Parking Prohibition, 914 East 18th - This request was previously presented to the City Council and postponed until a Committee of the Whole meeting 00 to allow the Council members to view the site of the request. The Public ~ Works Department recommended removing three parking stalls west of the curb "7 cut and one parking stall east of the curb cut to allow adequate sight ~-4 clearance for ingress and egress to the parking lot at 914 East 18th Avenue. ~ Dr. Purdy moved seconded by Mr. Swanson to deny the request for the parking :0 prohibition. Motion carried, Mrs. Lauris and Mr. Chatt voting no. Mrs. Lauris moved seconded by Mr. Swanson to approve Item 2 of the Committee report. e After discussion, the motion was withdrawn with the app'roval' of 'the second, based on the recommendation of the Public Works Department traffic div~sion that the parking prohibition be allowed for 17 feet east of the existing driveway and 23 feet west of the existing driveway at 914 East 18th Avenue. Dr. Purdy moved seconded by Mr. Christensen to approve the recommendation. Motion carried, Mr. Swanson voting no. I 2 3. Annexation Lombard Subdivision - A revised boundary was submitted to the City Council on the proposed annexation of the Lombard Subdivision, elim- inating the property owned by Gladys A. Mann who had previously objected to inclusion of her property in the area to be 'annexed. Dr. Purdy moved seconded by Mr. Deverell to proceed wi~h the Lombard annexation as amended. Motion carried, Messrs. Swanson and Christensen voting no. Mrs. Lauris moved seconded by Dr. Purdy to approve Item 3 of the Committee report. Motion carried, Messrs. Swanson and Christensen voting no. 3 4. Low-cost Housing - The Lane County Housing Authority had asked for time at the Committee of the Whole meeting to make a presentation of a survey con-. cerning need for low-cost housing for elderly people in the Eugene-Spring- field area. Mr. Lee Anderson, executive secretary of the Housing Authority, introduced the members of the Housing Authority in attendance at the meet- ing, and stated that Mr. Howard Ragan would make the preliminary presenta- tion concerning the survey and the proposed action of the Housing Authority. A graphic presentation was given by Architects Lutes and Amundson, using slides and pictographs showing some of the types of housing used by various housing authorities, and giving statistics relative to the need for low-cost housing in Lane County and including census and income figures relative to the housing of senior citizens. A copy of the complete written report was I presented to each Council member, and a copy of a proposed agreement between Lane County Housing Authority and the City of Eugene was presented for the Council's consideration. Mr. Paul Lansdowne summed up the presentation, urged the Council to consider the report and agreement, which would need ap- proval of the Housing Authority and City Council, and thanked the'Council on behalf of the Housing Authority for the opportunity to present their pro- gram. No action was taken." Mrs. Lauris moved that the City of Eugene enter into a co~operative agreement with the e Housing Authority as outlined. The motion was not seconded. Mr. Wesley:Nicholson, Mr. Alison Wysong, Mr. Lee Anderson, Mrs. Art Erickson, and Mr. Paul Lansdowne all commented on the avisabil.ity.' of l).aving the Counci 1 take some type of action so that the Housing Authority could eventually take advantage of some government money before the expiration of their agreement with the Federal govern- ment. Some of the Council members stated they felt they did not know enough about the study and the report and the proposed agreement, and Mr. Swanson moved seconded by Dr. Purdy to bring this matter before the Council Committee of the Whole at the November 7, 1963 meeting. Motion carried.
