The adjourned meeting of the Common Council of the City of Eugene, Oregon - ad-
journed from the regular meeting held July 13, 1964 - was called to order at 7:30 p.m.
PDT in the Council Chamber on July 27, 1964 by His Honor Mayor Edwin E. Cone with the
following councilmen present: Mrs. Lauris, Messrs. Swanson, Christensen, Deverell,
Crakes, Hawk, and Purdy. Mr. Chatt was absent.
Minutes of the regular meeting held July 13, 1964, as mailed to members of the
Council, were approved.

NEW .BUSINESS
1 Councilman Hawk, chairman of the Mayor's Downtown Study Committee, presented a
report from the Committee, stating the Committee had had expert references of guest
speakers, planners, architects, and assistance from many sources along with good co-
operation of downtown merchants. He stated that under the home rule provision, it
I is possible for the City Council to initiate a Charter amendment for the issuance
and sale of revenue bonds to finance an .assessment district for off-street parking
and downtown improvements. He .also announced a meeting which .is to be held Wednesday
morning, July 29, 1964, with downtown pLoperty owners at which Mr. E. A. Barton,
parking consultant, would speak. Mr. Hawk then introduced Mr. Frank Shearer, vice
chairman of the Committee, who stated that off-street parking is only one step in re-
vitalization of the downtown core area. He remarked that there is some question in
the minds of Committee members as to whether total parking meter revenues within a
proposed district would be pledged to retire revenue bonds if they were approved,
and requested clarification on this point and the Council's assistance in initiating
enabling legislation to form an assessment district.
Mr. Christensen moved seconded by Dr. Purdy to affirm that meter revenues from park-
ing facilities within such a proposed assessment district, after expenses of the
facilities, be pledged to pay for purchase of off-street parking lots and subsequent
structures within the district. Rollcall vote. All councilmen present voting aye,
motion carried.
In response to a query from Councilman Swanson, the City Attorney explained that a
Charter amendment would be necessary in order to sell revenue bonds to finance such
improvements.
Mrs. Lauris requested that the Downtown Study Committee also consider bus transporta-
tion in connection with the downtown improvements in Eugene.
I 2 Councilman Hawk brought up the subject of a second open house for the new City
Hall for those people who were unable to attend the dedication and open house on
June 27, 1964. The Council set the afternoon of Saturday, August 15, 1964, as the
date for the second open house.
3 Purchase .52 acres Jessen Drive and West Irwin Way. Quackenbush - The Public Works
Department recommended the purchase of .52 acres north of Jessen Drive near West
e Irwin Way from Arthur R. and Helen N. Quackenbush for $300 for location of a pump-
ing station for the Bethel-Danebo sewer system.
Mrs. Lauris moved seconded by Mr. Crakes to approve the recommendation and purchase
the land for $300. Rollcall vote. All councilmen present voting aye, motion car-
ried.
4 This being the date set for the award of contracts for various improvement proj-
ects, the following tabulation was presented of bids opened July 21, 1964:

Mrs. Lauris moved seconded by Mr. Swanson to reject bids on paving and sanitary sewer
in Lots 6 and 7, Block 6, . Sunny Hollow,Additian; paving and sewers in Hendricks Vista
Addition (no bids received); and paving and sewers in Deerfield Addition. Rollcall
vote. All councilmen present voting aye, motion carried.
1 With regard to the bids on the paving of Willakenzie Road; the:Assistant City Manager
presented a m?-p showing park land proposed for exchange with:Schoal District No: 4 to
allow relocation of the road to the west of its present location. Mr. Jack Miller, I
representing the developer of the adjacent:area, stated he thought relocation of the
road would pro~ide for better traffic movement:and fewer parking problems. :The Acting
Director o.f Park.s and Recre,ation :stated he would prefer to study the prQPosed ,exchange
before making a reconunendation since park area had been planned for a picnic site.
Mrs. Lauris moved seco~~ed by Dr. Purdy to award the contract to the low bidder on the
project. .
Mr. Swanson moved seconded by Mr. Hawk.to:a~end the motion to provide for paving the e
road in two sections, the first section from Coburg Road to Sheldon High School drive-
way' to be completed now, the second section:from Sheldon ~igh School to Cal.Young.
Road to bec6ns~ructed at .a:later time, such plans to:be subject to.the approval of
the Parks and' Recreation Department and the contractor. Motion carried.

e The Public Works Department recommended acceptance of the Feen~ughty Machinery ~o~
bid on the Wayne Model 980 of $11,417.00, the fourth lowest bid submitted, on the
basis of past experience with this make of equipment. Councilman Swanson asked if
restrictive specifications had been written and was told the specifications were
simple specifications and the Public Works Department had recommended the best bid
on equipment value. Mr. Christensen stated that the ability to interchange parts
with other sweepers owned by the City of the same make would be an advantage which
I would offset the difference in price.
Mrs. Lauris moved seconded by Mr. Hawk that the Wayne Model 980 sweeper be purchased
from Feenaughty Machinery Co. on their bid price of $11,417.00. Rollcall vote. All
councilmen present voting aye, except Mr. Swanson voting no, motion carried.
1 Payment Estimate to Richard Clark, architect for new terminal building at Mahlon
Sweet Field, was presented in the amount of $4,230. 4l.
Mrs. Lauris moved seconded by Mr. Swanson to approve the pay~ent and authorize proper
City officials to draw the necessary warrant. Rollcall vote. All councilmen present
voting aye, motion carried.
COMMITTEE REPORTS
Committee meeting held July 16, 1964:
"Present: Councilmen Lauris (presiding until Mayor Cone's arrival), Chatt,
Swanson, Christensen, Deverell, Crakes, and Purdy; City Manager;
Assistant City Manager; Assistant City Attorney; City Recorder;
Director of Public Works; and others.
2 1. Maximum Fine Ordinance - The City Manager distributed copies of a pro-
posed ordinance adjusting upward the penalty for violation of City
I ordinances. There was no discussion on the item.
Mrs. Lauris moved seconded by Dr~ Purdy that Item 1 of the Committee report be re-
ceived and placed on file. Motion carried.
3 2. Curb Sidewalk, 14th between Polk and Taylor - Property owners on the
north side of 14th Avenue between Polk and Taylor - Peter Schreiber,
Mrs. Wm. Widmer, and Gordon W. Elliott - requested curb sidewalk 10-
e cation. The Public Works Department had investigated the request
and studied the area and had determined that no topographical feature
exists which would justify waiving the standard setback location, and
recommended denial of the request, that 14th should be similar to
Taylor and 15th. Members of the Council having viewed the propo~ed
location, Mr. Christensen moved seconded by Dr. Purdy to approve
the standard setback for sidewalk location and to deny the request.
Motion carried.
Mr. Christensen moved seconded by Dr. Purdy to approve Item 2 of the Committee re-
port. Motion carried, Mrs. Lauris voting no.
4 3. Parking Restriction, 1081 West 6th, West 6th Grocery - Mr. A. L.
Newton, owner of West 6th Grocery at 1081 West 6th Avenue, requested
a parking restriction in front of his market. The Public Works De-
partment recommended l-hour parking restriction for the 58-foot
I frontage. Mr. Christensen moved seconded by Mr. Chatt to approve
the recommendation and sign the restricted curb~ Motion carried.

and Fairway Loop fromCoburgRoad to Fair Oaks Drive, excluding tree
removal cost of $1000, was $104,660.20. The Council, havirigviewed
the proposed location of the sewer line, were now given" an explana-
tion by the City Manager and Director of Public Works regarding
alternate proposals" and: costs for either placing the entire line in
the street or making adjustment for trees and plantings in order to
install the line off the street. It was under~tood that the total
contract'price to install the line entirely in'the street' would be
$117,300, or an approximate cost of $9.28 per zone foot. Mr.Christen-
sen moved seconded by Mr. Crakes to adjust the contract and install the
sanitary sewer line- entirely in the street. Motion carried.

1 5. Bids, Airport Terminal Restaurant -:: Since the opening of the restaurant
equipment bids, the Assis:tant City Man:ager, Vern Langford, and the archi-
:tect had conferred with a vi.ew to. reduc,ing the total amount of the bid
inasmuch as: the :original low bid was more than the total amount;.. of'
money available to spend on the proJecL -It was' determined. that ill I
order to have a first-class facility at the 'Airport and in keeping
with the furnishings and interior of the terminal building, the City,
would need'" to spend approximately'- $56,:242, as their share of the ex-
. p'ense in eq1.!ipping" the' restaurant. After some discussi9n by the:
Council, Mr. Christensen moved seconded by Mr. Crakes to: approve the
expenditure of $56,242. Motion carried, Dr. Purdy voting no.

2 6. Purchase EWEB property. 2nd & High. Housing Authority Community Facility-
A,letter was read from the Executive Director of the Lane County Housing
Authority stating the Housing Authority proposes to build a recreation
and community facility for the low-cost housing project and that the,
most desirable location for th~s facility would be on EWEB 'propert'y' at
2nd and High. The Housing Authority, woul~ turn over the f?-cility to
th:e City for operation and staffing by the City of Eugene, providing
the Counci1 enters into a' co-operation agreement wi,th the Housing
Authority to: operate a'nC! ma:intain the facility :Eor40, y'ears. The
Eugene Water & Electric Board haC! agreed 'on a selling pric~ for the
property, and it was proposed by the Pa~ks & Recreation Department of
'the City that the C'elest'e Campbell Center woul'd be moved to this prop- -
. erty,and adjacent to the structure proposed by the Housing Authority I
for low-cost housing,' ana the' entire facility would be operated as one
unit for the benefit of the citizens of Eugene and for the benefit 0:E

the City of Eugene enter into such an agreemen~ and also to purchase

3 7. Fire Equipment Purchase - The City Manager stated that it is now pro,-
posed that the City of Eugene not buy a snorkel for the'Fire Department
at this time. However, the equipment in the Bethel-Danebo fire depart-
mentwould need reconditioning~ and it was proposed to discard one
truck and purchase a new truck to" replac:e it. With' the balance' of the
money which had been allowed in the budg.et for purcha~,e pi equipment,
an additionai amount ,for, equipment could' be added, to the following.

Mrs. Lauris moved seconded by Mr. Swanson that~a letter be written to Mr. Koepke com-
mending and thanking him for his service to the Civil Defense. Motion carried.

1 1. Bid Opening Improvement Pro;ects, July 21, 1964 - A tabulation of bids was
presented as opened July 21, and the Public Works Directo~ pointed out
I that the low bid submitted by Wildish Construction Company on the paving
of streets in Replat of Lots 6 and 7, Block 6, Sunny Hollow Addition, was
considered quite high, being $16.67 per front foot. It was also pointed
out that only one bid had been received for the construction of a sani-
tary sewer in the same area (Northway Construction Company), being $12.73
per zone foot. Both low bids were considered too high by the Public Works
Department, and they recommended rejection of bids on both projects.
Mr. Swanson moved seconded by Dr. Purdy to reject bids on. the paving and
Sanitary sewer construction as recommended. Motion carried.
On paving Willakenzie Road from Coburg Road to Cal Young RO'ad, Mr. Hawk
moved seconded by Dr. Purdy to award the contract to. the low bidder,
Stanton Payne. Motion carried.
On paving and sanitary sewer construction in 2nd Addition to Eugene In-
dustrial Tract, and 5th Avenue and 7th Place from west boundary of 2nd
Addition to Eugene Industrial Tract to Seneca Road, Dr. Purdy moved
seconded by Mr. Chatt to award the. contract to the low bidder, Wildish
Construction Company. Motion carried.
On paving and storm and sanitary sewer construction in Hendricks Vista
Addition, no bids were received.
The Public Works Department recommended that bids be rejected for paving
I and sanitary and storm sewer construction in Deerfield Addition. Dr.Purdy
moved seconded by Mr. Chatt to reject the bids on this project. Motion
carried.
Dr. Purdy moved seconded by Mr. Chatt to award the contract for storm
sewer construction withinWildish Subdivision to Wild ish Construction
Company on their low bid. Motion carried.

2 2. Planning Commission Report - July 7. 1964
a. Zoning newly annexed Bethel-Danebo area - The Assistant City Manager
presented a map showing the Planning Commission's recommended zoning
of the newly annexed Bethel-Danebo area, excepting three small areas
which they recommended to be re-advertised, for public hearing at the
August meeting of the Planning Commission. A letter was read from
Mr. James M. Ragsdale, 2141 Wisconsin Street, requesting that in
zoning this area a variance be granted allowing him to operate a
barber shop at 2l4l.Wisconsin Street. Mr. Swanson moved seconded by
Mr. Chatt to approve the zoning as recommended, omitting the three
parcels, and to grant the variance requested by Mr. Ragsdale. After
discussion, Mr. Swanson moved seconded by Mr. Hawk to table the item
I until the Council meeting on July 27, 1964. Motion carried.
The Assistant City Manager explained that it would probably be better to zone the three
small parcels C-3P rather than leaving the areas without zoning until the Planning Com-
mission hearing in August and subsequent approval by the Council (lapse of time between

1 3. Planning Commission Report - July 13, 1964
a. Grade Separation, Pedestrian-Automobile (30th Avenue) - A report from
the Planning Director on policy regarding overpasses was distributed
to members of the Council for future study. The Planning Comm~ssion
had recommended construction of an overpass over 30th Avenue in the
vicinity of Potter Street, and that the general policy be adopted to
construct overpasses ov~r arterials only when the speed and flow of
traffic impede.pedestrian crossing. The report was received and
placed on file.

2 4. Planning Commission Report - July 20, 1964
a. East/west arterial along Amazon Creek from 15th and Jefferson to 11th -
At a joint meeting of the Planning Commission and City Council, the
I flanning Director had presented a drawing showing a proposed limited
access street paralleling Amazon Creek from 15th and Jefferson west
to 11th Avenue. The Director of Public Works commented that such an
arterial would be expected to relieve traffic on 6th, 7th, 11th, 13th,

A letter was read from the Local Affairs.Committee of the Southwestern Oregon Chapter
of the American Institute of Architects which offered services in an advisory capacity
on the planning and development for the future vitality and growth of the City.
Mrs. Lauris moved seconded by Mr. Swanson that the Cou~cil favor the principle of the
proposed east/west arterial, accept the aid offered from the Architects, and recom-
mend that the staff bring back priority recommendations on right-of-way acquisition.

Mr. Otto Poticha, local architect, suggested that a strip park be planned along this
arterial or possibly a bicycle route, and Mayor Cone stated tDat he would like to
see a bicycle path along with this arterial.
I 3 5. Dedication Broadway between Almaden and Fillmore - A petition bea~ing
signatures of approximatay 30 people living in the vicinity of Fill-
more and Almaden requested dedication of a portion of.9th Avenue be-
tween Almaden and Fillmore for a public right-of-way. Several of the
residents were present at the meeting and obje~ted to the City's plac-
ing barricades which limited the access to and egress from certain
properties in this area. After considerable discussion by the Council,

There was considerable discussion on this item, and Mr. Ames,.a resident of the area,
asked who owned the strip of land in question which is now being used for a road.
Mrs. Lauris answered that the land is City-owned but it had not been dedicated for
street purposes. In answer to the question if the Council had authorized.closure
of the roadway, the Assistant City Manager explained that some residents in the area
had complained about the dust and rocks so that barricades were placed by the.City
to stop through traffic. Several residents stated they would like the street to
remain closed.
Mrs. Lauris moved seconded by Mr. Christensen to approve Item 5 of the Committee re-
port and refer the matter to the staff for a recommendation. Motion carried, Mr.
Swanson abstaining.
