WILEY, PILGRIM HOLINESS CHURCH. <br /> <br />THE MINUTES OF THE MEETING OF FEBRUARY 13,' 1962, AS MAILED TO MEMBERS OF THE COUNCIL WERE AP- <br />PROVED. <br /> <br />NEW BUSINESS <br /> <br />MAYOR CONE ACKNOWLEDGED THE PRESENCE OF SEVERAL MEMBERS OF BOY SCOUT TROOP #67, SPONSORED BY <br />ST. MARY'S EPISCOPAL CHURCH. THE MAYOR ALSO ACKNOWLEDGED THE PRESENCE OF MEMBERS OF THE 6TH GRADE <br />CLASS or MEADOWLARK SCHOOL WITH THEIR PRINCIPAL, LOREN DOWNEY. ~ <br /> <br />COMMITTEE REPORTS <br /> <br />COMMITTEE MEETING - FEBRUARY 22, 1962: <br /> <br />"PRESENT: MAYOR,CONEj COUNCILMEN LAURIS, MOLHOLM, CHATT, MOYER, WILSON, SWANSON, CHRISTENSEN <br />AND DEVERELLj CITY MANAGER; CITY ATTORNEY; CITY RECORDER; DIRECTOR OF PUBLIC WORKS; <br />AND OTHERS. <br /> <br />2 <br /> <br />I. OPENING 12TH AVENUE - THE CITY MANAGER OPENED THE DISCUSSION ON THE OPENING OF 12TH <br />AVENUE FROM OAK TO OLIVE, AND VARIOUS MEMBERS OF THE COUNCIL INDICATED THEY WOULD NOT <br />BE IN FAVOR-OF THE CITY'S PURCHASING THE METHODIST CHURCH PROPERTY NOW. ,CLARE HAML IN <br />AND BETTY NIVEN, MEMBERS OF THE EUGENE PLANNING COMMISSION, ALSO VOICED THEIR OPINIONS <br />REGARDING THE COMPLETE OVERALL TRAFFIC PATTERN IN RELATION TO THE OPENING OF 12TH AVENUE. <br />MR. CHRISTENSEN MOVED THAT THE CITY NOTIFY THE METHODIST CHURCH THE COUNCIL IS NOT IN- <br />TERESTED IN BUYING THE PROPERTY. THERE BEING NO SECOND, MOTION DIED. <br /> <br />SOME FURTHER DISCUSSION RESULTED IN MOLHOLM-SWANSON MOTION TO REFER THE MATTER TO THE <br />PLANNING COMMISSION FOR A REVIEW AND REPORT. MOTION CARRIED, LAURIS, MOLHOLM, SWANSON, <br />CHRISTENSEN AND MAYOR CONE VOTING AYE; CHATT, MOYER, WILSON AND DEVERELL VOTING NAY. <br /> <br />SWANSON-MOYER MOVED THE CHAMBER OF COMMERCE BE ASKED TO REVIEW THE CITY MANAGER'S RE- <br />PORT ON THE OPENING OF 12TH AVENUE AND TO MAKE A RECOMMENDATION. MOTION CARRIED. <br /> <br />3 <br /> <br />2. SIGN VARIANCE, 255 EAST 18TH. JAY DEYOUNG - GORDON COTTREll, ATTORNEY, APPEARED ON BE- <br />HALF OF MR. DEYOUNG'S APPEAL TO THE COUNCIL FOR SIGN VARIANCE WHICH HAD BEEN DENIED <br />BY THE BOARD OF ApPEALS. AFTER HEARING THE DISCUSSION, CHRISTENSEN-MoLHOLM MOVED TO <br />ALLOW A 3'X6'8" SIGN PERPENDICULAR TO THE BUILDING. MOTION CARRIED. <br /> <br />MOYER-CHATT MOVED THE STAFF CHECK THE POSSIBILITY OF REVISING THE SIGN REGULATIONS WITH <br />REGARD TO C-2 AND ABUTTING C-3 ZONES WITHOUT A NATURAL BOUNDARY. MOTION CARRIED. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT ITEMS I AND 2 OF THE COMMITTEE REPORT BE APf' <br />PROVED. MOTION CARRIED. <br /> <br />4 <br /> <br />3. CITY FIRE INSURANCE - MOLHOLM-CHATT MOVED TO APPROVE PAYMENT OF $3,582.67 FIRE INSURANCE <br />PREMIUM ON CITY PUBLIC BUILDINGS AS A RESULT OF PREMIUM NOT PAID IN PREVIOUS YEAR PEND- <br />ING ADJUSTMENT IN RATES AND COVERAGE. MOTION CARRIED. <br /> <br />5 <br /> <br />4. CITY HALL BUILDING SITE - CHRISTENSEN-MoLHOLM MOVED TO AUTHORIZE CONDEMNATION PROCEED- <br />INGS NECESSARY AS REQUESTED BY THE CITY MANAGER ON PROPERTY FOR NEW CITY HALL SITE. <br />MOTION CARRIED. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT ITEMS 3 AND 4 OF THE COMMITTEE REPORT BE AP- <br />PROVED. ROLLCALL VOTE. ALL COUNCILMEN PRESENT VOTING AYE, MOTION CARRIED. <br /> <br />6 <br /> <br />5. PAVING ASSESSMENT, 46TH AT Fox HOLLOW ROAD - MR. PITNEY AND MR. JONES, OWNERS OF TWO <br />PROPERTIES CONCERNED WITH THIS ASSESSMENT, APPEARED IN THEIR OWN BEHALF TO PROTEST THE <br />CHARGE. SWANSON-MOL HOLM MOVED TO PROCEED WITH THE ASSESSMENT. MOTION CARRIED. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. SELF SERVICE DRY CLEANING ORDINANCE - COPIES Of A PROPOSED ORDINANCE WERE PRESENTED TO <br />THE COUNCIL CONCERNING INSTALLATION AND OPERATION OF SELF SERVICE DRY CLEANING MACHINES <br />WITH THE UNDERSTANDING THAT CERTAIN REVISIONS IN LEGAL TERMS WOULD BE MADE BY THE CITY <br />ATTORNEY FOR PRESENTATION LATER. CHATT-MoLHOLM MOVED TO APPROVE THE ORDINANCE. MOTION <br />CARRIED. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR.
