The adjourned meeting of the Common Council of the City of Eugene, Oregon, ad-
journed from the'regular meeting held January 13:,1964, was calledto"order at 7:30 p.m.
on January 27, 1964 in the Council Chamber by His Honor Mayor Edwin E. Cone w1th the
following councilmen prepent: Mrs. Lauris, Messrs. Chatt, Swanson, Christensen,
Deverell, Hawk~ and Purdy. Councilman Crakes was: absent.:
The invocation was given by Rev. Luis Bove', pastor of Wesley Methodist Church.
The minutes of the regular meeting of January 13, 1964, as mailed to members of
the Council, were approved.
NEW BUSINESS
The City Manager read a change order for: the new City Hall.'wherein it.was recom-
mended that a multi-use conference room he' f.inished and 3 matt frames and matts in:'
stalled, also an.item to reillllState,two,flag poles, and also to install a refr1gerator
and freezer in the Fire Department, totaling $10,355.72 to be added.
Mrs. Lauris moved seconded by Mr. Chatt to approve the change order as:outlined.-
Rollcall vote. All councilmen present voting aye, the motion carried.
Mr. Pat Gordinier, representing the senior class of South Eugene High School,
had co~tacted Council Pre~ident Lauris with regard to getting permission from the
Council to conduct a dime line on the City streets for the benefit 'of the Eugene
Speech & Hearing Clinic. He was instructed to bring his request before the meeting
of the regular::. Council'-'January 27, 1964; Mr. Gordinier and the senior ciass. president .,
appeared before the meeting and requested that they be: allowed to conduct a- dime line-
at three locations, if possible, one at Broadway and Olive, one at 10th and.Willamette,
and one.at 8th and Willamette on February 3 'and 4; 1964,= and' again.on February 14 and
15, 1964, for the benefit of the Eugene Speech & Hearing Clinic.
Mrs. Lauris moved seconded by Mr. Chatt to allow the senior'class this=privilege and
instruct Mr. .Gordinier and the class president to meet with the Police Chief for in-
structions 'on the conduct of their project. Motion:carr1ed.
The City Manager read a recommendation from the Director of Public Works dated
October 24,' 1963 outliriing the reasons for the proposed change to the l8th~19th
Avenue one-way couplet. Mayor Cone then called for discussion from the atldience,
stating that this was the time and place for the public hearing regarding the l8th-
19th couplet proposal. Mr. and Mrs. Norman Hanson of 19th Avenue West; Mr. Dean
Pomeroy of Friendly Street; Mr. Harold Gates, East 19th and Agate; Mr. Keith of
West 19th Avenue; and Mrs. England of West l8th,Avenue all opposed the installation
of the one-way couplet, stating that in their 'opinion 19th Avenue should be left as
it is at the present time and that with the installation of the couplet there would
certainly be more traffic onWWest 19th Avenue and this would endanger some of the
lives of the school children attemnpting to cross the one-way couplet. The Traffic
Engineer then stated that statist{cs in Oregon and other part& of the couniry prove
that one-way traffic is much safer for pedestrians due to the one~direction flow of
traffic and also due to traffic control by signalization. He also pointed out that
vehicular traffi~: accidents were reduced by as much as 40% after the installation of
this type of couplet.
At the conclusion of the discussion, Mr. Swanson moved seconded by Mr. Chatt to refer
this item to a work session or Committee of the Whole meeting. Motion carried.
COMMITTEE REPORTS
Committee meeting held January 16, 1964:
"Present: Mayor Cone; Councilmen Lauris, Swanson, Christensen, Deverell, and
Purdy; City Manager; Assistant City Manage+; Administrative Assist-
ant; City Recorder; Director of Public Works; and others.
1. Orr Lane Dedication - Mr. and Mrs. Ted B. Coe proposed the dedication of
a 30.6'x50' portion of the south end of Orr Lane at 23rd Avenue for street
purposes. Mr. Swanson moved seconded by Mrs. Lauris to accept the dedica-
tion. Motion carried.

2. Land Purchase, McNaught Property -' The City Manager recommended that the
City of Eugene exercise its option to purchase approximately 56 acres of
land in the vicinity of Mahlon Sweet Field from Mr. and Mrs. Joseph R.
McNaught for a total price of $56,000.00. The option agreement proviued
that should the City exercise its option on or before January 17, 1964,
$5,000.00 earnest money would be paid within 30 days from the date of
exercising the option. Mr. Christensen moved seconded by Dr. Purdy to
approve the purchase- of the McNaught property for the total amount of
$56,000.00. Motion carried.

3. Building Code Amendment,' Wall Sheathing - The Acting Superintendent of
Building Inspection recommended the deletion from the City Building Code
of the requirement for sheathing or double wa11 construction in certain
types of buildings which relates to Section 2202, page 97, of the Uni-
form Building Code 1961 Edition. Dr. Purdy moved seconded by Mrs.Lauris
to approve the recommendation. However, upon much further discussiofr
by the Council, Dr. Purdy moved seconded by Mrs. Lauris to table the
item pending further consideration. Motim carried-."

Mrs. Lauris moved seconded by Mr. Chatt that Item 3 of the Committee report be re-
ceived and filed pending further consideration. Motion carried.

1. Budget Committee - Mrs. Laur~s recommended the appointment of Mrs.' Robert
Campbell, 3575 Glen Oak Drive, as a,member of the budget committee for
the term ending December 31, 1964, replacing Morton Moss, resigned.
Dr. Purdy moved seco'nded by Mr. Christensen to approve the recommendation.
Motion carried.

Mrs. Lauris moved seconded by Mr. Chatt that the Council approve Item 1 of the Com-
mittee report and appoint Mrs. Robert Campbell as a member of the budget committee.
Motion carried.

2. Sidewalk Phone Booths - Mr. Lafferty, local manager for Pacific North-
west Bell, -presented a proposal for the installation of publ ic telephone
booths on sidewalks in the business district of the City of Eugene, pre-
senting each council member with a brochure which gave the locations of
the various proposed sites, and also submitting a copy of the suggested
ordinance governing the insta1lation of the booths. The City Attorney
stated that in his opinion the proposed ordinance was satisfactory.
However, he recommended that the City grant a ,franchise to the Tele-
phone Company which would require publication and hearing by the Common.
Council. Mr. Swanson moved seconded by Dr. Purdy to authorize the in-
stallation of the public ppone booths as recommended. and the signing .of
the franchise agreement containing the terms under which the booths
should be installed. Motion carried.

3. Planning Commission Report - January 7, 1964
a. Rezone to M-l SE corner 13th and Columbia, Wi1liams Bakery (64-005) _
The Planning Commission recommended approval of the requested rezon-
ing from R-l Single Family Residential to~-l Limited Industrial
Distric~ of an area at the corner of 13th Avenue and Columbia Street..
Mr. Williams, president of the Bakery, was present and presented a
complete layout of the proposed area showing adjacent properties and
also presented a'plan for planting and general landscaping. Mr.
Christensen moved seconded by Mr. Swanson to approve the recommenda-
tion of the Planning Commission for the zone change as presented by
Mr. Williams. Motion carried.

b. Zoning Lombard Plat east of River Road and north of Thomason Lane
(63-143) - The Planning Commission recommended that the Lombard Plat,
recently annexed to the City be zoned to RA Outer Residential..
Mr. Deverell moved seconded by Mr._ Swanson to approve the recom-
mendation and zone the plat RA Outer ,Resi?entia1. Motion carrie4.

On discussion, Mr. Jim Pearson appeared in behalf of Mr. Koffler, stating the sequence
of events which led to the present insta11~tion pf a 4-car garage w~thout additional
building. Mr. Pearson stated that Mr. Koffler had originally intended to construct a
duplex on theprope:r:ty '!lhen, the prop~:r:ty was still within the County limit:~. However,
the' County had' refused to g:ranta pe'rmit for as~~tic tank for a, duplex, and build-
ing operations, wer.e.,h~lted. :Subsequen~~y, t,he 'a:r:ea :was annexed~o the City of Eugene
and when Mr. Koffler applied' for 'a' permit for. c~'n~truction"he was informed that code
and zoning regulations would not permit him the type of construction which he wished
on this site.. Mr., Pearson stated ~hat he felt Mr.. Koffl.er should :be granted a v.ari-
ance to complete the construction :of . the proposed duplex. . , ,. ...'.'

4. Planning Commission Report - January 13, 1964
a. Rezone to C-2 SE corner 18th and City View, Johnson (64-002)
Mr. Johnson had requested that property on the southeast corner
of 18th and City View be rezoned to C-2 Neighborhood Commercial
from R-l Single Family Residential, and the Planning Commission
recommended denial of the request. Dr. Purdy moved seconded by
Mr. Christensen to uphold the Planning Commission recommendation
and deny the requested rezoning. Motion carried.

b. Zoning recently annexed area west of Bertelson Road on both sides
of the SP Coos Bay branch (63-182) - The Planning Commission had
recommended denial of this zoning to M-3 Heavy Industrial and RA
Outer Residential as originally designated. .The"Commission also
recommended that the zoning be re-initiated, changing the origina~ly
recommended zone boundaries of the M-3 and RA zones. Dr. Purdy
moved seconded by Mr. Swanson to approve the re-initiation of
the zonigg. Motion carried.
c. Eaton Drive Dedication - The Planning Commission recommended that
the street dedication be accepted for a portion of Eaton Drive
located south and east of Fairmount Boulevard. However, upon
further discussion by the Council, Mr. Hawk moved seconded by
Dr. Purdy to hold the item for further study. Motion carried.
d. Street Name Change, Cherry Lane in 6th Addition to Highland Oaks
to Bowmont Street - The Planning Commission recommended that the
name of the street "Cherry Lane" in the.6th Addition to Highland
Oaks be changed to "Bowmont Street". Dr. Purdy moved seconded by
Mr. Deverell to approve the street name change. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 4a through 4d of the Committee
report. Motion carried.
5. Sidewalks, Pearl from 19th to 24th - A letter was received from Mrs. N.J.
Nelson of 185 East 24th Avenue suggesting that the Council consider the
installation of sidewalks on Pearl Street between 19th and 24th Avenues.
It was suggested that the staff make a study and return a cost estimate
of the ways and means to control pedestrian traffic at this location.
Mrs. Lauris moved seconded by Mr. Chatt that Item 5 of. the Committee report be re-
ceived and filed pending a report from the staff. Motion carried.
6. Self-service Laundromats - A memorandum from the Police Chief to the
City Manager was read concerning incidents at laundromats during the
calendar year 1963, giving a list of offenses and suggesting that the
Council consider regulation to include early closing hours, or insist-
ing that an attendant be in the building after certain hou~ of the
evening. The item was held for further study."
The City Manager stated he had met with several of the owners and operators of coin
operated laundries within the City of Eugene, and the result of the discussion was
that the operators and owners felt that something could be worked out without hav-
ing to close their operations on designated hours.
Upon further discussion, Mrs. Lauris moved seconded by Mr. Chatt to hold the item
pending further action by the staff and laundromat operators. Motion carried.
ORDINANCES
Council Bill No. 6420 - Prohibiting leaving minor children'unattended in autos was submitted and
read in full, having been submitted on January 13, 1964 but held over without being read.
Mrs. Lauris moved seconded by Mr. Chatt that the bill be read the second time by council..b~l~ number
