Mr. George Prince, speaking to the Council, recommended the plan as presented by
Mr. Poticha as having much merit; and said he felt it should have :further study by the
Council and City staff.

Mr. Keith Fennell spoke and said the group of architects should be complimented on
their work and for their civic mindedness.

Mr. Ed Wheeler spoke, stating that he felt that the plan should be given some con-
sideration because of the solving of a parking problem.
Mr. Swanson moved seconded by Mr. Chatt to refer the matter to the staff for study
and recommendation at a later date.' Motion carried.

1. 18th-19th Couplet - The City Manager reviewed the report previously given
by the Public Works Department to the City Council on the recommended in-
stallation of the 18th-19th couplet. The Director of Public Works explained
a drawing of the proposed couplet to the Council members. Considerable dis-
cussion followed with questions being answered by the Traffic Engineer and
Public Works Director. During the discussion, Mr. Christensen moved seconded
by Mr. Swanson that 10th Avenue be changed to one-way west, and the traffic
reversed on 11th and 13th Avenues. Motion defeated.
Further discussion by the Council resulted in a motion by Mr. Swanson
seconded by Dr. Purdy to adopt the proposed plan for 'the couplet a~ pre-
sented. Motion defeated, Messrs. Chatt, Crakes, and Christensen and
Mrs. Lauris voting no; Messrs. Swanson, Deverell, Hawk, and Purdy voting
yes.
Mayor Cone arrived at the Committee meeting just before the vote was taken,
but abstained.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 1 of the Committee report.
On call for discussion, Mr. Marvin Kutz stated that he is opposed to the installation
of a couplet and felt that 18th Avenue could be changed somehow and a traffic pattern
worked out without making 19th Avenue a one-way street.

Mr. Charles Endicott also spoke and asked if the parking could be removed from 18th
Avenue, thereby making more lanes for 'travel.
Mr. David Finch spoke and stated that he felt that the 18th-19th couplet would be an
improvement, as did Mr. Cliff Shirley, who said he felt that the area east of Willam-
ette especially needed the changeover.

Further discussion by the Council resulted in a motion by Mr. Swanson seconded by
Mr. Hawk to table the item. Motion carried.

2. RMBB Liquor License. Eugene Recreation The City Manager explained that
presentation of this application by Raymond Hoffman at this time was be-
cause of Mr. Hoffman's recently acquiring ownership and the application
had not been made at the time of the transaction. However, the estab-
lishment had been dispensing beer for some years. Mr. Swanson moved
seconded by Dr. Purdy to approve the application. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2 of the 80mmittee report. Mo-
tion carried.

3. Workable Program Recertification - The City Manager read a letter from the,
Regional Administrator of the Housing and Home Finance Agency asking what
progress had been made on the neighborhood analysis report. The HHFA
office pointed out that certain reports would need to be submitted in order
for the.Eugene Workable Program to be recertified, and that Mr. Richard E.
Lankford would be in Eugene to discuss this matter with City officials at
a later date. No action was taken.

4. Relinquishment of Easement, EWEB, McDonald - The Eugene Water & Electric
Board requested the City Council's a~proval of reiinqui.shm~nt of an ease-
ment near Gilham Road and Crescent Drive no longer needed since comple-
tion of the Beltline Road, and ?uthorizati~nofa quitclaim deed co~vey-
ing the easement to John H. and RubyJ. McDonald., Dr. Purdy moved seconded
by Mr. Chatt to approve'the request. Motion carried.
5. Curb Sidewalk on Washington, 23rd to 25th - Mr. Wayne A. Terry requested
location of sidewalk at the curb adjacent to 2475'Washington Street, and
the Public Works Department, after viewing adjacent properties, recommended
curb sidewalks on Washington frOm 2'3rd to 25th. Mr. Chatt moved seconded
by Dr. Purdy to approve the recommel!dation. Motion carried.

Mrs. Lauris moved seconded' by Mr. Chatt to approve Items 4 and 5 of the Committee re-
port. Motion carried.
6. Coburg Road4-Lane Traffic - A progress,report submit~ed by the Public
Works Department and read by the Cit~ Manager concerning the proposed
widening of Coburg Road from Harlow Road to the Beltline Road stated that
Lane, County had completed the field surveys and is in, the process. of p~-
paring plans for the project.. The rep?rt also stated' that s'ome further
work would be necessary before. pav~ng contracts.,coule b~ let and the
sanitary and ~torm sewer ,work completed. The report als~ s~ated that a
portion of the project is outside the City limits at the present time,
but it was recommended that the work be completed by the Cityinoorder
to eliminate future tearing ~p of the4-lane roadway. It was estimated
that approximately $60 ,000 of City funds would be necessary t~ c~mplete
this portion of th~ project. The re~ort was received and"placed on file.
7. Low':Rent Housing -.A copy of a,ie~ter ~rom H&H Propertiel? Co., addressed
to the Lane,County'Housing Authority with a carbon copy to the Eugene
City Councii ,was passed around among' t'he .Councii members for their i~-
formation. This letter was submitted by'Mr. Gus Hixson and Mr. W. 'J.
Holleque protesting the establishment of a low-cost housing develo~ment
within their business area. This letter was received and placed on file.
Mr. Chatt moved seconded by Mrs. Lauris that Items 6 and 7 of the Committee reppr-t be

8 . Parking Requirements in R-4 Zones - The ~uperin~endE7nt <?f Building In-:-
spection submitted a drawing under consideration:by the;Building D~part-
ment involving a proposed apartment:, dwelling t.o be erected by Gary Bernik
and pointed out a question had been raised concer~ing the accessibility
of,parking adjacent to the propo~ed building, sin<:e ,the ac~ess to this,
proposed parking is from a l4-foot alley. Due to the lateness of the hour,
a majority of the Council members 'had left the meeting~ and after some :
discussion by thos~ remaining, .it:was recommended to leave the par~ing
on the front part of the building and allow four parking spaces thl7re,
and also to suggest 750 angle parking on the, afley. A cjuor~m not being
present, no action was taken." '
Mrs.Lauris moved seconded 'by Mr. Chatt that Item 8 of the ~~mmittee report be received

1. Parking Space, 1442 East 18th, Bernik - Mr. Bernik, a building contractor
had',previously requested ,the C<;>mmi,ttee of. the, Whole. tograi:l.t~ln;:bm per,-
mission to construct an apartment house ancI'- 'to ,provide' 8 'x18' parking'
spaces perp~ndicular to. a l4-foot 'alley. The .$uperintendent of, Build-
ing Inspection had withheld the ~uilding permit.due to the:inaccess-
ibilitY,of these 8'x~8' parkingsl,ots:off~a l4-foot alley. Mr. B~rnik
then, proposed that. he could park six cars in front of the apartment
house and provide 18 slots on an angle off the l4-foot al~ey. In:dis-
cussing this situation at this meeting, the Council was advised by the

ning Commission for a hearing on the variance should the Council Com-
mittee request a variance. Dr. Purdy moved seconded by Mr. Chatt to
initiate a public hearing for a variance to the parking requirements
for this particular location in an R-4 zone. Motion carried.
The recommendation of the Council is for two less parking spaces than
the Code calls for, and to limit the parking,in front of the building
to four spaces with 700 angle parking off the alley.

On further discussion by the Council, Mr. Hawk moved seconded by
Mrs. Lauris that the Council go on record and to so notify the build-
ing trades industry that the City Council would favor the revision
of the building code to eliminate front-yard parking and, further, to
establish parking standards for off-street parking. Motion carried.
Mayor Cone entered the Committee meeting during the dis-
cussion of the above item.

refer to Planning Commission for recommendation. Motion carried.

2. Housing Code Amendment, Sleeping Rooms - The City Manager r~ad a pro-
posal submitted in behalf of architects and build~rs,concerning the
minimum requirements for sleeping rooms in dormitories, fraternities,
sororities, and institutional hqusing, recommending adjustments iQ the
number of square feet and cubic feet required per occupant, and also
providing for adjustments in the minimum requi~ements for openable
window areas or an approved mechanical ventilation system in lieu of
openable windows. Mr. Chatt moved seconded by Mr. Deverell instruct-
ing the staff to present an ordinance embodying these recommendations
at the next session of the Council. Motion carried.
Councilman Swanson arrived at the Committee meeting at this
point.

Motion carried.

3. Change Order, New City Hall - The architects recommended that the City
spend approximately $1,400 to waterproof the o~tside of the building
blocks on the Qew City Hall. Mrs. Lauris moved seconded by Mr.Deverell
to approve the change order. Motion carried.

4. Housing Code Board of Appeals - It was recommended that five members
of the present Board of Appeals be named to hear appeals with regard
to the Housing Code. Mrs. Lauris movedsecond~d by Dr. Purdy to ap-
prove the appointment of five members of the present Board of Appeals
to hear Housing Code appeals. Motion carried.

5. Revision ESATS Contract - The City Manager stated that the agreement
between the City of Eugene, State of Oregon l::Iighwc;lY Department, Cit y
of Springfield, Lane County, and Central Lane Planning Council con-
cerning the area transportation study provided for use of City of
Eugene personnel in lieu of expenditure of funds. Due to the burden
of wor~ in the Public Works Department at this time, it was recom-
mended that the City of Eugene pledge $8,230 in cash rather than an
equivalent of personnel time toward ,the Transportation Study. Dr.Pur~y
moved seconded by Mrs. Lauria to approve the substitution of dollars
for staff time. Motion carried.

6. Voters Pamphlet, May 15, 1964 Election - The City Manager stated that,
since the revision of the Oregon statutes, cities are no longer re-
quired to publish voters pamphlets for elections and asked if the

Council wished to issue a voters pamphlet which would contain the five
charter amendments with statements for and against to be included. It
was estimated that the 'voters' pamphlet would cost. the City of Eugene
approximately $1,500, and there is' only $500 of budgeted funds avail:..
able in the Elections budget. Discussion by the Council resulted in a
moti'on by Dr. :Purdy seconded by Mrs. Lauris not to issue a voters pam-
phlet for the May election. Motion carried.
The City Manager stated that the new Oregon Revised Statute had deleted the item re-
quiring cities of more than 10,000 population to publish a voters pamphlet with names,
statements, and pictniresof candidates. However,' the City should publish a.voters
pamphlet on Charter amendments, and measures.
Mrs. Lauris.movedseconded by Mr. Chatt to ,authorize publication of a voters' pamphlet.
Rollcall vote. All councilmen present voting aye, except Messrs. Christensen and
Carkes voting no, motion carried.

7. Joint Park-School Agreement, District No. 52 - The Director of Parks and
Recreation recommended that the City of Eugene.enter into an agreement'
with Bethel School ,District No. .52 for the joint acquisition, development,
and maintenance of school-park sites by the City of Eugene and School
District No.' 52 similar' to the on.e. in effec.t. at the present time. wi.th,.
School District No.4. Copies of the proposed agreement were presented
to ,members of .the Council for their study., Mrs. Lauris moved seconded
by, Mr. Swanson to approve the agreement. Motion carried.

8. New City Hall
a. Monthly Parking - The City Mmager asked ,the: Council to establish
a rate' for parking under the new City Hall for employes, public
parking, and others, stating that employes would be 'able to obtain
parking by the month, and the general public wrnlld be parking at the
meters. Mr. Hawk moved seconded by Dr. Purdy to establish a $7.50
per month'rate:for employes, and $10 per'month for any other parking
which may be available for outside people. Motion carried, Messrs~
Swanson and Crakes voting no.

c. Coffee Room Operation - The City Manager stated that Mr. Bill Thom,
a: blind person~ had'requested he be,allowed.to operate the lunch
room or coffee room in the new City Hall on a l-year lease proposal..
He WJuld serve coffee, tea, cocoa, doughnuts, and for lunch would
have available soup and sandwiches.. Also, a ,s.oft.: .drinkmachine
wbuld be available. Mr. Christensen. moved seconded by Mr. Chatt
to approve the proposal on a l-year lease ,basis. Motion carried.

d. Dedication - The City Manager stated that he thought the City
Council should be giving consideration to the establishment of a~
date and the arranging of a suitable.program for the dedication
of the new City Hall building. Mrs; Lauris, president of the
Council, had written a letter :to the City Manager, copies ,of which
were'distributed.'to the members of' the Council, containing, some
suggestions for the dedication ceremony. Further discussion by
the Council resulted in a motion by Dr: Purdy seconded by Mr.Hawk
. to' have the Mayor appoint a de,dic,atipn committee. Motion carried.

9. 5th Avenue Crossing. Southern Pacific - The Southern Pacific Company
had submitted copies of an agreement for the construction of a rail-
road crossing on 5th Avenue between McKinley and Wilson Streets. The
Public Works Department had reviewed the agreement and recommended
approval. Mrs. Lauris moved seconded by Mr. Hawk to approve the agree-
ment. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 9 of the Committee report.
Rollcall vote. All councilmen present voting aye, motion carried.

10. Control Tower Operation. FAA. Mahlon Sweet - A letter had been received
from the Federal Aviation Agency and was read by the City Manager con-
cerning the completion of the station and tower at Mahlon Sweet in time
for the dedication ceremony for the new terminal building. The letter
stated that the schedule did not seem to foresee completion of the in-
stallation until October 15, 1964. The letter was received and filed."
Mrs. Lauris moved seconded by Mr. Chatt that Item 10 of the Committee report be re-
ceived and placed on file. Motion carried.

The City Manager stated a plaque approximately l6"x48" would be developed and placed
in the new City Hall building with the names of the Mayor and members of the Council
upon it for approximately $200. No action was taken.

An application for a Retail Malt Beverage Class B liquor license was submitted by
John S. and Pauline S. Reeves dba Webfoot Lanes, 2486 Willamette Street (change of
ownership - formerly New U-Bowl, Inc.), approved by the Police Department..
Mrs. Lauris moved seconded by Mr. Chatt that the application be approved. Motion
carried.

Council Bill No. 6511 - Levying assessments for curb and sidewalk on south side of Cheshire Avenue
from Lincoln Street to Lawrence Street, submitted and read the first time in full on March 9, 1964 and
held over for proper notice of assessment to be given owners of affected property, was brought back for
consideration with no written protests on file.
Mrs. Lauris moved seconded by Mr. Chatt that the council bill be read the second time by council bill
number only,;with unanimous consent of the Council. Motion carried unanimously and the council bill
was read the second time by council bill number only.
Mrs. Lauris moved seconded by Mr. Chatt that the bill be read the third time by council bill number
only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the
third time by council bill number only.
Mrs. Lauris moved seconded by Mr. Chatt that the bill be approved and given final passage. Rollcall
vote. All councilmen present voting aye, the bill was declared passed-and numbered 13359.

29th Avenue to 32nd Avenue, submitted and read the first time in full on March 9, 1964 and held over
