Purchasing Manager of Central Services
DELEGATING TO CENTRAL SERVICES PURCHASING ANALYSTS
AND PROGRAM COORDINATOR AND THE STORES
SUPERVISORIBUYER OF THE WASTEWATER DIVISION OF PUBLIC
WORKS THE AUTHORITY TO EXECUTE PURCHASE ORDERS AND
CHANGE ORDERS.
The Purchasing Manager of Central Services rinds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002
("Charter"), the City Manager is designated as the administrative head of the City, specifically
authorized to appoint and remove all employees (except as otherwise provided in the Charter),
organize, and, as deemed necessary, disband and reorganize various City departments, and to
enforce all ordinances of the City.
B. Pursuant to that authority, on June 29, 2005, the City Manager issued
Administrative Order No. 44-05-05 delegating to the Purchasing Manager the authority to
perform certain purchasing and public contracting related duties, including the authority to execute
purchase orders and change orders in any amount for procurements that have been approved under
appropriate expenditure authorizations. That delegation of authority also included the authority to
sub -delegate those delegated authorities and duties.
C. 1, as Purchasing Manager, find it would be more efficient and in the public interest
to sub -delegate to Central Services Purchasing Analysts and Program Coordinator and the Stores
Supervisor/Buyer of the Wastewater Division of Public Works, the authority to execute purchase
orders and change orders in any amount for procurements that have been approved under
appropriate expenditure authorizations.
NOW, THEREFORE,
The Purchasing Manager of Central Services orders and directs that, as authorized by
Sections Lx and Lz of Administrative Order No. 44-05-05, 1 delegate to Central Services
Purchasing Analysts and Program Coordinator and the Stores Supervisor/Buyer of the Wastewater
Division of Public Works the authority to execute purchase orders and change orders in any
amount for procurements that have been approved under appropriate expenditure authorizations.
