require an annual average emission reduction
level of 7.6%.
12) Removing parking from the south side of West 13th Avenue between Lincoln Street and
Washington Street to allow for installation of an eastbound bicycle lane enables the public to
use West 13t" Avenue in a safer, more comfortable and efficient inulti-modal manner, is
consistent with TransPlan. objectives, Eugene Bicycle and Pedestrian Plan objectives and
policies, Climate and Energy Action Plan Objectives and Climate Recovery Ordinance goals
and, therefore, is in the best interest of the public.
On the basis of these findings, I order that on -street parking be removed from the south
side ofWest 13 Ih Avenue, between Lincoln Street and Washington Street.
