The regular meeting of the Common Council.of th~ City of Eugen:, Oregon, was called 1, -
to order at 7:30 p.m. in the Council Chamber on November 12, 1963 by Council President
and Acting Mayor John O. Chatt: in the absence of Mayor Cone. Other members of the Council I
present were Mrs.:Lauris., Messrs. Swanson, Christensen, Deverell, Hawk, and Purdy. Council-
man R. G. Crakes was,absent. I
The minutes of the adjourned meeting of October 28, 1963, ,as m~iled to members of the I

I NEW BUSINESS ,4It
1 Gouncilman Christensen suggested that the Council initiate proceedings to widen Alder-
Street-from Franklin Boulevard to 18th Avenue. Mr. Christensen so moved seconded by
Mrs. Lauris. --
Mr. Swanson moved se.conded by Dr. Purdy to table this item, pending a recommendation from I
the staff. Mot ion carried. 4

2 Mr. Swanson stated that the transformer station near the alleys at Broadway and 10th,
Charnel ton and Lincoln, had latt<fc~e-type fences which he believed interfered with traffic
sight distances. The staff WqS directed to investi:gate the situation..
3 . Dr. Pur4y recommended that the businessmen:in the area of ,13th at Alder and Kincaid
shou14 be ,commended on their use of lighting and the :dres.sing up of their general business
area.

1 1. Bethel-Danebo:Annexation - Mr. Kenneth'H. Kohnen, chairman Qf the Bethel-Dan~bo-
Clear Lake Sewer Study Committee, was present ,and r~ad a letter dire~ted to the
Mayor and'Council requesting necessary steps be taken to call an election. in_
the Bethei-Danebo'area at the earliest possible date to 'obtain voter approval of
the annexation of the approximate area described in.the Sewer Study Committee's
report. ~he ~~tter pointed out that this reque~t, 'w:as,niade 'after 's'ever'al meetT~g's ;:' I
and based upon the favorable reaction of a substantial number of Bethel-Danep'o
,'residents:c~n~erning the annexation. _
The City Manager then pointed out on a map the suggested boundaries of the'pro- ,!
posed annexati on and,.th~n proceeded to inform tli.-e: Council' -of 'th-e' po'sa1hle r-eye-
nues to be derived from the annexation,_and the expenditures which wouid be _
necessary; providing the City,extended.services on an equal basis with those_
now given within the present limits of' the City of Eugene. A letter from' Eugene .' _

The City Manager pointed out on a large map in the Council Chamber the Bethel-Danebo_area I
pr~posed for anne~ation, and also stated that two additional areas had requested: to be in- _
cluded. The two additional areas were (1) north of Royal, east of Greenhill Road , and ,
south of Barger Avenue, and (2) west of 18th Avenue and north of Bailey Hill Road. -~'
Mr. A. C..Menkens inquired as to the method of arriving at the boundary lines of the area
proposed for annexation, and Mr. Ken Kohnen explained the area was basically that en-
compassed in the sewer study of Cornell, Howland, Hayes, and Merryfield and that area

I 2 1. Low-Cost Housing - Members of the Lane County Housing Authority and many
other people interested in low-rent housing were present to hear the re-
port of certain members of the Housing Authority and to get in on the dis-
cussion. Mr. Anderson was introduced and he referred to a report which
he asked Lutes and Amundson to present,to the group concerning the assessed
value of the units, the true cash values of the units, the cost of erecting
the unit s, the type of units involved, and the probable subsidy involved in
each unit with relation to the rentals-and the property tax. ,Several ques-
e tions from the Council were answered by Lutes and Amundson and Mr.Anderson.
Statements were also made by Mr. Aschenbrenner, Dean Haley, Jack Foster,
and others. Also, Mr. Ken Smith of the Home Builders Association ~resented
a letter addressed to the City Council in which they answered the questions
as to what the economic effect would be on low-rent housing for the elderly
on today's rental pressures and would the reduced rental pressure be invit-
ing future slums and urban renewal and would we be destroying incentive,
thrift, and pride of people who were looking and saving toward retirement.
The Home Builders Association did not approve of the proposed low-rent hous-
ing in the form in which it has been discussed at this and the previous meet-
ing,
After considerable discussion, Mrs. Lauris moved seconded by Mr. Hawk to
enter into the co-operative agreement with the Lane County Housing Authority
and the Federal government.

The City Manager presented a letter from M~. C. E. McLeanu~ging the City Council to give
their endorsement to a project for providing low-cost housing for the aged in the com-
munity, and citing the fact that all of the low-cost housing installations which he had
investigated were made possible through the use of some Federal money. Mr. McLean stated
it was his belief that this was the best procedure in solving the low-cost housing problem.

Department recommended prohibition of parking at the intersections of 8th,

president of the Eugene Board of Realtors, suggesting the establishment of
parking districts for the core area in the Ctty of Eugene and recommending

5 8. Western Republican Conference - A letter was read from Governor Mark O.
Hatfield addressed to Mayor Edwin E. Cone congratulating the City of Eugene
onthe hospitality extended to the Western Republican Conference held in Eugene
October 11-12, with particular appreciation directed to the Eugene Police De-
partment .

6 9. Tennis Courts - A letter was read from Mr. Dirk Ten Brinke commending the
Council concerning construction of tennis courts at 24th and Pearl and
their administration by the Parks Department, with a few directions as to the
correction of some of the lighting,

7 10. Ordinance, Fleeing or Eluding Police Officer - The draft of an ordinance
relating to the offense of fleeing or attempting to elude a police officer

8 11. Extension of Basement Area, First National Bank, South Park-Oak-Broadway -
The First National Bank of Oregon, Eugene Main Branch, requested permission
to extend the basement on each of the three sides of its proposed building
at South Park, Oak, and Broadway underneath the sidewalks. The request was
e for extension of 7~ feet on South Park, 7~:feet on Oak, and 9~ feet on Broad-
way underneath to allow additional parking space under the building. The
Public Works Department reported that neither the City or the Eugene Water
& Electric Board has any future plans to use the area underneath the side-
walk rights-of-way; however, they did recommend utilization of the space
should be avoided in the designing, of the structure and reservation of the
rights-Qf~way for their fundamental use. Mr. Christensen moved seconded
by Mr. Hawk to approve the request.
On discussion, Mr. Swanson moved seconded by Mr. Hawk to table the item.

Mr. Clare Hamlin, architect for the First National Bank, presented a model showing the
proposed parking area underneath the proposed Bank building, pointing out that accord-
ing to the Code this is an allowable use provided the Bank agrees to pay for any pro-
posed utilities which may be placed under the sidewalk areas at some future time.
