I Council Chamber Eugene, Oregon May 11, 1964 The regular meeting of the Common Council ,of the City of Eugene, Oregon, was ca~led to order at 7:30 p.m. PDT in the Council. Chamber on May 11, 1964 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mrs. Lauris, Messrs .Chatt, Sw&nson, Christensen, Deverell, Crakes, Hawk, and Purdy. The minutes of the adjourned meeting held April 27, 1964,. as mailed to members of the Council, were ~pproved. NEW BUSINESS e 1 The City Manager presented a drawing of the proposed plaque containing the names of .the present Council members, the Mayor, arch~tects, and contractor (Morin and Long- wood and Gale M. COMMITTEE REPORTS Committee meeting held April 30, 1964: I "Present :Mayor Cone; Councilmen Lauris, Chatt, Swanson, Deverell, Crakes, Hawk, and Purdy; City Manager; City Attorney; Assistant City Manager; City Recorder; Director of Public Works; and others. 1 1. Airport Restaurant Design - The City Manager stated that since Mr.Vern . Langford had been granted a license to dispense alcoholic beverages at the new terminal building at the Airport, the plans should be made to finish the furnishing of the restaurant and coffee shop and kitchen. Discussions had been held with Mr. Langford and Mr. Richard Clark, the designer of the building, concerning the finishing and design of the restaurant area. It was recommended that Mr. Richard Clark be retained to aesign the partitions, ceiling, floor covering, and that he employ . a local restaurant designer and also a mechanical and electrical engineer- ing firm to do this part of the project. This arrangement had been agreed upon by Mr. Langford and Mr. Clark. It was also recommended that Mr.Clark call for bids lat"e in Mayan the finishing of tne ar'ea and that bids be called in June for the furniture for the restrooms and public waiting areas. Mr. Swanson moved seconded by Dr. Purdy to approve the proposed plan for the completion of the airport restaurant area. Motion carried. 2 2. Parking Restriction, Fillmore south from 7th. Pacific Northwest Bell - Pacific Northwest Bell requested parking restriction on Fillmore Streee adjacent to their warehouse. The Department of Public Works recommended that parking restriction be placed on the east side of Fillmore Street extending south from 7th Avenue for 200 feet. Mr. Chate moved seconded by Mr. Hawk to approve the requested parking restriction and the recom- mendation of the Public Works Department. Motion carried. I 3 3. New City Hall Dedication - Councilman Hawk, chairman of the corrnnittee to arrange for dedication of the new City Hall, stated that it was proposed that the Council meet in the old building the evening of May 25, 1;<)64 and then reconvene in the new City Hall council chamber the same evening. Parking Restriction. west side of Baker north of 28th - Mr. Robert J. Reilly of 2794 Baker Boulevard, had sent a letter to the Common Council in which he stated that on February 24, 1964 the Council had declared the west side of Baker Boulevard a deadend residential street and a non-parking zone. Subsequently, sign s were erected prohibiting parking at any point.along the west side of the street. Mr. Reilly is now requesting that the City Council rescind the prohibition, stat- ing the restriction results in a parking problem for him and his family in not being permitted to park at the curb in front of their property. Mr. Charles Porter, Mrs. Bartell, Mrs. Larson, and Mr. Sam Peters were present at the meeting, and all asked that the present restriction be maintained, that the street is too narrow to allow parking on both sides and permit the passage of cars in the center lane. After some further discussion by the members of the Council, Dr. Purdy moved seconded by Mr. Chatt to deny the request of Mr.Reilly and retain the parking restriction. Motion carried. Mr. Reilly appeared before the Council to repeat his request for removal of the park- ing restriction on the west.side of Baker Boulevard. Annexation of area south of 30th, west of Agate (Warren. Bayly. et al) - This was a request by developers for annexation of an area adjacent to Laurelwood Golf Course near ~loomberg Road (30th Avenue) and involving the construction of a sewer through the Laurelwood Golf Course to the area proposed for annexation. DiscussioA followed on the legality of assessing property outside the City limits for sewer construction, the portion to be paid by the City of Eugene, and the suggestion concerning any alternate plan. Dr. Purdy moved seconded by Mr. Chatt to refer the whole problem to the staff for a recommendation. Motion carried. The City Manager reported that the estimated cost-of construction the trunk sewer line would be $21,000, of which $25,000 would be recovered when the area was annexed. The Manager stated it was desirable to get sewers in before the area is developed and streets constructed. The costs could be made a hookup fee equivalent to an assess- ment for 8" sewer line to each property, or the total cost could be ~harged to the developers at the time of annexation. The City Manager recommended that anything over and above reasonable costs be borne by the developers; for example, removing and replacing turf on the golf course; these extra costs necessitated by third party agreement between the developers and the Golf Course. Weaver/Furtick - The City Manager read a request from James H. Weaver and Donald R. Furtick for an oversize curb cut at 18th and Willamette. A report from the Public Works De- partment stated that a permit had been granted to allow for a 26-foot curb cut and a 30-foot curb cut to be sepa~ated by an island of 14 feet or more. On inspection, it was determine9 that the property owner was in the process of constructing a continuous curb cut. Mr. Weaver addressed the Council requesting the 57-foot cut, explain- ing that in his opinion it would be less hazardous for those people using the parking lot , and that it would provide more room for backing and turning out onto 18th Avenue. e The City Manager recommended compliance with the ordinance and that the request be denied. Curb Sidewalk. 20th between Adams and Friendly - The Council heard a request from Mr. Stuart W. Barr for location of sidewalk at the curb on his property. Mr. Barr spoke to the Council stating that if the side- walk were constructed in the normal setback he would ~ave to take out a hedge and put in a rretaining wall on his property. Councilman Christensen stated that on the Council's tour of this area he noted that there are curb sidewalks and normal setback sidewalks, sometimes in the same block.
