The minutes of the adjourned meeting held on July 27, 1964, as mailed to members - . of ~he Council, were approved.. , NEW BUSINESS e 1 Councilman Christensen asked if any 'decision had come from the meeting held on Wednesday, August: 5, 19~4, w~tp representatives from the ~ities of Medford and Salem concerning the Civil Aeronautic Board's hearings on the West Coa~.t -Air Lines petition: to d~lete United Air Lines service to Medford, ~ugene, and Salem. It had been sug- geste? at that me.eting. that the three: cities re.ta:inprofession9-l help in presenting their case to the CAB at the time the hearings are held. This could possibly mean I employing an a~toFney' and ~n ecpnomist v~rsed in the method and manner of pr~senting the facts of the situation to the CAB. .It was assumed that the hear~pgs would be held in Washington, D. C. In the discussion which followed among members of the Counc~l and staff, it !as: suggested tpat repres~ntat:ives from ~he three cities con- . cerned discuss the situation further before a definite recommendation is made. In connection with the dedication, the Navy's precision flying tea~, Blue Angels, will per- form and music will be provided by three military bands. Mrs.. Downtown .Study Committee - Councilman Hawk, chairman of the Mayor's Down- town Study Committee, stated the Committee had met :with downtown pr~perty owners .at. which time petitions were presented signed by owners of prop- _ erty repr-esenting approximately 20% of the assessed valuation in the .., downtown core area proposed for an assessment district. The petitions requested the Council to present a Charter amendment to the voters for the issuance and sale of reven~e bonds to finance off-street parking: facilities and to assess properties in the proppsed district on an annual basis for any expense in excess of revenue from meters on the parking facilities. Mr. Hawk also said Mr. Ted Weiner of San'Francisco is in- I terested in developing parking structures in this area. Dedication Broadway (9th) from Almaden to Fillmore - The Public Works I Department reported several alternatives which could be followed regard- ing the roadway west from Almaden at Broadway: (1) Permit use of the 17.45' strip of land to continue in its present: condition; (2) Apply a:' dust settling oil at an estimated cost of $50 which would be an annual project; or apply minimum surfacing of asphaltic concrete at an esti- matedcost of $500", with no improvement of drainage:, to be maintained by the City; "(3) Acquire necessary :right-of-way :at an estimated cost _ of $8,000" dedicate and :imp'rove Broadway between Almaden 'and Fillmore .., to City specifications; or (4) construct a cul-de-sac at the north end of the present Fillmore Street at an 'es'timat'ed cost :of ?_1~00._ The Pul?l'ic Wgrks Department :recommended' acquiring' right-of-way and improv~ment. to City specifications,: diverting funds from the crosstown street program or from:the generaI fund of next year's budget, ~ith paving costs to be assessed against abutting properties. The Traffic Engineer stated many accidents occur on the smaller streets not intended for heavy traffic. Mr. Christensen withdrew his motion. Dr. Purdy moved seconded by Mr. Crakes that the City remove the barri- cades and apply a dust settling oil to the present roadway leading west from Almaden and proceed to acquire right-of-way to allow opening and improving Broadway from Almaden to Fillmore at an approximate cost of $8000. During the discussion which followed a motion by Mr. Chatt seconded by Mr; Hawk to ap- prove Item 5 of the Committee report, Mr. Ames of 940 Fillmore stated he would like to e see the right-of-way improved. Councilman Hawk moved to plan improvement for next year and to complete the street all the way. The motion was not seconded. A vote was then taken on the original motion to approve the Committee recommendation. Rollcall vote. Motion defeated, Mr. Chatt voting yes, Messrs. Christensen, Deverell, Crakes, Hawk, and Purdy voting no, and Mr. Swanson abstaining. I After some further discussion, Mr. Deverell moved seconded by Mr. Chatt to open the street as far as possible at this time, apply temporary oil, remove barricades, and include an item in next year's budget for full-width paving of the entire right-of- way. Mr. Christensen moved seconded by Mr. Crakes to amend the motion to open and pave Broadway all the way from Almaden Street to Chambers Street. Motion carried. Planning Commission Report - July 20, 1964 (Contd) a. Widening 6th and 7th Avenues - Mr. Ray Rexius was present and re- quested widening of 6th and 7th Avenues, st~ting that heavy trucks will use any smaller street if through street traffic is crowded. The Planning Commission had recommended that the City approach the State Highway Commission with a plan for widening 6th Avenue from High Street to Blair Boulevard, and 7th Avenue from Oak Street to Blair Boulevard to allow four travel lanes and one parking lane. Mr. Crakes moved seconded by Mr. Christensen fuat parking be re- moved from ~th and 7th Avenues between Garfield Street and High Street. I Otto Poticha, local architect, suggested that parking should be re- moved from one side, or both, of existing arterials before money' is spent for widening in order to get maximum use from .present streets. Another local architect, Mr. Endicott, concurred in this suggestion. The Public Works Director stated that this item had been brought to the .Council by the City Manager and staff in order to get recommenda- tions for widening 6th and 7th Avenues so that the City could request e the State Highway participation in the cost, and that Council qproval is needed on plans to widen arterial streets. It was recommended that the Council follow the e~isting engineering study since remov- ing parking from the existing streets to allow three lanes of moving traffic would result in sub-marginal facilities. Dr. Purdy moved seconded by Mr. Deverell to table the item. Motion defeated, 5-l. A vote was taken on the original motion to remove parking, and the motion was defeated, 4-2, .
