~ The regular meeting. of the Common Council .of the City of Eugene, Oregon, was
~ ca~led to order at 7:30 p.m. in the Council Chamber on December 9, 1963 by 'His Honor
~~ MayorEdwin E. Cone with the following council members present: Mrs. Lauris, Messrs.

CO Swanson, Chrsitensen, Deverell, Hawk, and Purtly. (late). Messrs. Chatt and Crakes
were absent.
The invocat~on was given by Rev. Charles McCarthy, First Methodist Church.
e Minutes of the adjourned meetings held Nov.ember 25 and November 26, 1963, as
ma~led to members of the Council, were approved.
NEW BUSINESS
1 The City Manager read a change order from Architect .Richard Clark requesting an
ad~itional $1,308.17 to cover the expense of d~illing a well at Mahlon Sweet Airport
I 50 feet beyond the previously estimated depth. . Mrs. Lauris moved seconded 'by Mr. Swan-
so~ to approve the change order. Rollcall vote. All councilmen present voting aye,
mo!:ion carried.

1 1. Change Order City Hall - Mr. Ben Larson of the staff of Morin & Longwood
presented a change ord~r request for theinst"al-lat.ion of ad well- t,o -b~

reconunended approval of a request for curb sidewalk location only on -

2 9. Planning Commission Report - November 12, 1963
a. Official Meeting Dates, Planning Commission - The Planning Commission
recommended that they meet the first Tuesday of the month, plus the
following Monday, thence the Monday two weeks following the second Mon-
day. These would be legally constituted meetings of the Planning Com-
I mission. Mr. Chatt moved seconded by Mrs. Lauris to approve the meeting
dates for the Planning Commission. Motion carried.
3 10: Liquor License Renewal Applications
a. D&D Market, 18th Avenue, Package Store Class B - Dr. Purdy moved seconded
by Mr. Swanson to approve the application. Motion carried.
b. Temple Broiler, 135 East 6th, Class B Dispensers, Eugene N. Vogel - A
letter was read addressed to Mr. Eugene N. Vogel from Chief of Police
Ellsworth asking that the Temple Broiler exercise some additional con-
trols over some of their patrons. The Police Department recommended
approval of the license application. Dr. Purdy moved seconded by
Mr. Swanson to approve the application of the Temple'Broiler. Motion
carried.
Mrs. Lauris moved seconded by Mr. Swanson that Items 5 through 10 of the Committee re-
port be. approved. Motion carried.
4 11. Subdivision Storm Sewer Policy - A preliminary statement was made by the
City Manager outlining the problem and asking for comments from representa-
tives of the building trades who were present. Messrs. Ken Gil bert, Craw-
ford Lyle, Jim Breeden, and Jacobson, representing themselves and the build-
ing trades, spoke suggesting that perhaps a levy or assessment could be made
on a square foot basis for the installation of storm sewers in new subdivi-
I s io ns, suggesting that this method which would be similar to the one in
effect at the present time which levies 1/2-cent per square foot for sani-
tary sewers might be more~uitable than assessing property owners on a
front foot msis. After a discussion period involving the Director of
Public Works and Mr. Howard'Buford of the Planning Commission and the
Council, Mr. Christensen moved seconded by Mrs. Lauris asking the staff
to do a study on the problem and make a report and recommendation early
in January. Motion carried."
