The adjourned meeting of the Common Council of the City of Eugene, Oregon, ad-
journed from the regular meeting held February 10, 1964? was called to order by
Council President Catherine Lauris with other councilmen present as follpws:
Messrs. Chatt, Swanson, Christensen, Deverell, Hawk, and Purdy. Mr. Crakes was
absent. Mayor Cone arrived later in the meeting.
The invocation was given by Rabbi Neiman of Temple Beth Israel.

of the Council, were approved.

1. Parking Committee Report - The City Manager read a report presented to the
Mayor and Council by Mr. Boy~ Rasmussen, chaiFman of the Council's Parking
Committee study group. The immediate development of four strategically-
located sites was recommended to provide off-street parking spaces. In addi-
tion, a schedule was submitted of estimated cost for development and a small
parking area map which showed the location of the proposed sites within the
downtown core area. The City Manager also read a minority report from the

Parking Committee, submitted by two of the members, which differed somewhat
from the report of the overall study committee. On further discussion. by
the Council, it was recommended that the Council consider this at a later
date.
Mr. Chatt moved seconded by Mr., Swanson that Item 1 of the Committee report be approved.
Motion carried.

2. Oakway Right-of-Way Width - The City Manager again presented the drawing' '
of the recommended 70-foot right-of-way on,9akway Road, and the Council
members hav~ng viewed the site of the proposed Oakway Road widening proj-
ect, Mr. Chatt moved seconded by Mrs. Lauris to accept the 70-foot right-of-
way:recommendation and, proceed as recommended. '

Mr. Hilty was again present at this meeting and opposed the acceptance of
the 70-foot right-of-way. Also"Mr~,Aschenbrenner, representing the
Methodist Church, spoke, stating that the Church had revised their think-
ing on the Oakway:Road widening project after viewing the Engineers' lay-
out of ,the'r,ight-of-way adjacent to their property.

A vote was taken on the motion to accept the 70-foot right-of-way, and
motion carried. '

width there would be a loss of 10 ~rees, and in the la-foot strip requested there
would be a loss of 18 trees. AI-so, he stated that in a discussion whrch "nad been held
at his home the neighborhood felt that they would rather lose 6 feet from their front
yards than 10, and requested the Council to recons{der theoriginal,motion to accept

3. Offer to Purchase City-owned Property. 35th and Potter - The City Mariager
stated an offer had been received from Matrix Investors on CitY-Qwned
property: at '35t:h and Potter. The' amount :offered was 'app'roxirriately $f; 200.00
which amount is equal to the assessments against the property. Mr.Chatt
moved seconded by Mr. Christensen that the City.:calLforbidson,thesale

The City Manager stated a bid call had been advertised for the sale of,this property,
but no bids had been: received, and,the staf,f recommended thattheCouncil:ac'cept'- the
offer from Matrix Investors to purchase the property for $1,215.79. Mr. Chatt moved

4. Abatement. Holemar. 3635 and.3637 East ,Amazon Drive - Mr. Hill, attorney
for Mr. Holemar, presented a list of items needed to bring this house up
to Code, concerning electrical, plumbing, and building codes: .'= However,
he asked the Council to grant Mr. Holemar a variance on the height of the
ceiling, there being but' a 2~':'differerice in the requested height and that
allowe& 'by t'he C'ode.: He also requested a variance which would allow 2x3
studs to remain i~ the building 'fn'stead of replac ing them' with' the re-
quired 2x4 studs. After some discussion, Mr. Swanson moved seconded by

5. Motion :Picture DispFay- Mayor Cone stat:ed that he had: received calls
from severalcit izens who are conc'erned with the type of motion picture

had been shown in G1enwood which is not within the Eugene City limits.
Further discussion by the Council resulted in a motion by Mr. Hawk
seconded by Mrs. Lauris suggesting that Mayor Cone write a letter to
the industry in general suggesting the various theatre managers preview
any films about which there may be a question as to fitness for showing
to children. Motion carried. II

Director of Public Works; Members of the Parking Committee; and others.

1. Ballot Measures - May 15, 1964 Primary Election - The City. Manager stated
that March 9, 1964 is the deadline for submitting measures to the City
Recorder for inclusion on the May 15 City ballot. Various items had been
discussed for inc1usion'on the ballot, and the City Manabe requested the
Council's consideration of the following items so that the City Attorney
could prepare the necessary ballot titles:

a. Off-street Parking Revenue Bonds - A report from the Parking Committee
recommended a $2,500,000.00 revenue bond issue to finance acquisition
and construction of parking lots which would provide 970 additional
parking spaces and could be expanded by 700 or 800 spaces by mu1tiple-
level structures on two of the four locations recommended. Such con-
struction would make a substantial start toward reducing the estimated
shortage of 3,100 spaces mentioned in the Barton parking survey and
report. The Parking Committee also felt this method of financing
would ensure public ownership of very important parking areas. It was
the thought of the Parking Committee that the sites could be leased
for private construction.

A minority report from two members of the Parking Committee was also
'presented to the Council. This report expressed the opinion that
the City should not project itself further into the parking business
at this time, but encourage private financing for the acquisition and
construction of lots, including the validation of parking tickets by
downtown merchants. The minority report also suggested establishment
of parking districts and co-operative leasing, and removal of on-street
parking from certain streets.
Dr. Purdy moved seconded by Mrs. Lauris that the Council authorize
placing on the May 15, 1964 ballot a $2,500,000.00 revenue bond issue
to finance the acquisition and construction of off-street parking
facilities, with the revenue from such parking lots to be pledged to
retire the bond issue, supplemented by a limited amount of revenue
from on-street parking meters.

Mr. Dave VanFossen, realtor, pointed out that the parking problem is
one of educating the public to use lots now in existence, and that the
existing parking lots are not as fully occupied as the Barton report
indicates. He also pointed out that the City should not merchandise'
additional parking spaces, and he disagreed with the Parking Committee's
estimated construction cost of $1,320.00 per space. Mr. Robinson; vice
chairman of the Parking Committee, stated that the City is already
merchandising parking spaces through the meters for on-street parking.
He also stated that the estimated construction cost of $1,320.00 per
space was based upon figures supplied by Eugene Barton and through
the Concrete Institute which recently met in Eugene. Mayor Cone
pointed out that it would be wise to acquire parking lots for the
future, but that it may be desirable to lease for private operation.

A vote was taken on the motion to authorize placing' the revenue bond'
issue on the ballot, and motion carried, Mr. Christensen voting no.

b. Bethel-Danebo Sewer Bonds
The City Manager st?ted that it will be necessary to authorize bonds
to finance construction of sewers in the rec~ntly-annexed Bebhel~
pane~o-area 'and to finance e~pa~sion of the sewage treatment plant.
The amount of bonds necessary would be $4,200,900.00, .of which $809,000.00
would finance the sewage treatment plant expansion necessary t~ serve the
Eugene Fruit'Growers and to meet recently-adopted standards of the,State
Sanitary Au~hority.
The'CityManager also pointed out that 'an additional $2,250,000.00'
would be required to finance construction of sewers within the drain-
age area covered by the Cornell, Howland, Hayes, and Merryfield sewer
study report, and that it may be desirab~e to authorize i~suanc~ of
bonds now so that when these areas come into the City and~desire service
sewers could be constructed immedi?~ely.

The Fire Chief pointed out that the Seagraves bid was incomplete,
and he recommended that the best buy for the City of Eugene for the
purpose for which it is intended is. that of Crown Coach Corporation.
A tabulation was presented showing a comparison of certain items
bid by Crown Coach and Western States indicating capabilities of
meeting specifications. It was also pointed out that Western States
had never constructed an elevating platform truck but had been quite
successful in constructing pumper truc~s, whereas Crown Coach Corpora-
tion has constructed 24 elevating platform fire fighting trucks. Repre-
sentatives of Mobile Aerial Towers, Inc., manufacturers of Hi-Ranger
hydraulic towers used on Western States apparatus, were present and
quest ioned the information regarding their ability to meet specifica-.
tions.

Dr. Purdy moved seconded by Mr. Hawk that this item be referred to
the staff for further consideration. Motion carried unanimously.
Mrs. Lauris moved seconded by Mr. Chatt that Item 2a of the Committee report be held
over pending a recommendation from the staff. Motion carried, Dr. Purdy voting no.

3. Amend City Sign Code - A letter from Aerolite Neon in behalf of the
sign industry requested an immediate amendment to the Sign Code which
would allow ground signs to be installed the same as projecting signs;
i.e., over sidewalks. Permits in the past had been issued allowing
ground signs to extend over the sidewalk, but a new interpretation of
the Code prohibits such projection.

quested by the local sign industry. Motion carried."

1. Right-of-Way Transfer to Lane County, Aubrey Road - The Lane County Com-
missioners requested the City of Eugene to convey to Lane County the
north 25 feet of the N~ of Section 5, T17S, R4W, from Pacific Highway
99 West to Greenhill Drive to provide a 65-foot right-of-way for Aubrey
Road. The request is being made at this time to allow the Eugene Water
& Electric Board to reconstruct an electric transmission line in the
proper place along the south edge of the County road.

9. Segregation of Assessment, Hilyard from 40th south, Marlow - Mr. Thomas U.
Marlow requested segregation of an assessment for the Gonstruction of a
sewer on Hilyard Street from 40th Avenue so~th 500 feet which would in-
volve five separate lots. The requested segreg~tion would allow Mr.Marlow
to pay the assessment against each lot as it is sold.

10. Supplemental Agreement, Eugene-Springfield Transportation Study - The
City Manager presented copies of a supplemental agreement between the
State of Oregon, Lane County, City of Eugene, City of Springfield, and
Central Lane Planning Council for the comprehensive planning study.of
the Eugene-Springfield area. This agreement amends the original "pre-
liminary cost estimate".

11. Audit Report, Quarter Ended December 31, 1963 - The City Manager read
a letter from Winn & Co. addressed to the Mayor. and Common Council
which stated an interim audit for the quarter ended December 31,1963
had been completed, and all books were found to be in good order and
all cash properly accounted for.
The letter was received and placed on file.

4 Council Bill No. 6462 - Levying assessments for paving Kincaid Street from 37th Avenue to south
