~ The adjourned meeting of the Common Council of the City of Eugene, Oregon, adjourned
~
~ from the regular meeting of December 9, 1963, was called to order in the ~ouncil Chamber
::0 at 7:30 p.m. on December 23, 1963 by His Honor Mayor Edwin E. Cone with the following
CO Council members present: Mrs. Lauris, Messrs. Swanson, Christensen, Deverell, Hawk, and
Purdy. Messrs. Chatt and Crakes were absent.
The minutes of the regular meeting held December 9, 1963, as mailed to members of
e the Council, were approved.
NEW BUSINESS
1 The City Manager read a proclamation concerning canvass of votes cast in t~e Decem-
ber 19, 1963 Bethel-Danebo annexation election within the area to be annexed, which indi-
cated votes cast for annexation 1,170, and votes cast against annexation 999, and by
which Mayor Cone proclaimed the annexation measure passed within the area proposed for
I annexation.
Mrs. Lauris moved seconded by Mr. Swanson to approve the p~oclamation of canvass of
vot es. Motion carried.
2 The City Manager then asked the Council members if they wished to actively promote
the proposed annexation of the Bethel~Danebo area, or Mould they prefer to be available
for informational talks on TV, radio, and before groups of interested citizens. The
City Manager then stated he had listed several points which might help any of the Coun-
cil members in speaking in favor of the proposed annexation, and t hat if the Counc il
members wished, arrangements might be made with the television and radio peoRle for
time. The Council members stated they would be very willing to appear on this type of
program.

3 Councilman Deverell commended Chief Ellsworth and the Police Department on the
efficient handling of the excessive amount of vehicular traffic in the downtown area
during the current Christmas season.
4 The City Manager then read a letter from the City Attorny regarding the outcome
of the case Milligan & Brown, Plaintiff, vs City of Eugene in which the plaintiff
sought to have set aside the sections of the City Code 8.11 to 8.15 which .provide ~~
per square foot .municipal tax lien imposed on all property annexed to the City after
January 1, 1948. The case had gone to trial on February 15, 1963, and the trial judge
had handed down a decree on November 6, 1963 in favor of the City. The time having
I passed for the plaintiffs to appeal the decision of the circuit court and.no appeal
having been made, the decisbn of the court validating the sections of the Code 8.11 to
8.15 providing for a ~~ per square foot trunk sewer line assessment is vaLid and en-
forceable.
5 Councilman Swanson said he felt that a decision on the 18th-19th couplet should
not be delayed, that if a decision could be reached in a very short time, .then the
couplet may possibly be in operation by the time school starts next fall. Mr. Christen-
e sen then stated that the matter of the 15th Avenue extension, 18th-19th .couplet, and
also the one-way grid ~nvolving 10th anq 11th Avenues and the widening of Alder Street
should all be considered at one time, and a decision made. On further discussion by
the Council, it was suggested that a summary of all previous reports be brought to the
Council which concerned one-way grid systems and street widening projects. It was
further suggested that this report be brought before the Council at the meeting of
January 27, 1964.

6 Mrs. Lauris moved seconded by Mr. Swanson to .approve the fili~g of the application
for recertification of the Workable Program. Motion carried.
7 Payment estimates, as approved by the Public Works Department, were presented and

1 3. Planning Commission Report - December 9, 1963
a. Annexation City View south of 23rd (Zellner, Alvord -, 63-180) -
The Planning Commission recommended approval of annexation of

(63-179) - The Planning Commission recommended approval of the
annexation of an area south of East Amazon and east of Dillard
Ro ad, based upon a triple 2/3rds petition. Dr. Purdy moved
seconded by Mr. Swanson to approve the annexation. Motion carried.
e 3 4. Vacation Kincaid between 35th and 36th - The Public Works Department
recommended vacation of a portion of Kincaid Street between 35th Avenue
and 36th Avenue which would assure proper alignment of Kincaid Street,
Mrs. Lauris moved seconded by Mr. Hawk to approve the vacation. Motion
carried.
I 4 5. Curb Sidewa~ Pinecrest Drive in Markengayle Addition - The request
for curb sidewalks had been investigated by the Public Works Depart-
ment:, and they recommended that sidewalks be located at the curb on .
Pinecrest Drive from Hilyard Street east, and also on Hilyard Street
from 43rd Avenue to the south boundary of the plat. Mrs. Lauris
moved seconded by Dr. Purdy to approve the recommendation of the
Public Works Department. Motion carried.
Mrs. Lauris moved seconded by Mr. Swanson that. Items 2 through 5 of the Committee re~ort
be approved. Motion carried.
5 6. The City Manager recommended that the Council members review the report on
the sewer service charge investigation made by Cornell, Howland, Hayes, and
Merryfield so that they report could be discussed at the Committee of the
Whole meeting on December 19, 1963. The City Manager also suggested that
perhaps the discussion of the 18th-19th one-way couplet could be taken up
at the same time."
Mrs. Lauris moved seconded by Mr. Swanson that Item 6 of the Committee report be received
and placed on file. Motion carried.

6 1. 18th-19th One-Way Couplet - The City Manager read a report and recommenda-
tion from the Public Works Department in which it was stated the Traffic
Engineering Department had made a study with regard to the installation '
of a one-way couplet on 18th and 19th Avenues between Emerald and Friendly
e Streets. The installation of the couplet and the installation of new sig-
nals would improve the flow of traffic, increase traffic safety, and also
provide additional protection for pedestrians crossing the one-way couplet
system. The Public Works Department recommended that the Traffic Engineer-
ing report be considered for the immediate future. Traffic Engineer Gordon
Wyatt then presented a layout of the proposed 18th-19th Avenue couplet and
its relation to other cross traffic~
Mrs. Hansen, a resident of the area west of Willamette Street, stated
that more sidewalks should be put in in the area of Friendly Street for
the benefit of children going to Adams School" and that should the couplet
be approved and installed-it would make it that much more hazardous for
children to get to Washington Park and to St. Francis High School. On
further discussion by the Council, the question was asked concerning the
report 0n the 15th Avenue extension and its relation to this project, " and
the Council was advised that it would be some months before the' 15th Avenue
I report would be ready for presentation.
Mr. Christensen moved seconded by Mr. Hawk to delay action on the 18th-19th
Avenue couplet until the report on the 15th Avenue extension was ready for
presentat ion. ' Motion carried.
On discussion of the couplet previously, it was proposed that a public hearing should
be held and notice of the hearing be given so that the general public would have a

at Mahlon Sweet Field were read. The term 'of the lease would be for a
period of 10 years commencing Decemberl, 1963 and ending November 30,
00 1973, with an option to renew for an additional:5-year period. The rental
~ for the lease would be based on a charge of 2~ per square foot per year
~ for approximately 5;000 square feet.

e 1 8. City of Eugene Census - The City Manager announced the official notifi-
cation from the State Board of Census set the population figure for the
City of Eugene at 58,138."
Mrs. Lauris moved seconded by Mr. Swanson that Item 8 of the Committee report be re-
cevied and filed. Motion carried. .

2 The following applications for renewal of liquor licenses were submitted as ap-
proved by the Police Department:

Mrs. Lauris moved seconded by Mr. Swanson that the license renewal applications be
approved. Motion carried.
