The adjourned meeting of the Common Council qf the City of Eugene, Oregon - ad-
journed: from the meetlng held June 8, 1964 - was called: to order at 7:~O p.m. PDT. in .
the C.ouncil Chamber on June 22, 1964 by His Honor Mayor Edwin E. Cone with the follow-
ing councilmen present: Mrs. Lauris, Messrs. Chatt, Christ'ensen, Crakes, and: Purdy.
Messrs. Swanson, Deverell, and Hawk were absent.

NEW BUSINESS
1 It was announced the Downtown Study Committee-had invited members of the Council:
to sit in .on a meeting of the Committee on Friday, June 26, 1964,'at 7:30a.m. at
the County Courthouse cafe.
2 Mayor Cone introduced and welcomed members of Boy Scout;roop nil, their Scout-. I
master Gerald Twite and 'Committee-Chairman Leland Cramer.
3 -Announcement was made of the dedication luncheon: to' be held Saturday noon,
June' 27, 1964. -
4 Budget 1964-65 _: The C'ity Manager announced this as the time: -and place for the public
hearing on the 1964-65 budget as advertised. He explained that under Summary of .
Revenues, Section IV, Revenue from Use of Money & Property, Item 2. Rents & Conces-
sions - should show an increase: of $7176 for addltional: rent from Skinners Butte
housing.
Section V, Revenue from Other Agencies, Item 3. Federal Grants-in-Aid - the amount
should be increased t6 $873,551. . . -
Section VI, Charges for Current Services, Item' 2. Safety - Due to' a revlsion in the
air pollution contract with .the County and City of Springfield, the figure should be
increased to $230,112. Also, an {tern should'be added: f6r $6000 as rent from Eugene
Boys'Athletic Association for their quarters in thi City Hall~

In the City Hall Building & Grounds budget, the City Manager stated that under the
Total Contractual Services item, he would recommend the addition 'of'$1380, ra;i.sing:
. that figure to $24,540 ,for the: hiring of a professional window cleaning 'firm. to .
clean City Hall glass twice a year.

Under Personnel Administratio11:, the Group Hospital Insurance item of $26,250 was in <-
creased to approximately $35,250. .
Mr. Christensen moved seconded by Mr. Chatt to approve the City's participation in I
the medical cont~act. to the extent of 100% of the premium payment for City employes.

Also under the City Hali Building & Grounds budget, the item New City Hall, $32,000
was increased to $120,000 as a carryover for uncompleted payments on the new City
Hall.
Mrs. Lauris moved seconded by Mr. Chatt to approve the change. Rollcall vote. All
councilmen present voting aye, motion carried.
In Section II, Public Safety, Police Department - It was recommended that the number
of lieutenants be increased from 4 to 5, also the number of sergeants be reduced
from 12 to 10 with the adjustment in the salary expenditures respectively increased
to $37,200 and decreased to $72,000. It was also recommended that the number of
e patrolmen be increased from 13 to 14 with the adjusted salary expenditure increased
to $78,960, and the adjusted total for Personal Services for the Police Department
reduced to $570,343.
Mr. Chatt moved seconded by Mr. Crakes to approve the recommended'changes. Rollcall
vote. All counciimen present voting aye, motion carried.
Also in Section II, Public Safety, Dog Control - It was recommended to reduce this
I item from $9000 to $7000.
Mr. Chatt moved seconded by Mrs. Lauris to approve the recommended change. Rollcall
vote. All councilmen present voting aye, motion carried.
In Section III, Public Works, Highways - Mr. Chatt moved seconded by Dr. Purdy to in-
crease the salary of the Director of Public Works to $13,200. Rollcall vote. All
councilmen present voting aye, motion ,carried.
In the same section, Traffic Engineering Department - A slight adjustment in the
salary for Utility Worker III was recommended, making the maximum salary figure $440
for 12 months, total $5280.
Mrs. Lauris moved seconded by Mr. Chatt to approve. Rollcall vote. All councilmen
present voting aye, motion carried.
In Building & Safety Department, Air Pollution Control Officer - It was recommended
an assistant be hired to work into the expanded program for air pollution at an esti-
mated figure of $7100 to include salary and fixed charges.
Mrs. Lauris moved seconded by Dr. Purdy to approve the expenditure. Rollcall vote.
All councilmen present voting aye, motion carried.
I It was also recommended that an item of $6190 for Housing Code inspector be added to
Personal Services. There wer~ comments from the audience by 1:fr. Bronson who objected
to the additional expense to the City and who recommended further,enforcement of the
present inspection code. Mr. Wysong, chairman of the Committee of Neighborhood &
Community Affairs spoke for the addition of the inspection. A 1 so, Mr. Dean Haley
spoke recommending the addition of the inspector.
Mrs. Lauris moved seconded by Mr. Crakes to approve the additional salary item for
the inspector. Rollcall vote. All councilmen present voting aye, except Messrs.Chatt
e and Christensen voting no, mo~ion carried.

Under Section VI, Libraries, Public Library - A change in the sal?ry expenditure for
Custodial Worker III to make maximum salary of $420 for nine months, and $440 for
three months, reducing the total to $5100. Also, the item of Childrens Books was ad-
justed from $1680 to $840.
Mrs. Lauris moved seconded bY,Mr. Chatt to approve the changes. ~ollcall vote. All
councilmen present voting aye, motion carried.
In Section VII, Recreation, Parks and Recreation Department - The Total ~dntractual
Services item was recommended to be increased from $23,008 to $27,158 which would
allow for paying for utilities for Skinners Butte housing for the next few months.
Mrs. Lauris moved seconded by Mr. Chatt to approve. Rollcall vote. All councilmen

In Section VIII, Utilities or Other Enterprises, City Hall parking - It was recom-
mended that the Public Works Department be reimbursed for its costs in preparing the
. parking area in the City Hall, increasing by $1338 to make a total for City Hall Park-
ing of $7108.

The Mayor suggested that further discussion on. the budget be carried over to an ad-
journed meeting on June 29, 1964, and ~t was agreed that a motion would be made at
the end of the meeting to adjourn to June 29, 1964 at 7:30 p.m. pbT.

1 The' City Manager asked the Council if: they wished ~o go on record as being in' e
favor of or opposed to the establishment of a shopping center just north of Eugene.
The Manager stated the Center proposed to build a package sewage treatment piant on
their own property. However, it had been proposed that a pr'essure 1 i~e across t.he
River could-be built to allow them: to use the:Eugen~ disposal plant. Permission to ,
use the Eugene plant would not be grantectuntil the'area:of the Center was annexed: .
to the City of Eugene. The pumping unit and pressure line h~d been estimated to
cost approximately the same amount: as' the package tFeatment plant. ' I

Dr. Purdy moved seconded by Mr. Crakes to grant permission to the Center to construct
at their expense a pump"ing unit and pressure": line across the River to the Eugene
sewage disposal plant, contingent upon annexation tothe:City of Eugene. Motion'car-

plat of Lots 6 and 7, .Block 6, Sunny Hollow, item be rejected and new bids called
on specifications written separately for the paving and the sewers, and that con-

2 1. Annexation Crest Drive Elementary School - The Planning .Comm~ss~on recom-
mended that the Crest Drive Elementary .School site be aqnexed to the City
of Eugene. Mr. Chatt moved seconded by Mr. Crakes to approve the annexa-
tion.
I 3 2. Sanitary Sewers Willakenzie Improvement District WS-64-l0 (Gilham Road
from Belt Line Road to Jeppeson Acres Road) - The petitioners for thi~
improvement are located in a large area which could be set up as an im-
provement district in the Willakenzie area. Mr. Chatt moved seconded by
. Mr. Hawk to approv~ installation of sewers in the district out~ined by
the petition. Motion carried.
e 4 3.. Paving Calvin Street from Western Avenue to Vernon Way; also Martha Court
from Calvin Street to west - Since the east side of Calvin Street is out-
side the City, only the.west half of this street could be paved under.
this petition. Mrs. Lauris moved seconded by Mr. Hawk to approve paving
the entire width of the street, providing the petitioners agree to pay
the assessment for the full width of paving. Motion carried.
5 4. Paving 25th, Hilyard to University - Mr. Christ~nsen moved seconded by
Mr. Crakes to proceed with the paving of this street and to ~ward the
contract to the low bidder on the project as submitted on June 16, 1964.
Motion carried.

6 5. Paving 15th, Tyler to Fairgrounds - Mr. Christensen moved seconded by
Mr. Hawk to approve paving 15th Avenue east from Tyler Street one-hal~
block to the Fairgrounds. Motion carried, Mr. Deverell voting no.

8 7. Paving Grant, 17th to Amazon - A letter addressed to the Public Wqrks De-

the Amazon stated they wished to withdraw their petition for the
paving of this section due to financial hardship in the case of some
of the property owners. Dr. Purdy moved seconded by Mr. Deverell to
approv~withdrawing the petition. Motion carried.
1 8. Salvation Army Storage Hut, 645 Olive - A letter was read from Captah
Oliver Stenvick of the Salvation Army requesting the City Council to
permit the Salvation Army to use the storage hut at 645 Olive Street
through June 1965. Upon discussion, the Council was advised that
there is no provision in the Code for temporary structures,except con-
struction shacks near'construction projects. Mr. Christensen moved
seconded by Dr. Purdy to deny the request of the Salvation Army..Motion
carried. e
2 9. Building Code Compliance, 934 Washington, Huey - Mr. Don Huey, ,2861
Alder Street, had been advised by the Building Department to make four
corrections to the apartment house at 934. Washington Street to enable
the Building Department to issue a certificate of occupancy. An exten-
sion to comply with the Code by June 12, 1964 had been granted Mr. Huey
by the Building Department. Mrs. Lauris moved seconded by Mr. Hawk I
that Mr. Huey be asked to comply with the Code as directed by the Build-
ing Department. Motion carried, Dr. Purdy voting no.
Mrs. Lauris moved seconded by Mr. Chatt to approve Items 1 through 9 of the Committee
report. Motion carried.
3 10. Purchase Randall-Brist property, 27th and High - Mr. Chatt moved seconded
by Dr. Purdy to approve purchasing the Randall-Brist property at 27th
Avenue and High Street for $4800. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 10 of the Committee report.
Rollcall vote. All councilmen present voting aye, motion carried.
4 11. Segregation of Assessment, 35th and East Amazon, Buck - Mr. Jack Buck had
requested the segregation of assessment for the paving of 35th Avenue
and East Amazon Drive to apply against three parcels of the original
Lots 15 and 16, 3rd Addition to Sunny Hollow. Lot 15 had been assessed
for $485.49, and Lot 16, $1638.18. The request was to segregate the
assessment so: Parcel 1 ~ $323.67; Parcel 2 - $909.66; and Parcel 3 -
$890.34. Dr. Purdy moved seconded by Mr. Swanson to approve the segrega-
tion request. Motion carried.

6 13. Easement Exchange, Sunset to Skyline, Rubenstein - The 'Public Works
Department requested execution of a quitclaim deed exchangin~ a sewer
easement on the Harry Rubenstein property between Sunset Drive and
Skyline.Boulevard (Lot 14) for another on. the sa~e pro~erty. The
existing easement cannot (; be used for sewer construction. Mr. Chatt
moved seconded by Mr.:Crakes .to approve the easement exchange. Motion
carried. .

7 l4~ Old Fire Trucks - Ihe City Manager stated an agreement had:been reached
between the Lane County Pioneer Museum-and the Firef{ghters Association
for the housing of the old Eugene Fire Department ladder truck and an ~
old.fire truck now located:at Mahlon Sweet Field: Theseirucks~ill I
be kept at the Pioneer Museum, maintained.and used -upon certain:occasions
by the Firefighters Association. Mr. Christensen moved seconded by
Dr. Purdy to allow the housing of the t'rucks in the:Pioneer Museum under
the proposed arrange,nt between the Lane County Pioneer Museum and the
Firefighters Association. Motion carried.

1 15. 30th Avenue Traffic - Mr. Lew Ward, on behalf of the Harris School PTA,
spoke concerning the incident of the gravel :truck coming down '30th Ave-
nue hill out of control and eventually winding up in the Amazon Creek
bed with fatal injuries to the driver, and the concern of the PTA for
the school children who have to cross 30th Avenue. Mr. Ward stated he
had contacted Mr. Richard Miller, chairman of the School District No.4
Board of Directors concerning this matter, and urged the Council to
strongly consider the erection of an overpass over 30th for the school
children attending Harris School. On further discussion" by the Council,
Mr.Christensen moved seconded by Mr. Chatt to approve the overpass and
direct the staff to contact the School Board and the County with a view
to sharing construction costs, and report back to the Council with a
e recommendation. Motion carried.
2 16. Abatement 1373 West 7th, J&W Towing - Superintendent of Building In-
spection reported that this property cannot be abated at the present
time according to the City Code and no action was taken by the Council. "

tee report. Motion carried, Mr. Crakes voting no on Item 15.

Purdy; City Manager; Assistant City Manager; City Attorney; City
Recorder; Director of Public Works; and Others.
3 1. Amendment , Civil Service Code - The City Manager explained a proposed
ordinance which would amend Section 13.8 of the City Code relating to
Civil Service. The change would provide for the exclusion of members
of a rural fire protection district which district had been wholly or
partially annexed to the City of Eugene, and whose member's might be em-
ployed as firemen by the City of Eugene. Mr. Christensen moved seconded
by Mr.Chatt that the ordinance be presented at the June 22, 1964 Council
meeting for action. Motion.carried.
Mrs. Lauris moved seconded by Mr. Chatt to postpone action on Item 1 for one week.
Motion carried.
4 2. Bid Opening Improvement Proiects-June 16,1964 - A tabulation of bids
was read by the City Manager; The Public Works Department recommended
that the project included in the tabulation for the" pa~ing and sanitary
sewer in Rep~at of Lots 6 and 7, Block 6, Sunny Hollow, be withdrawn and
I specifications written on the paving and sewer projects separately and
new bids called on each project separately. Dr. Purdy moved seconded by
Mr. Crakes to approve withdrawal of the project'as recommended. Mot io n
carried.
Dr. Purdy moved seconded by Mrs. Lauris to award contracts to the low
bidder on each of the remaining projects. Motion carried.
5 3. Vacation Beech Street, 13th to Franklin Boulevard - The Urban Renewal
e Agency had requested the vacation of Beech Street between 13th Avenue
and Franklin Boulevard, the vacated area to be used as a part of the
University's parking program' development. The Public Works Department
indicated that the City is involved to the extent of $436.88 in paving
costs for the intersection, also there"is an IS-inch sewer, and water
and gas lines in the street. Mrs. Lauris moved seconded by Mr. Christen-
sen to approve the proposed vacation. Motion carried.
6 4. Crosswalk on Pearl Street between 7th and Sth - In May 1964, the Council
had requested a staff recommendation concerning installation of a cross-
walk on Pearl Street between 7th and .8th Avenues from the new City Hall
to the Courthouse area~ The City Manager read a statement giving his
reasons for his recommendation against the installation of this crosswalk.
He stated that pedestrian traffic at this point would be observed over
a period of time and the situation may be re-evaluated at a later date.
I Mr. Christensen moved seconded by Mr. Chatt to concur in the recommenda-
tion of the City Manager against establishment of the crosswalk. Motion
carried.

1 6. Yield Signs on Grant between 7th and 13th - Ba.sed on the accident statis.-
tics 'in the area from 7th to 13th Avenue ~n Grant Street, the Public Works
Department recommended the installation of "yield" signs at the intersection
of Grant Street with Sth Av.enue, 9th Place, 10.th Avenue',12th Avenue, and
Broad~ay, and that parking be restricted ?O feet in all directions from
the i~te'rsection' of Sth Avenue' and Grant Street.. M:rs.. Lauris moved seconded

striction of parking 'for 50 feet .from the intersection of Sth and Grant in

2 7. Underground Wiring Street Lights - In answer to previous' inquiry regard- 4It
ing costs of. underground wiring for street lights in subdivisipns and. .
oth~r install~tions {n residential a~eas, the City Manag~r stated that at
the' present, time the: City pays $2.70 ~er month per P9le:which would in~
c14de installation, power, and maintenance. Should the installation be
made. underground; the charge would be $555 whi~h would mean a $130 charge
to the developer with Eugene Water & Electric B~ard paying $425, and.would
raise the City's monthly' payment to $3.70 per pole per month. After some I
discussion by the Council, Mrs. Lauris moved sec~nded by Mr. Chatt~to ap~
prove the proposal of underground wiring with the distribution of costs
as outlined. Motion carried, .Mr. Christensen voting no.

6 15. Airport Terminal Building Dedication Committee - It was recommended that
the Mayor appoint a committee for the dedication of the Airport terminal
building. The Mayor indicated he would do this at a later date.
7 16. City Symbol - Discussion of a possible change in the City's Seal and de-
sign for use as a City Shield and letterhead was discussed, with two
samples being shown of designs submitted by-two designers. The Counc il
