June 8, 1964
The regular meeting of the Common Council of the City of Eugene, Oregon was called to
order at 7:30 p.m. PDT on June 8, 1964 in the City Hall at 11th Avenue and Willamette
Street by His Honor Mayo~ Edwin E. Cone with the following councilmen present: Mrs.
Lauris, Messrs. Chatt, Swanson, Christensen, Deverell, Crakes, Hawk, and Purdy.
The invocation was given by Rev. W. W. LaMunyon, president of the Eugene Minis-
terial Association.

Mayor Cone gave a short talk entitled "Requiem for An Old City Hall" in which he
briefly reviewed the history of the building located at 11th Avenue and Willamette
Street through the period from 1903 to the present time. Mayor Cone pointed out that
the purchase price was $40,000 for the acquisition of t~e puilding and land by the
City of Eugene in 1915, and also named the various tenants who had occupied the build-
ing since its construction in 1903.

Mayor Cone then introduced Mr. Hugh Proudfit, vice president of Pacific First Federal
Savings and Loan Associa~ion, who pr~sented Mayor Cone with a check for $257,200 as
the balance of the payment for the purchase of the old City Hall building. Mayor Cone
in return presented Mr. Proudfit with the deed to the property.
Mr. Crakes moved seconded by Mr. Swanson to adjourn the meeting to the new Council
Chamber at the new City Hall at 777 Pearl Street. Motion carried.

from the old City Hall at 11th and Wil~amette, was called to order at 8:15 p.m. PDT
on June 8, 1964 in the Council Chamber of the new City Hall at 777 Pearl Street by
His Honor Mayor Edwin E. Cone with the following councilmen present: Mrs. Lauris,
Messrs. Chatt, Swanson, Christensen, Deverell, Crakes, Hawk, and Purdy.
The invocation was given by Rev. W. W. LaMunyon, president of the Eugene Minis-
terial Association.

Mayor Cone introduced Mr~. Helen ~i1l, president of Eugen~ Women in Construction,
who presented a plaque of the Declarat~on of Independence to the City of Eugene.
Mayor Cone then presented the City of Eugene with a paint~ng of the old City Hall
at 11th and Willamette as a gift from himself and Mrs. Cone.

Mayor Cone announced the. winner of the Peace Essay contest - Mike Herring - and
presented him with an award.
The Mayor then stated that a meeting room in the southwest block of the new City
Hall had been completed and furnished by Mr. R. E. "Bill" McNutt in honor of his father,
Mr. Earl McNutt, a former mayor of the City of Eugene and a member of the Eugene Water
& Electric Board. Mayor Cone asked Mr. Earl McNutt to stand and be recognized, after
which Mr. Bill McNutt thanked the Mayo~ and Council and administration for the co-
operation extended to him in furnishing the room and in apprec~ation for the space they
were allowed to have in the new City H~ll to set up the memorial to his father.
Mayor Cone announced the plans for dedication of the new City Hall building to be
held on June 27, 1964.

A letter from L. W. Trommlitz, pr~sident of Eugene Water ~ Electric Board was read
congratulating the City of Eugene on i~s move to a new City Hall. Mr. Trommlitz stated
in his letter that this was a culmination of many years of work by the City Councils
and people of Eugene, and the resulting building is a notable achievement in the de-
velopment of the community.
Minutes of the Council meetings held May 11, 1964 and May"25, 1964, as mailed to
members of the Council, were approved.

NEW BUSINESS
I
Councilman Swanson commented that perhaps some speed signs should be placed in
the garage area of the new City Hall.

Mayor Cone commented that perhaps traffic should,have some type. of control on
the High Street improvement project now going on in front of the Register-Guard'
building.

Announcement was made of a meeting of the.Stadium.Committee to be held Friday,
June 12,-1964, 7:45 a.m. All councilmen were invited.

Purchase Coburg Road Right-of-Way - The Public Works Department recommended
purchase of land for right~of-way for Coburg Road widening fro~ Dale Dick at
: 1321 Coburg Road for $660.00, and from Francis W. and Mae E. Delyea at 1383'
Coburg Road for $1,035.00.

Mrs. Lauris moved seconded by Mr. Chatt to authorize purchase o'f the land as recom-
mended. Rollcall Vote. All councilmen present voting aye, motion carried.

project, except paving Kincaid from 18th to 19th, paving 15th ~rom Polk to Tyler, and

Paving Kincaid from 18th to 19th - Mrs. Alberta Heffron, attorney speaking for Mrs.
Daphine Walker, read a letter to the Council pr~testing this paving, also a petition
was presented bearing the signatures of nine pe~ple owning property abutting Kincaid
which would be affected by the improvement prot~sti~g that the s~reet does not need
paving at this time and protesting the assessment which would re~ult.

The Public Works Director gave a brief history ~f the development qf this block on
Kin~aid Street, ending with the recommendation qf the Public Works Department tha~ .
sho~ld the City wish to proceed with the project, consideration be given to crediting
the property owners for one-half of the cost of the curb and gutter price, or approxi-
mately $.70 per front foot.

Mr. Swanson moved seconded by Mr. Chatt to proc~ed with the paving of Kincaid Street
from 18th Avenue to 19th Avenue, award the contract to the low bidder on the project,
and credit the assessment against abutting prop~rty by $.70 per front foot. Rollcall
vote. All councilmen present voting aye, excep~ Mrs. Lauris voting no, motion carried.

Paving 15th Avenue from Polk to Tyler -.Mrs. Frank Moody was present and also had pre-
sented a written protest concerning this paving. Also protesting were' Mr. and Mrs~ '
Carl Hushek and Mrs. Harris. .After some further discussion by the Council; Mr. Chatt
moved seconded by Mr. Christensen to proceed with paving the street and award the
contract to the low bidder on the project.' Rollcall vote. All Councilmen present
voting aye, excep~ Mrs. Lauris voting n~, motion. carried.

Paving 15th Avenue from Tyler to east one-half block - As suggested at a previDus meet-
ing, Dr. Purdy moved seco~ded by Mr. Crakes to pave 15th Avenue from Tyler Street to
the east for approximately one-half block at the same time. Rollcall vote. Motion
defeated, Messrs~ Chatt, Christensen, €rakes, and Purdy voting yes; Mrs.Lauris, M~ssrs.
Swanson, Deverell, and Hawk voting no;'Mayor Cone abstaining. . .

Paving 25th Avenue from Hilyard to University - Mrs. Delbert Cooper was present and
protested the paving of this street. After some discussion by the Council, Mr.Hawk
moved seconded by Mrs. Lauris to hold this item until the Counc~l meeting' of June 22,
1964. ~otion carried.

2. Dedication, Airport Terminal Building - The City Manage~ stated th~ AV,ia-.
'tion Corrunittee of the Eugene Chamber of Corrunerce wished to promote the
dedication of the new terminal building at Mahlon Sweet Field~ and they
suggested the dates of September 19 and, 20, 1964, with .t~e .dedication
ceremony to be held on.the 20th. The Avi~tion Corrunittee st8:ted they had
arranged fo~ an ,air show on,both days with the Blue Angels, U.S.Navy.pre-
cis ion flyin~ t~am, making ,an appearance l>Ot}1 ~ay~, 'and. requested" that
~he City Cocincil participate in the actual airport terminal building
dedication program, and also that a $1.00 fee per car be allowed ~or park-

4. Parking Corrunittee, Downtown Revitaliza'tion - Mr. Otto Poticha presented .
to the Council, ~lanning Commission; and members of'the Architects' ~Associa~
tion a number of slides depicting the thinking regarding the ,possibLe use '
'of some of the 6pen land and street areas within the downtown Eugene core
area. Mr. Poticha stated that the parking problem is only one of the
projects which should be considered by the downtown core area, that' real
consideration should be given-by the people who 'lease, rent, or who own
'the buildings in the downtown core area to a program for renewing or re-
vitalizing to be undertaken at once. Comments were given by Mr. Howard
Buford, Mr. Vince Farina, Mr. Jim Longwood, and others concerningth{s
proposed plan. After extensive discussion by-the Council and others pres-
ent, Mr. Crakes moved seconded by Mr. Christensen that ,the Mayor appoint a
study corrunittee for the revitalizatio n of the' downtown' core' area. Motion.~

Street. Mr. Christensen moved seconded by Mr. Hawk to uphold the
Planning Commission recommendation and deny the requested rezoning.

1. Variance. 12th & Patterson. Consonant. Inc.- The Assistant ~ity Manager
pointed out that this item had been referred by the Council to the Plan-
ning Commission with regard to a 6-months extension from May 26, 1964.
But that Dr. Hoover'wanted a'hearlng before the Council before the Plan-
ning Commission hearing. Dr. Hoover said that the project is now about
two months from construction, and that a parking tower is no longer planned.
Consonant, Inc., has purchased or has an option for the purchase of ad.di- '
tional property so that 145 cars can be parked on the ground level which
Dr. Hoover said would be adequate for two years. Dr. Hoover asked that
the variance previously granted be extended. He pointed out that the
building contains about 40,000 sq. ft. of space. Mr. Chatt moved seconded
by Dr. Purdy to refer the item to the Planning Commission Monday, June 8,
noon meeting, and indicate to the Commission the Council's. approval if
C-3P parking standards are met. Motion carried.

to 27th - The petition was signed by owners of 68% of the abutting prop-
erty, bu~ 100% of the northern part and only 38% of the southern were
represented. Mr. Chatt moved seconded by Mr. Hawk to approve the peti-
tion. The committee stressed the importance of a continuously improved
street, rather than leaving a gap unpaved. A vote was taken on the mo-
tion, and motion carried.

petition carried signatures of owners of 100% of the property affected"

12. Sacred Heart Hospital, Parking on City-owned Land 13th and Alder - A
piece of property at 13th and Alder had been deeded to the City by
Sacred Heart, and Sacred Heart is now requesting permission to park
in this space. The Assistant City Manager as~ed the committee to give
the administration some direction as to the feasipility of leasing,or in
some other manner permitting the Hospital to use the property for parking.
Mr. Christensen asked if the Hospital is complying with their original
plans for off-street parking, and the Assistant City Manager said he
sould look into this. Dr. Purdy moved seconded by Mr. Chatt to g~ve
tentative approval to the Hospital's proposal. Motion carried.

l3.Amending City Code, Airport Licenses - The Assistant City Manager said
that one commercial license and sixteen private licenses have been
issued to owners of airplanes using Mahlon Sweet Fiel~. He explained
that revenue from these licenses was $360 ~ast year and that the
licenses no longer serve a useful purpose. He. said that the City Mana-
ger agreed on this point and that the City should be encouraging operation
of private aircraft at the Airport and not discouragirg it by charging
a license fee. Mr. Swanson moved seconded, by Mr. Christensen to repeal
those sections of the City Code which require a~rplane licenses. Motion
carried.

i4. Bid Opening Improvement Pro;ects, June 2, 1964 - A tabulation of bids
for various improvement projects opened June 2, 1964 was presented to
the Committee. The Assistant City Manager said that a petition r~pre-
senting 84% of the property which would be assessed for the paving of
Kincaid Street between 18th and 19th Avenues had been submitted, and he
noted that the thrust of the petition was that the macadam su~facing
which was done in 1921 and 1926 is satisfactory, that the owners of the
property on the street are elderly and do not have fi~ancial resources
to pay the assessments, and that the propo~ed paving would be unfair, un-
lawful, and unauthorized under the City Charte~. The Public Works Di-
rector pointed out that the property indeed had been previously assessed,
but that it was not for permanent improvements, merely for grading and
graveling the street, and that the street has been an expensive mainte-
nance problem and that any macadam on the stree~ has been placed there
for patching rather than as a permanent surface. Mr. Christensen moved
seconded by Mr. Swanson to proceed with paving of the street. Motion
carried.
