HomeMy WebLinkAbout02/10/1964 Meeting 489~ e 2/10/64 I Eugene, Oregon Council Chamber February 10, 1964 00 1""""'1 ~ IY ~'"""'" Xi ~ The regular meeting of the Common Council of the City of Eugene, Oregon, was called to order at 7:30 p.m. in the Council Chamber on February 10, 1964 by Council President- Catherine Lauris with other Council members present as follows: Messrs. Chatt, Swanson (arrived late), Christensen, Deverell, and Hawk. Messrs. Crakes and Purdy were absent. Mayor Cone arrived later in the meeting. The invocation was given by Rev. David White, pastor of Westminster Presbyterian Church. e The minutes of the adjourned meeting of January 27, 1964, as mailed to members of the Council, were approved. NEW BUSINESS 1 Mrs. Lauris read a letter from Mayor Cone addressed to Judge Edwin Allen, commend- ing him for his service on the Civil Service Commission for the City of Eugene and act- ing as trial judge for hearings held by that Commission, and-also congratulating him on his appointment to the Circuit Court bench. I Judge Allen then thanked the Mayor and Mrs. Lauris for the letter and commented that he appreciated having had the opportunity to serve and-that he thought more people should have the experience of serving on the Civil Service Commission toward having a better understanding of the workings of the Fire and Police Departments and the Civil Service Commission. 2 A change order was read concerning counters and tables in various departments in. the new City Hall, and Jim Longwood, architect, explained the items contained in the change order which added a total of $12,649.00. Mr. Chatt moved seconded by Mr. Christensen that the change order be approved. Rollcall vote. All councilmen present voting aye, motion carried. 3 The City Attorney reported on the Pearl Street Extension suit, Crumbaker and Williams vs City of Eugerie, stating the Court had found in favor of the City of Eugene. However, he also pointed out that Judge Fort had enjoined the City of Eugene from paying $51,000.00 to the Century of Progress Fund for property the City already owned. Councilman Swanson arrived at the meeting. 4 Mayor Cone had recommended the appointment of Kenneth Kohnen, 3410 Bell Avenue, to replace C. Robert Altman, resigned, as a member of the Library Board for the term end- ing January 1, 1967. I Mr. Chatt moved seconded by Mr. Swanson that Kenneth Kohnen be appointed to the Library Board as recommended. Motion carried. 5 The City Manager read a letter addressed to Mayor Cone from the State Health Officer, Dr. Richard H. Wilcox, quoting facts and figures in relation to dental decay rates in the United States and also within the State of Oregon. Dr. Wilcox recommended that the City make some adjustment in the fluoride content of the public water supply and suggested that the City give serious consideration to a program of fluoridation of the community's drinking water. The letter was received and placed on file. e 6 A request was received from North Eugene High School and from the sophomore class at South Eugene High School for permission to operate dime lines similar to the request previously submitted by South Eugene seniors. Mr. Chatt moved seconded by Mr. Christensen to limit this activity to the South Eugene seniors. Upon further discussion and questions answered by the Police Chief, the motion was with- drawn, and Mr. Chatt then moved seconded by Mr. Christensen to refer the matter to the staff. Motion carried. Ordinance, Annexation Petition Fee - The City Manager read a proposed ordinance which would require a fee- of. $50.00 to accompany a written consent petition of the property owners for petition for annexation. Variance, East of 3rd and Lincoln, Manerud-Huntington -Manerud- Huntington had requested a variance which would allow them to build a warehouse opposite the Zellerbach warehouse and across a private roadway on property which has no public access in the vicinity of 3rd and Lincoln. Dr. Purdy moved seconded by Mr. Hawk to approve the request for variance. Motion carried. 3 6. Storm sewer, 24th and Taylor - The owners of property at 24th and Taylor had requested the City to alleviate the situation of surface water runoff which had caused the property owners to sustain some damage from excessive flood waters. The Dir~ctor of Public W?rks stated that the condition existed as the result of an undeveloped tract behind and above the property which experienced the difficulty, and that should the City have to correct the situation it would mean the expenditure of approximately $1,500.00 for a storm sewer. Mr.Christen- sen moved seconded by Mr. Swanson to deny the request for the installa- tion of the storm sewer. Motion carried. 4 7. House Moving - The City Manager read a letter from Mr. John F. Breeden chairman of the Building Codes Committee of the Eugene-Springfield Home Builders Association, which stated that the Committee feels t~at houses should not be moved unless they are of extra sound structure and that it should be completely brought up to Code similar to a new one and that consideration should be given the valuation of the house to be moved so that it would more nearly fit in with houses in the area to which it 'was being moved. Mr. Chatt moved seconded by Mr. Christensen to refer this item to the staff for a recommendation at some future meeting. Motion carried. Mrs. Lauris moved seconded by Mr. Chatt that Items 4, 5, 6, and 7 of the Committee report be approved. Motion carried. 5 8. City Hall Plaque - Architects-Contractor - The City Manager stated that the architects and the general contractor for the new City Hall wished to present a plaque with their names upon it for placement in the park- ing level of the building. Also, the names of the Mayor and Councilmen would be included if it was so desired. Dr. Purdy moved seconded by Mr. Hawk to grant permission to place the plaque at no expense to the City, but to exclude the names of the Mayor and Council members. Motion carried, Messrs. Oakwav'Road Width -The City Manager explained to the members of the 'City - Council and others present by means of several :colored cr,?ss sectional- type drawings prepared by the Department of Publi~ Works how Oa~way'Road would look if widened to one of several :widths. These drawings showed the traffic : lanes, curb and gutter,: sidewalks, :and parking strip 'loc~tions as applied . against poss'ible street widths, in relation to publ icly owned right-of-way. The Department of Public Works recoimnended that a la-foot right.-of-way be acquired and used for the widening of Oakway, which would give four 12- foot travel lanes with no parking and :setback: sidewalks and including a 4' 6" parking strip on each side.:' I. Mr. Fred P. Leeson of 1083 Oakway Road stated that he also had talked to a number of the people living on Oakway Road, and they had at one time decided to offer six feet to the City for the widening of Oakway and asked if the City would consider the offer of the six feet without having to obtain additional property on the east side of Oakway. On further discussion, the Council decided that perhaps they should view the situation again, and Mr. Swanson moved seconded by Mr. Hawk to hold this item for discussion at the next Thursday Committee meet- ing. TouriSt Scenic Route - Mr. Paul Lansdowne, representing the Tourist Committee of the Chamber of Commerce, presented a map 6f the City of Eugene showing a proposed scenic tour which had been developed in the Chamber of Commerce committee with the assistance of the Eugene City Traffic Engineer. Mr. Lansdowne stated that the Chamber Committee is prepared to underwrite the cost of the materials to place the signs along the proposed 20-mile route, and asked the Council if they would approve the use of City crews to erect the signs and also for a mainte- nance program on the signs after they were erected. Dr. Purdy moved seconded by Mr. Chatt to approve the proposal of the Chamber of Com- merce for the ins tallation of the signs and approve the use of City crews for erection and maintenance.
