Edwin E. Cone with the following councilmen present: Mrs. Lauris:, Me:ssrs. Swans'on, Christens'en, Deverell, Crakes, and Purdy. Councilmen Chatt and Hawk were absent. kinutes of the a~journed meetings held June 22, 1964 and June 29, 1964, as mailed. to members of the C,ouncil:, were approved. , , e NEW BUSINESS 1 Mrs: Lauris commented that she noticed ~ sectio~ of the ~illrace'was being filled in and a storm sewer pipe was, installed and asked if this would be a continuing thing. . and if :the City has any' ju'ri~di~tion ove.r' th'e millrace channel. The ~ity A_tto.rney ~tated that the C~tyhas no: righ~ to stop: pr~perty owners from fill~ng in the channel in this fashion. Mrs. Lauris then suggested that p~rhaps.the Mayor's committee on' I parking at one of their meetings could discuss the matter of right-of-way easements along, the millrace chann_eL . .. . -. - . .. 2 Dr. Purdy asked the question as to the employment of the dog control officer and what the situation is at the present time. Police Chief Ellsworth then commented that at the present time the dog con,trol offi~er' is taking a training session and, that as sOOn as a vehicle is ready for his use, he would be on patrol. 3 Mayor Cone then recognized a grade school class from Condon School visiting the Council meeting with their instructor, Mr. Campbell. 4 Abatement, Eugene Chemical & Rendering Works, Tosta - The City Manager asked the City Attorney to bring the Council members up to date on all that had happened over the years concerning the removal of the Eugene Chemical & Rendering Works from its present location on Centennial. Boulevard. The City Attorney then outlined the proceedings thus far. The City Manager then stated that the Eugene Chemical & Rendering Works had promised to move their operation to the neighborhood of Harrisburg but that the move just had not been accomplished, and it was the recommendation of the staff that abatement proceedings be initiated. Dr. Purdy moved seconded by Mr. Crakes to approve the recommendation for start of abatement proceedings on Eugene Chemical & Rendering Works. Motion carried. 5 Airport Terminal Building Dedication Committee - Mayor Cone announced that he would I appoint Mrs. Lauris, Mr. Crakes, and Dr. Purdy to the Airport Dedication Committee for the dedication of the new terminal building at Mahlon Sweet Field in September. 6 This being the date set for the award of contracts for var.ious improvement proj- ects, the following tabulation of bids was presented as opened July 7, 1964: Cost Pav Contract per /Frnt~: Cost to Amount Proiect and Name of Bidder Wdth Cost Zone, Ft. Langford, restaurant operator, were to meet, Tuesday morning" July 14, 1964, to negotiate, and since time is of the essence the City Manager requested permission to pegotiate a lower ?moun~ with the ~rchitect and contractor. Mr.. Christensen moved seconded by Mr. Crakes to, approve negotiation by the City I Manager on the required amount of money needed ~hich would be approximately $15,000 to $20,000 to complete the installation. Bailey Lane School Site - In order to make the best use of land owned ! by the City of Eugene and School District No. 4 in the Ascot Drive/ , Bailey Lane area, where the School District proposes to-build a school, it was recommended that the City exchange certain acreages with the School District in order to consolidate holdings which would allow the School District to construct their building on Bailey Lane and which would allow the City to consolidate its park properties to the south and off Ascot Drive. It was proposed that the house now lo- cated on park property would eventually be removed. A map showing the location of the properties of the City and the District was pre- sented..
