Swanson, Christensen, Deverell, and Purdy. 00 Messrs. Crakes and Hawk were absent. The minutes of the regular meeting held November 12, 1963; of the special meeting held November 18, 1963; and of the adjourned meeting held November 21, 1963, as mailed, to members e of the Council, were approved. NEW BUSINESS 1 Mayor Cone gave a very brief report on his visit to Chinju, Korea, Eugene's Sister City, stating that the people of Chinju were very much interested in the City of Eugene, and that its citizens had given the Cone family a very warm reception. The family re- I ceived several gifts from the Mayor and citizens of Chinju, and there seemed to be no limit to the things that they tried to do to make the Cone family's stay in Chinju a very pleas- ant: experience. . 2 The following change orders in construction at the new City Hall were presented: (a) Completion of Civil Defense Upit-Federal $21,250.00 City 25,265.81 Less previously installed 5.995.74 Additional City's Share $19,270.07 (b) Plastic Pool - Add 33,142.65 (c) Council Chamber Mural - Add 4.500.00 Total Change in Construction - Add $56,912.72 Mr. Chatt moved seconded by Mrs. Lauris to approve the change orders as outlined. Rollcall vote. All councilmen present voting aye, except Mr. Christensen voting no, motion carried. 3 A monthly payment estimate, as approved by the Public Works Department, was presented as follows: M&S Construction Company I 5th - Sanitary Sewer, 8th Avenue Trunk Sewer $ 10,928..25 Mrs. Lauris moved seconded by Mr. Chatt that the monthly payment estimate as read be al- lowed and proper City officials authorized to draw the necessary warrant. The term of the lease wouil1d be for"fiveyears, beginning 'Apr'il 1" '.1964. Un,ited Appeal wouilid pay'to the 'City $4,000.00 which would be used~to complete ~nd furnish the in- terior, of the space considered in the rental. Street Name Change Brahman Street to Elysium Avenue - With the con- currence of the developer, Mr. Richard Tone, the Planning Commission recommended the name of Brahman Street in 2nd Addition to Paradise Park to be changed to Elysium Avenue, it being pointed out that Brahman Street is actually acontin~ation of Elysium Avenue. Airport Industrial Land Development - A sketch was described to the mem- bers of the Council Committee outlinging a proposal for an industrial park to be laid out adjacent to Mahlon Sweet Field. The proposal was presented for discuision by the Council with no action intended to be I taken. 4 6. Rezoning to R-2 area at 20th and Patterson, Shield - This rezoning re- quest had previously been presented to the Council on October 28, 1963 at which time R-2 rezoning of the area at 20th and Patterson was ap- proved. At the meeting of November 12, 1963, the item was referred back to the Committee of the Whole for reconsideration. Dr. Purdy moved seconded by Mr. Hawk to refer the item back to the Planning Com- mission for further review and recommendation. Motion carried, Mr. Swanson voting no. 5 7. Extension Right-Turn Lane 10th and Willamette - After some discussion and upon the recommendation of the Public Works Department, Mr.Christen- sen moved seconded by Mr. Swanson to remove one l-hour meter and space to extend the right-turn lane on the west side of Willamette Street at 10th Avenue. Also, that parking be allowed in the loading zone immed- iately south of the alley between 10th and Broadway entering Willamette , only until 12 noon, thus restricting parking from 12 -noon to 12 midnight. Mr. Chatt moved seconded by Mrs. Lauris to approve the Planning Commission recommendation. Motion carried. , 7 2. Planning Commission Report - November 5, 1963 a. Rezoning to C-3P area at Willakenzie and Coburg, Olson - This item had previously been before the Planning Co~ission and denial was recommended. The Council on October.28, 1963 referred the request back to the Planning Commission for consideration of a variance. Upon referral, the Planning Commission recommended granting a vari- ance to allow a miniature golf course which would include construc- I tion of a restaurant and refreshment facility for players. It was also recommended that the owner dedicate 15 feet of right-of-way . along Coburg Road and an easement for sidewalk fill on Willakenzie. Dr. Purdy moved seconded by Mr. Chatt: to approve the recommendat ion and grant the variance with thetwo additional stipulations. Parking Prohibition, Franklin Boulevard from Patterson to intersection with 11th Avenue - The. Public Works Department recommended that parking e be prohibited on the south side of Franklin Boulevard from Patterson Street to the intersection with 11th Avenue in. order to alillow the roadway to be striped for three lanes of moving traffic. The State Highway De- partment concurred in the recommendation to 'eliminate the parking. Mr. Christensen moved seconded by Dr. Purdy to approve the recommendation. Motion carried. 2 7. Parking Prohibition Hilyard and Patterson Vicinity of 23rd Avenue - I The Public Works Department requested the prohIDition of parking along a portion of 23rd Avenue, Patterson Street, and Hllyard Street which would allow the installation of the Hilyard-Patterson connector. On a drawing presented by the Traffic Engineer, it was pointed out where . the traffic restrictions would be installed in the area of the couplet. Mrs. Lauris moved seconded by Dr. Purdy to adopt the recommendation for . the parking proh~bition. Mot ion carried. 3 8. One-way Couplet, 18th and 19th, Emerald to Friendly - The City Manager recommended this item be referred to the Planning Commission for study. Mr. Chatt moved seconded by Mr. Swanson to approve the recommendation. Motion carried." . Mr. Chatt moved seconded by Mrs. Lauris to approve Items 6, 7; and 8 of the Committee report. Motion carried. Items on November 21, 1963 Committee agenda not considered at that time: . 4 l. Board of Appeals Report - November 13, 1963 a. Variance Sideyard Setback 27th and Portland, Suess - This was an appeal from the Board of Appeals decision by Mr. Suess who had requested a variance to build an apartment house on Lots 4,5,6, and 7, Block 23, Frasier Hyland Addition, at 27th and Portland. Due to the location of I the building on the neighboring pr'operty being only three feet from' the south property line, the request was for a variance to adjust the side yard clearance on the north side 'of the proposed structure, thus placing the proposed building on the lot in such a way that it would have a~-foot sideyard clearance on both the north and south sides. The Board 0 f Appeals had previously denied the request. Mr. Suess now appeared before the Council and explained the situation with regard e to his building and that of abutting property by a sketch on the black- board, also a sun plane drawing. Dr. Purdy moved seconded by Mr. Christensen to uphold the Board o~ Appeals and deny the request. . On further discussion and further explanation by Mr. Suess, Mr. Deverell moved seconded by Mr. Chatt to refer this item to the Planning Commission for consideration and a recormnendation. Motion carried. 5 2. Paving 15th, Polk to Tyler; Adams, Broadway to 10th - Mr. Chatt moved seconded by Mrs. Lauris to initiate the paving of these two streets. Motion carried. 6 3. Variance Extension, 32nd and Willamette - The time having expired for the beginning of construction on this variance, the request was for an exten- sion of time on the variance. The City Manager stated that the plans are I now in the hands of the Building Department for investigation, and it was the recormnendation of the staff that the variance extension be granted. Mr. Chatt moved seconded by Mrs. Lauris to grant the variance extension.
