Council Chamber I Eugene, Oregon June 29, 1964 The adjourned meeting of the' Common Councii of th'e City of Eugene', Oregon - adjourned from the meeting held June 22, 1964 - was called to order in the Council Chamber at 7:30 p.m. PDT on June 29, 1964 by His Hono.r Mayor Edwin E. Cone with. the following councilmen present: Mrs. Lauris, .Messrs. Chatt, Deverell, Purdy, and Hawk. Councilmen S~anson, Christensen, and Crakes were absent. 1 1964-65 Budget - The City Manager explaine~ three other changes in the 196~-65 b~dge~ - An increase of $1500 in the Revenues section for Bicycle Licenses; an increase of $1500 in the Expenditures section for Fin'ance Department, Printing and Binding; and an increase' for ov'ertime' pay because of. the. Eugene Pl~n-. ing Mill fire: $1000 in the Fire Department, and $19~.26 ii the Polic~ Department, Spe~ial S~rvic~s~ , , , Mrs. Lauris moved seconded by. Mr. Chatt to approve. the additional items. (Total budget $14,496, 32~:. 87) . , e 2 Council Bill No.. 6697 - Adopting 1964-65 City budget and leyyin~ tax i? the amount of $2,890,600 wa~ submitted and read in full. Mrs. Lauris moved seconded by Mr. Chatt that the bill be read the second time by council bill number only, with unanimous consent, of the Council. Motion carried una?~mous~y and the bill was read the second time by council bill number only. Cod~e - ,'The 'City Manager 'stated a conferenc.e had: bee.n held between :representa- tives of. the Fy-efighters' Association, chairman of the Civil Service .commission, ~he C:ity At,torney, and himself with the result that an agreement had been reached regarding the employment of three Bethel- Danebo Fire and Water District employes by the Eugene Fire Department. Motion carried. 5 Lease , NW corner 3rd and' Ferry, Eugene Moving & Storage - Mr. Holleque' of Eugene..Mo:ving and' Storage requested a 5-year lease or purchase of property at the northwest corner of' 3rd Aven~e and Ferry Street now leased on a year-to-year basis by the firm ~rom the C~tyo~ E~gene: On discussion by the Counc~l, Mrs. Lauris moved seconded by Mr: Chatt to approve a 5-year lease to the Eugene Moving & Storage Company. Motion carried. .' " " __ 6 Liquor Licenses - The following applications for liquor licenses were submitted as approved by the Police Department: " Jack~s Tavern, 24 West 8th - Mona E. Trabue - Retail Malt Beverage Class A and Package Store Class B' (Change of Ownership) Carriage Trade, 160 South Park - Dave VanFossen - Class B'Dispensers (Change of Ownership) Mrs. Lauris moved seconded by Mr: Chatt to approve the applicatio~s. A&M Body Shop - The.A&M Body Shop request~d permission to l?cate a t!ailer house at the construction site of their new building, 138 Lawrence Street, for a nightwatchman on,a temporary basis. ' '.._ Mrs. Lauris moved seconded by Mr: Chatt to approve the variance and cail a hearing to be held at the Council meeting on July 13, 1964. Motion carried. I 8 Coburg Road Right-of-Way - The Public Works Department recommended'purchase of the followi~g land for right-of-way for Coburg Road widening: . Ethel Gustafson; 1191 Coburg Road - $1040; and Fred R. and Gertrude C. Herbst, 890 Co burg Road-$450 Mrs. Lauris moved seconded by Mr. Chatt to approve the land purchase. Rollcall vote. All councilmen present voting aye, motion carried. ~ ~ ~ 71 e 6/29/64 I 1 Junction City Water Control District - The City Manager read portions of a petition for the formation of a subdistrict of the Junction City Water Control District in which the City of Eugene would be in- volved in the general area of Mahlon Sweet Field. He recommended signing the petition as it would be to Eugene's advantage so that funds could be supplied and work done by the Federal government in the drainage of the area. Mrs. Lauris moved seconded by Mr. Chatt to approve signing the petition. Motion carried. 2 Bill - Bob Smith - Mr. Bob Smith presented a bill in the amount of $1000 for work done in preparing specifications for the terminal building restaurant furniture and fixtures at Mahlon Sweet Field. Mrs. Lauris moved seconded by Mr. Chatt to allow the bill and authorize proper City officials to draw the necessary warrant. Rollcall vote. All councilmen present voting aye, motion carried. 3 City Hall Dedication Recording - Radio Station KERG presented the City of Eugene with a tape recording e of the ceremony held Saturday, June 27, 1964, dedicating the new City Hall building. Dr. Purdy moved seconded by Mr. Hawk to extend thanks to KERG for the tape. Motion carried. 4 E. A. Barton Expense - The City Manager explained that Mr. E. A. Barton, who had previously made a parking survey for the City of Eugene and the University of Oregon, would be in Oregon the latter part of July and would also visit Eugene as a followup to the report of the survey. He would expect to be I reimbursed for his expenses for such a trip. Mr. Chatt moved seconded by Dr. Purdy to authorize an expenditure not to exceed $450 for the expenses of Mr. Barton.
