Chat~:i? the absence of Mayor Cone at 7:30 p.m. BBT on October 14, 1963 in the Council Chamber with other Council mem- bers present as follows: Mrs. Lauris, Messrs. Swanson~ Christe~sen, Deverell, Crakes,. Hawk, and Purdy. - as mailed to mem- The minutes of the adjourned meeting held on September 23, 1963, bers of the.Council, were corrected to read "Mrs. Francis E. Dart" instead.of "Mrs. Al Dart" in the first item of new. business, and approved as corrected. e NEW BUSINESS 1 A letter from the City Recorder was read informing the Council that 3,385 names had been certified by the County Clerk on the petition for an amendment to the Charter .of the City of Eugene entitled. "Requiring Voter' Approval Use of Parks", and that {t is now required that the. proposed Charter amendment be submitted to the vote~s of the City of I Eugene for approval ol/l:rejection. , Mr. Swanson moved seconded by Mr. Hawk to hold this.item over to a Corrrrnittee of the Whole meeting "for a possible decision on an election date: Motion carried. .. 2 The Director of Parks and' Recreation submitted a report to the 'Council on the at- tendance records and income from various activities of the Parks and Recreation Depart- ment at the City's playgrounds and swirrrrning pools. The report was. received and filed. 3 Cpuncilman Swanson asked if the City had ever considered underwriting its own fire insurance program, and if it would be possible to undertake such a program in the future. Upon being advised that the City had not underwritten any of its insurance programs, inquiry was made of Councilman Crakes concerning the feasibility of the idea. Mr.Crakes stated it would be possible for the City to carry its own insurance; however, it would mean the financing irrrrnediately of the current program and setting up a considerable amount of money for a reserve fund, and this may be quite difficult. No action was taken. II 4 Councilwoman Lauris stated that since the City of Eugene woul~ be moving into the I new building next surrrrner, and since the City of Eugene is now becoming a convention cen- ter, she moved to extend to the League of Oregon Cities an invitation to hold the 1964 convention in the City of Eugene. After some discussion of the proposed layout and questions on parking being provided, which questions were answered by Mrs. Cagle, Mr. Deverell moved seconded by Mr. Swanson to grant an extension to the variance given by Resolution No. 888 as requested. Sewer Assessment, 39th Place - Mr. John Lauri1a was present and presented a drawing of an area to the rear of his residence on East 39th Place which has been assessed for a sewer, and due to the location of the property he was now seeking relief from the assessment. Option to Purchase Roach Property, Monroe Park - An option had previously been secured on property belonging to Mr. and Mrs. Buford I. Roach, being Lot 2, Block 12, Huddleston Extended Addition to Eugene, to be purchased by the City of Eugene for ultimate park purposes and was presented to the City Council. The Council having previously viewed the property, Mr. Chatt moved seconded by Mr. Swanson to exercise the option and proceed to purchase the property for $13,500.00. Motion carried. West Amazon Drive Speed - The State Speed Control Board had made an investi- gation of traffic on West Amazon Drive from Hilyard Street to Martin Drive and now proposed a recommendation that the area be zoned for speeds to 30 mph except in designated school crossings which shall be 20 mph during school I hours. The writer gave a brief history of the happenings concerning the "0" on Skinners Butte from the time of its first installation in 1909 up to the present, ~tating' that they wish to reconstruct the new "0" on the base that is at present on the hill and were at the present seeking instructions as to the construction of the "0". The Committee felt the Parks & Recreation Department should ap- prove the construction and make recommendations for the construction or replacement of the "0". Councilman Hawk suggested that this topic should be before the whole student body of the University and not just from the membership of one particular class. After some further discussion, it was moved by Mr. Hawk and seconded by Mr. Christensen that the Council take no action until they are in receipt of a policy recommendation from the University of Oregon.
