I I I I I I i I I I i ,I Ii ~ I Counc il Chamber Eugene, O~egon Apr il 13, 1964 The regular meeting of the Common Council of the City of Eugene, Oregon was called to order in the Council Chamber at 7:30 p.m. on.April 13, 1964 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mrs, Lauris, Messrs. Chatt, Swanson, Christensen, Deverell, Crakes, Haw~, anq Purdy, The invocation was given by ~atherHeidt, St. Mary's Catholi~ Church. The,minutes of the adjourned meeting held March 23, 1964, as mailed to members of the Gouncil',were approved. e NEW BUSINESS 'the City Manager read a letter from Mr .Mel Gordon, Multnomah County Commissioner, addressed to the Mayor of Eugene, asking contriQutions from the people of Eugene toward: a fund called "Dollars for Alaska". The letter stated that anyone wishing to contri- bute tq the fund should ,mail their contributions:to Mayor Cone, who would in turn for- ward the money to the central committee. The proposal had the general approval of the Council. Mr. Swanson asked a quest ion concerning the tax deduction possibilities of any con~ribution toward this fund and was informed that:as,a contribution it would be deductible. II I Councilman Swanson asked concerning the incidence qf traffic accidents at Grant and 9th Place, also 8th and Grant. The Traffic Engineer stated that a survey is being made of these two int~rse~tions and ,a report would be made at'a later date., T4e,City Manager aQnounced that Mr.. Dave Hunter had:been.named chairman of the speakers' committee for promotion of the ba116t measures in the'May 15, 1964 election, Also, that there will be two briefing sessions,to beheld for the benefit otthese speakers on ~uesday and Wednesday evenings, April 14 and 15, in th~ basement of the Medical Center Building. All councilmen present voting aye, motion carried. 1 An application for Class "A" Dispensers liquor license was submitted by Martha Bartzat dba Marty's Steak Villa, 389 West 6th Avenue, as approved by the Police De- partment. Mrs. Lauris moved seconded by Mr. Chatt that the application be approved. Motion carried. COMMITTEE REPORTS Committee meeting held April 2, 1964: "Present: Mayor Cone; Councilmen Lauris, Chatt, Swanson, Christensen, Deverell, Crakes, and Purdy; City Manager; Administrative Assistant; City Attorney; City Recorder; Director of Public Works; and others. 2 1. Cross on Skinners Butte - MayorCone opened the meeting by stating that he would limit the speakers, both pro 'and con; regarding the replace- ment of the Cross on Skinners Butte by Alpha Phi Omega fraternity and called for discussion by those in favor of the Cross. Speaking in favor of the replacement of the Cross on Skinners Butte were Mr. Russell Tompkins, principal of Willakenzie School; Mr. Ralph Shattuck, chairman of the committee for Alpha Phi Omega; Mr. Vance Webster, First Baptist Church; Mr. Earl Pierson; Mrs. Walton; and Mr. Ernest Duncan. Speaking against the replacement of the Cross on Skinners Butte were Rabbi Nei- man, Temple Beth Israel; Mr. Ray Lowe, 768 Ascot Drive; Mr. Ivan Niven; Mr. Val Lauren Winn; Mr. Carl Nelson; and Mr. Rudolph Behar, who also submitted a list of approximately 20 names of people opposed to the in- stallation and maintenance of the Cross, In addition, the City Manager stated he had received eight telephone calls, four in favor, and four against. I e Mr, Swanson moved that enough land be leased on which to erect a Cross. There was no second to the motion. Mr. Christensen moved seconded by Mr. Chatt that permission be granted to erect the Cross as outlined by the fraternity. Motion carried, Mrs. Lauris and Dr, Purdy voting no. Mrs. Lauris moved seconded by Mr. Crakes that Item 1 of the Committee report be tabled pending an opinion from the City Attorney as to legality of location of the present Cross on Skinners Butte. Motion carried, Mr. Swanson voting no. 3 2. Workable Program - The City Manager stated he had discussed with Mr. Lankford, of the Housing and Home Finance'Agency office, therecertifi- cation of Eugene's Workable Program. The Regional Director had not been able to recommend to the Housing Administrator the recertification of Eugene's,Workable Program because of a lack of a definite, systematic Housing Code enforcement. The City Manager stated that should Eugene go into this house-by-house inspection program, it would mean the employment of additional help in the Building Department, and this would need some, further study, before being presented to:the,City Council and Budget Com- mittee prior to budget completion. Mrs. Lauris moved seconded by Dr. Purdy that the: staff bring back a recommend~tion to the City Council on the feasibility of complying with: the recomm~ndation of the.Housing and Home Finance Agency and the possible need for recertification of:the Workable Program. Low-rent Housing, Parking Requirement - The City Manager read: excerpts from the minutes of the Eugene Planning Coinmission meeting of April 7, 1964 regarding parking for the low-rent housing project, in which minutes it was moved by Mrs., Niven seconded by Mr. Hamlin to recommend to the Council that favorable consideration be given to a variance which would ,allow a park~ng ratio of one' space for every two units in the Skinners Butte site. Copies of a site comparison summary were distri~ buted by a representative of the archite~tural firm of Lutes & Amundson comparing the Skinners Butte site with the alternate site, and the cost of developing the sites. e Mrs. Lauris moved seconded by Mr. Hawk to favor approval of the ratio of one-to-two parking spaces for the low-rent housi~g project.
