HomeMy WebLinkAbout10/12/1964 Meeting -- 14~ e 10/12/64 I Council Chamber Eugene, Oregon October 12, 1964 The regular meeting of the Common Council of the City of Eugene, Oregon, was called to order. at 7:30 p.m. PDT on October 12, 1964 in the Council Chamber by ~ouncil- man John Chatt with the following Council members present: Messrs. Swanson, Christen- sen, Deverell, Hawk, and Purdy. Mr. Crakes was absent. -Mrs. Lauris and Mayor Cone arrived later in the meeting. . The invocation was given by Rev. Matt Flood, Bethel-Danebo Baptist Church. e The minutes of the adjourned meeting held on September 28, 1964, as mailed to members of the Council, were approved.- NEW BUSINESS 1 Councilman Chatt introduced a visitor from Madras, India, Mr. V. M. Cherian, of the United States Information Agency. I Councilman Purdy introduced a group of provisional members of the Junior League attending the meeting. Mrs. Lauris arrived at the meeting and assumed the Chair. 2 An application for a Package Store Class A license was submitted by George E. and Selma L. Scott dba Millers Grocery, 1065 East 20th Avenue (Change of Ownership), approved by the Police Department. Mr. Chatt moved seconded by Mr. Swanson that the application be approved. Motion carried. . 3 A tabulation of bids submitted for the purchase of fire hose was presented: Munnell & Sherrill. Inc. Fabric Fire Hose - F-600 $ 1.27 per ft. Fabric Fire Hose - Puritan Unispun 1.57 " Western Fire Equipment Co. Eureka 1.088 " Mr. Swanson moved seconded by Mr. Chatt that the fire hose be purchased from Western Fire Equipment Company on their bid price of $1. 088 per foot (2000 feet - 2~", 1000 I feet - nil). Rollcall vote. COMMITTEE REPORTS Committee meeting held October 8, 1964: I "Present: Mayor Cone; Councilmen Lauris, Chatt, Swanson, Christensen, Deverell, Crakes, Hawk, and Purdy; City Manager; Assistant City Manager; Administrative Assistant; City Attorney; Assi~tant City Attorney; City Engineer; City Recorder; and others. 1 1. Parking Committee Report - Councilman Ray Hawk advised the City Council that the Parking Study Committee had taken in~o consideration the various_objections voiced at.the hearing on the parking program and had now evolved a formula for the method of assessment. Mr. Hawk then sug- gested that Mr. Howard Buford (Planning Director) explain the formula for the assessment to the members of the Council and those members of . the committee in attendance at the meeting. This formula would allow credit to property owners who have provided off-street parking on those properties now within the proposed boundaries of the parking district. The formula also asks the City of Eugene to pay for the costs of opera- tion, maintenance, and policing of the off-str~et parking lots. At the close of this explanation, it was also pointed out that Bancroft bonds would be sold for much less than the 6% interest rate charged against property assessments in the proposed district, a~d that some considera- tion perhaps should b~ given to the proRerty's being assessed in this regard. After further discussion by the Council, Mrs. Lauris moved seconded by Mr. Chatt to give tentative apprqval to the formula for assessing the cost of the parking project. Motion carried, Mr. Christen- I sen voting no. Mrs. Lauris moved seconded by Mr. Chatt to approve adoption of the parking committee report. On call for discussion by the Mayor, several memb~rs of the audience ~poke objecting to the proposed parking district method of assessment, among them Messrs. Archie Weinstein, Herb Robbins, Brian Bronson, Fred Yahn, Robert Suess, and Otto Vonderheit. e Mr. Weinstein again; stated that he felt the committee had spent many long hours need- lessly in trying to include businesses and properties in the Qff-stree~ parking assess- ment district which had no responsibility for assu~ing an obligatioQ for parking in the downtown core area, and that several small assessment districrnshould have been arranged for instead of one large assessment district for the entire downtown core area. Mr. Herb Robbins spoke at great length concerning his interpretation of the proposed formula for assessing properties within the district, and summed up by saying that it would be his position that the businesses in the downtown core area should pro- vide their own off-street parking and pay for it just as the businesses in the fringe area of the proposed district had provided parking under the C-3P zone requirements. Mr. Brian Bronson said that he also felt the City would be in competition with private parking lots now operated in the downtown area, that the City should not enter into this type of competition, and that municipally-operated vs. private parking lots would I be to the detriment of the private lots. Building Permits - The Planning Commission recommended the Eugene City Code be amended to provide that applicants for build- ing permits must comply with zoning and subdivision regulations before building permits are issued. Coburg Road south of Oakway - The Public Works Department recommended that the City enter into an agreement with the State High- way Commission for construction of a 5-foot sidewalk along the easterly I side of Coburg Road through the Interstate 105 interchange. The agree- ment calls for the State to pay not more than $800 of the construction cost, with the City paying the balance of the construction cost, pre- paring the plans, and do the actual construction. The City also is to assume maintenance of the sidewalk when completed. Dr. Purdy moved seconded by Mr. Swanson to enter into the agreement with the State Highway Commission for the construction of a sidewalk on the east side of Coburg e Road through the Interstate 105 interchange south of Oakway Road.
