March 9, 1964
The regular meeting of the Common. Council pf the City of Eugene, Oregon, was
called to order at 7:30 p.m. in the. Council Chamber on March 9, 1964 by His Honor
Mayor Edwin E. Cone with the following councilm~n present: Mrs. Lauris, Messrs.Chatt,
Swanson, Christensen, Deverell (arrived late), ~rakes, Hawk, and Purdy.
The invocation was given by Rev. Richard Smith, Associate Minister of the Uni-
versity Street Church. of Christ.
. The minutes of the adjourned meeting held February 24, 1964, as mailed to members
of the Council, were approved.

NEW BUSINESS
Mrs. Lauris moved seconded by Mr. Chatt to,make available to the Parks Department
for other park property purchases the $51,000 which would have been paid to the Century
Progress Fund for Amazon Park property for the Pearl Street extension. Rollcall vote.
All councilmen present voting aye, except Mr. Christensen voting no, motion carried.

.Mr. Swanson moved seconded by Dr. Purdy that the item concerning establishment of
the 18th-19th one-way couplet, tabled at the Co~nci1' meeting held February 10, 1964,
be removed from the table. Motion carried.
Mr. Swanson moved seconded by Dr. Purdy that th~ item concerning establishment of the
18th~19th one-way couplet be placed on the agenda for the Committee of the Whole meet-
ing to be held Thursday, March 12, 1964. Motion carried.

and read be allowed and proper City officials authorized to draw the necessary warrants.

COMMITTEE REPORTS
Committee meeting held February 27, 1964:

"Present: Councilmen Lauris (presiding), Chatt, Swanson, Christensen, Deverell,
Hawk, and Pur~y; City Manager; Assistant City ~anager; City Attorney;
City Recorder; Directo~ of Public Works; and others.

1. Fire Truck Bids - The City Ma~ager read a letter of recommendation addressed
to the City Council wherein he listed four specific points on which he based
the recommendation to accept the bid of Crown Coach Corporation. Item l.was
the specification provision for maximum height of 11'3", Item 2 was the
specification requirement for submission of piping diagrams, Item 3 was the
consideration of overall braking surface rated in square inches of b~aking
surface, and Item 4 was the warranty accompanying the delivery of each com-
pleted fire t~uck. These and other minor pofnts in the two bids und~r con-
sideration were the basis for the recommendation to accept the Crown Coach
bid.
Mr. Christensen moved seconded by Mr. Swanson to accept the 10w bid (Western
States).
Much discussion followed among ~embers of the C04ncil, and.Mr. White, sales-
man for Western States, spoke in behalf of his company and product.
After further discussion, Mr. Hawk moved seconded by Mr. Deverell to table
the item for one week. Motion carried.

At the close of the committee meeting after discussion of all other items
on the agenda, the City Manager asked the City Council for instructions on
what to present at the next meeting of the Committee of the Whole. Some
further discussion re:::ulted in a motion by Mr. Hawk seconded by Mr. Chatt to
issue a call for new bids on the fire equipment under consideratiQn. Motion
carried.
Mrs. Lauris moved seconded by Mr. Chatt that Item 1 of the Committee report be approved.
Motion carried, Mr. Swanson voting no.

2. United Air Lines Lease - The Assistant City Manager presented the terms
of the proposed agreement between United Air Lines and the City of
Eugene for rental of terminal building space and rental of baggage claim
area and the basis for levying flight fees at Mahlon Sweet Field. On the
basis of $3.00 per square foot, United will pay the City of Eugene $9,540
each year for terminal building space; pay a portion of ~he $1,170 annual
charge for their share of the baggage claim area; and pay landing fees on
a schedule of $.08 per M lbs of maximum gross \anding weight for the first
four million pounds each month, $.07 per M lbs on tqe next four mil~ion
'pounds each month, and $.06 per M lbs on all in excess of eight million
pounds.
Mr. Christensen moved seconded by Mr. Chatt to approve the terms of the
agreement. Motion carried.

3. West Coast Air Lines Lease - The Assistant City Manager ~ead the terms of
the agreement between West Coast Air Lines and the City of Eugene for
rental of terminal building space at Mahlon Swe~t Field. On the basis of
$3.00 per square foot, Wesi Coast will pay the City of Eugene $4,500 each

4. Federal Aviation Agency Lease - The Assistant City Manager read the terms -
.": ~ of a prop9.s.e.d' .amendment to the present agreement"between the Federal Av1a-
tion Agency and the City of Eugene for rental of an additional 540 square
feet under the tower in the administration building at Mahlon Sweet Field.
For the use of this additional.' space, FAA will. pay to the City of Eugene
$1,900.58, or. total annual rent of $5, 714'.14. .

5. Aeronautical Radio Lease - Aeronautical RadiO, Inc., requested permission
to.continue.housing,their enroute VHF facility. in a pump house located 'on
Mahlon,Sweet :Field. .A monthly rental charge .of$12.50 will be paid to
the City of El:lgene: by ARlnc for this space.' , Mr;: Ch:dstensen moved seconded
by Mr. Chatt to approve a lease agreement for conti~ued housing of the VHF

Setback Variance. 711 West 22nd. King - The Board of Appeals at its meet-
ing on February 13, 1964 had denied the.request of Mr. B~n King: for a
variance to allow construction of a carport to the property line'at 711
West 22nd Avenue. Mr. King appealed the deci~ion and presented sketches
showing the proposed layout of the new const~uction. Howev~r) in ap-
pealing, Mr. King requested an 8-foot setback instead of building to
the property line. Mr. Leal Plum) building contractor on the project,
discusse~ the difference in the setback requests with the Council.
Dr. Purdy then mov~d seconded by Mr. Chatt to refer the .item back to the

11. Low-cost Housing Location - The City Manager read a letter from Mr.James S.
Witzig which stated that both he and Mrs. ~itzig, as co-o~ners of property
within the area proposed as the site fo~ a low-cost housing development,
are opposed to the sale of their property to the Housing Authqrity for
that purpose. The reasons: The project would not make the highest and
best use of the land, service potentia1 of th~ area would be severely.
jeopardized, the neighborhood is already being upgradeq by private in~
terests) and other areas are properly zoned and available for the pro-
ject. The area proposed for the project is in the vicinity of 3rd
Avenue and Mill Street. Mr. Christensen moved seconded by Mr. Hawk to
receive the letter and place on file. Motion carried.

12. Paving 15th. Polk to Fairgrounds - The Department of Public Works had
polled owners of property abutting 15th Avenue between Polk Street and
the Fairgrounds regarding paving of the street. The returns indicated
that of the front foot;age involved, ownership of 51.1% ,between Polk and
Tyler favored paving) 14.2% between Tyler and the Fairgrounds, averag-
ing 36.1% for the entire distance. The Department of Public Works
recommended paving only the block between Polk and Tyler. After dis-
cussion by members of the Council, Mr. Hawk moved seconded by Mr.Christen-
sen to pave neither of the blocks. Motion carried.

Planning Commission Report - February 17. 1964
a. Variance to allow two apartments over 4-car garage. 2566 Chambers,
Koffler - Mr. Koffler had submitted a request for a variance to
permit the erection of two apartment units 'above a currenctly
existing 4-car garage in an RA Outer Residential District at
2566 Chambers Street. At its meeting on January 7, 1964, the
Planning Commission had recommended denial, which recommendation
had been overruled by the Council and thus referred to a joint
meeting of the two bodies. The Planning Commission now reaffirms
its recommendation to deny the request.

Mr. Jim Pearson, representing Mr. Koffler, was present and out-
lined the proposal as to the building and gave a general descrip-
tion of the area and answered questions from the Council members.
Mr. Hawk moved seconded by Mr. Swanson to deny the request for
the variance. Motion carried, Mr. Deverell voting no.

3. Subdivision Street Lights - The City Manager explained that from in-
formation received from the Eugene Water & Electric Board regarding
the installation of underground wiring and the erection of street
light poles in new subdivisions the monthly charge for this purpose
would result in a charge of $3.70 per month, or approximat'ely $1.00
more than the current charge. Discussion ~mong the Council members
as to the responsibility for the additional charge resulted in a
motion by Mr. Christensen seconded by Mr. Swanson that the City con-
tinue to install street lights on their current policy. Motion car-
ried, Messrs. Swanson, Christensen, and Mayor Cone voting yes; Messrs.
Hawk and Deverell voting no.

with regard to street light installation in new subdivisions. Motion defeated,

4. Airport Land Acquisition - The City Manager stated that it is necessary.
that the City acquire several small parcels of Land adjacent to the
Airport for runway approach and takeoff areas and that appraisals had
been made on these parcels which were considerably lower than the ask-
ing prices in all cases. Negotiations on the sale prIce of the several
parcels showed that the valuations or asking prices were considerably
higher than the appraisals. Mr. Swanson moved seconded by Mr. Christensen
to instruct the City Manager to proceed with condemnation proceedings if
necessary for the land acquisition. Motion carried.

5. Widening Alder. Franklin to 19th - The City Council had'previously re-
quested information as to the widening of Alder Street from Franklin
Boulevard to 19th Avenue. The Public Works Department now submitted
a cost estimate of the project on a block-by-block basis totaling
$84,4l4~94, of which $31,498.96 would be assessed to abutting property,
and $52,915.98 paid by the City. These and other considerations caused
the Public Works Department to recommend that the Department consider
.the widening of Alder Street during the current construction period
only for that section between 11th Avenue and 13th Avenue.

5. Paving Linnea from Norkenzie to Tarpon - This petition carried 84%
of the front footage of the property: in the area and would require
the release by the City of a l-foot reserve strip adjacent to the

tend the sewer from Garfield Street west on Broadway and was recom-
mended by the Public Works Department for installation.

8. Traffic Control, Donald. 33rd, 43rd, 46th ~ The Department of Public
Works presented a recommendation for traffic control on Donald from
32nd to 49th, on 33rd from Willamette to Hilyard, on 43rd from Donald
to Fox Hollow, and on 46th from Willamette to Fox Hol~ow. This would
involve the installation of "yield right-of-way"- signs in some in-
stances, and the removal of "stop" signs, and the installation of "stop"
signs at some intersections.
Mrs. Lauris moved seconded by Mr. Chatt to approve the Public Works Department recom-
mendation for this traffic control signing. Motion carried.

Resolution No. 1036 - Authorizing placing on ballot May 15, 1964 Charter amendment authorizing
acquisition of property for limited access roads, and repealing Charter amendment enacted May 11, 1961
restricting acquisition of property for limited access roads, was submitted and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All council-
men present voting aye, except Mr. Christensen voting no, motion carried.
4 Resolution No. 1037 - Authorizing placing on ballot May 15, 1964 $4,200,000 general obligation
bond issue for sewers in Bethel-Danebo area and for sewage treatment plant expansion was submitted
and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All council-
men present voting aye, motion carried.
Councilman Swanson left the Council meeting at this point.
5 Resolution No. 1038 - Authorizing placing on May 15, 1964 ballot a $2,500,000 revenue bond issue
for off-street parking facilities and pledging 75%, or $150,000, whichever is greater, of on-street
parking meter revenues to retire the bond issue was submitted and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. Motion de-
feated, Messrs. Chatt, Christensen, Crakes, and Purdy voting no; Mrs. Lauris and Messrs. Deverell and
Hawk voting yes.
After some discussion, it was recommended that the resolution be reworded before the issue is placed
on the may 15, 1964 ballot to provide that 50%, or $85,000, whichever is greater, of on-street parking
meter revenues would be pledged as security to retire the bond issue. A motion was so made by
Mrs. Lauris and seconded by Mr. Chatt. Rollcall vote. Motion carried, Mrs. Lauris and Messrs. Chatt,
Deverell, Hawk, and Purdy voting yes; Messrs. Christensen and Crakes voting no.
6 Resolution No. 1039 - Authorizing placing on ballot May 15, 1964 Charter amendment providing for
$500 maximum fine in Municipal Court instead of $200 was submitted aqd read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All councilmen
present voting aye, motion carried.

Resolution No. 1041 - Authorizing two l-hour parking spaces at 22nd and Emerald; 2-hour parking
limits on 13th between Ferry and Patterson; no parking on Hilyard from 23rd Avenue south; and no
parking on west. side of Baker north from 28th Avenue was submitted and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Motion carried.
9 Resolution No. 1042 - Calling hearing on April 13, 1964 concerning withdrawing from Willakenzie
Rural Fire District that area annexed to the City of Eugene on January 13, 1964 (Lematta Estates) was
submitted and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Motion carried.
10 Resolution No. 1043 - Authorizing agreement with State of Oregon and Lane County concerning
Eugene-Mapleton Highway was submitted and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All councilmen
present voting aye, motion carried.
Upon motion duly made, seconded, and carried, the meeting was adjourned to Monday,
