Meeting of the Common Council of the City of Eugene, Oregon - adjourned from an
adjourned meeting held October 20, 1964 - was called to order at 7:30 p.m. on October
26, 1964 in the Council Chamber by Councilman John Chatt with the following council-
men present: Messrs. Swanson, Christensen, Deverell, Hawk, and Purdy. Mayor Cone
and Mrs. Lauris arrived later in the meeting. Mr. Crakes was absent.
The invocation was given by Rev. Robert B: Dwight, St. Mary's Episcopal Church.
e The minutes of the regular meeting held October 12, 1964 and the adjourned meet-
ing held October 20, 1964, as mailed to members of the Council, were approved.
NEW BUSINESS
Council President Lauris arrived and assumed the Chair.
1 Mr. Christensen moved seconded by Dr. Purdy that the City Council go on record
I as supporting School District No. 4 in its try for a broader tax base at the coming
election on November 3, 1964. Motion carried, Mr. Swanson voting no.
2 Councilman Swanson raised the question with regard to the progress of construc-
tion on Coburg Road, Oakway Road, and City View Street, asking if completion dates
had been established. The Director of Public Works answered that Wednesday had been
set (October 28, 1964) as the deadline on the completion of Coburg Road and Oakway
Road construction work, and that the City View project is within contract time limits.
3 Councilwoman Lauris reported to the Council that the United Appeal Board had
sanctioned the request of Buckley House for distribution of United Appeal funds dur-
ing the coming year, one of the provisions being that the City continue its contri-
bution to Buckley House.

Mr. Chatt moved seconded by Mr. Swanson that the progress payments be allowed and proper
City officials authorized to draw the necessary warrants. Rollcall vote. All council-
men present voting aye, motion carried.
e 5 The City Manager presented a map and plan showing the Oregon State Highway Com-
mission's proposed Oakhill-Interstate 105 section of the Map1eton-Eugene highway and
its relation to the Washington-Jefferson bridge. After discussion by the Council,
Mr. Chatt moved seconded by Mr. Swanson to give tentative approval to the proposed
plan, asking the staff to negotiate for a parallel road on the north side of the pro-
posed right-of-way for park access. Motion carried.
6 Mrs. Lauris announced the following appointments made by Mayor Cone to the Human

1 3. Planning Commission Report - October 6. 1964
a. Variance to allow physical therapy office in residence at 1468
West 11th. Maddux (64-128) - The Planning Commission recommended
denial of ~he requested variance. Mr. Swanson. moved seconded by
Dr. Purdy to deny the variance! Motion carried.
e 2 b. Variance to allow addition to grocery store at 295 West 17th.
Mayfield (64-126) - The Planning Commission recommended approval
of the variance, recognizing the nonconfor~ing use status of the
store. Mr. Swanson moved seconded by Mr. Chatt to approve the
variance. Motion carried.
I 3 c. Rezone to R-3G area at southwest corner of Coburg Road and northern
end of Pioneer Pike. Sarah Land Co. (Weaver) (64-132) - This re-
quested rezoning from R-l Single Family is to allow. construction
of a small residential-type dental office. A letter from Sarah
Land Company was read in which th~y requested the item be referred
back to the Planning Commission, who had ~ecomm~nded denial of the
rezoning, so that a change in the plans for the property could be
presented. Mr. Chatt moved second~d by Dr. Purdy to refer the
item back to the Planning Commission. Motion carried.
4 d. Rezone to R-l and C-3P area north of Belt1ine Road on both sides
of Tabor extended. Vik (64-121) -The request was to rezone that
area north of the Belt1ine Road now zoned RA and C-3P to R-l
Single Family (east of Tabor Street extended), and that area now
zoned R-l to C-3P Commercial (west of Tabor Street extended).
The Planning Commission recommended approval subject to the peti-
tioner's agreeing to install proper screening at the time of con-
struction, and upon dedication of an additional 10 feet of right-
of-way along Holly Street. Dr. Purdy moved seconded by Mr.Chatt
to approve the re~oning subject to the screening and dedication
requirements. Motion carried.
5 e. Variance to allow continued use for one year for real estate office
at 3090 Harlow Road. Westward Ho (64-122) - Westward Ho had been
I given a temporary permit to operate the real estate office at its
present location (issued by Lane County with the expiration date
of March 1960). The area was subsequently annexed to the City, and
Westward Ho is now requesting permission to continue at this loca-
tion for one year. The Planning Commission recommended approval
of the variance for one year. Mr. Swanson moved seconded by Dr.
Purdy to approve the recommendation. Motion carried.
6 f. Variance to allow wholesale petroleum facilities. Fletcher Oil.
e 2574 Roosevelt Boulevard (64-125) - This variance from M-2 ~ight
Industrial was requested to permit remov~l of an existing ware-
house and retail gasoline pumps and the rebuilding for wholesale
petroleum facilities. The Planning Commission recommended approval.
of the variance. Mr. Deverell moved seconded by Mr. Swanson to
grant the variance. Motion carried.
7 g. Variance to allow continuance of specialized nursery at 2280 Roose-
velt Boulevard. Reid (64-124) - The Planning Commis~ion recommended
approval of a variance as requested. Mr. Chatt moved seconded by
Mr. Deverell the variance be granted. Motion carried.
8 h. Vacation Deerfield Subdivision. Eaton - Vacation was requested of
the entire plat of Deerfield Subdivision except that portion of
street right-of-way east of the east line of Lot 14 extended in
I order that the subdivision could be rep19tted. The Planning Com-
mission recommended approval. Mr. Chatt moved seconded by Mr.
Deverell to permit the vacation as requested. Motion carried.

assessment is $1729.64, reque'sted - to be: segregated $528:.42 against Parcel I,

the assessment being against a 3.8-foot strip deeded to the owner of ad- a

3 5. Equipment Purchase - The Public Works Department requested permission
to negotiate for the purchase of a vacuum cleaner-flusher, manufactured
only bY. the Ce~tral En&ineering comp.any~ Inc~, Of. ~Milwaukee"Wisconsin, I
to be used, for.pickingup leaves at .th~ c~~b and~ for~leaning catch
basin: openings. The Public~orks Director stated the cha.sis would be
purchased on a bid basis; and the balance of, the equipment suppli~d by
Central Engineering: Company, Inc.,:with the total estimated cost to be
$22,000 to $23,000. Mrs. Lauris moved 'seconded by Mr.' Swanson that the

4 6. Traffic Regulation - Lincoln. 13th to 29th; 27th. Willamette to Jefferson-
As a result of a traffic, survey; the Puplic Works Department recommended
that Lincoln be.made a: through street 'from'13th to 18th and from' 18th to
29th with stop ,signs installed at all intersecting streets, from 13th to
18th and 'at: 23rd and:~7th, and hieldsigns ihst~lled at:all intersections
other.than 23rd and: 27th between: 18th and: 29th. Also, that the stop sign
now: stopping: northbound traffic on Lincoln at, 23rd remain. ',The Public

City Recorder; Public Works Director; and others.

1 1. Variance from parking requirements. 1070 West 6th. Mohler - The City
Manager read a letter from Mr. Ralph p. Mohler requesting that a
building permit be granted to him based on a s~t of plans submitted
to the Building Department for inspection in August 1964, which plan
e called for a parking space for each of the eleven single dwelling
units and three parking spaces for the commercial unit in the pro-
posed building development. The building permit had been issued at
that time for the construction of the commercial unit, and the first
three of the dwelling units, and for the demolition of existing
'buildings in the" path of remaining construction. Subsequently, de-
velopment of the balance of the building provides for a total of
14 parking spaces. The Superintendent of Building Inspection stated
I that the proposed parking layout does not comply with the minimum
d imens ion ; for aisle width and parking stalls as required in the
zoning regulations, the zoning regulations having been revised as
to parking requirements on September 28 of this year. On discus-
sion by the Council, it was suggested that Mr. Mohler camp1et his
set of plans and make application before October 28, 1964 to show
fifteen places for parking, and that the problem be worked out at
a staff level. No action was taken.
2 2. Purchase Russell Property. 12th and Oak - The City Manager read a
letter from Mr. Stanley Darling, attorney' for Mrs. Myrle L. Russell,
which suggested a revised proposal for the purchase of Mrs. Russell's
property at the northeast corner of 12th and Oak. The' letter stated
that the total purchase price would remain the same ($164,640)) how-
ever, the City would not obtain possession until April 1, 1965, and
the installment payment schedule would not sta~t until April 1, 1966,
with interest only payable in 1966 and 1967, and principal plus' in-
terest payments to begin April 1, 1968 on a semi-annual basis. On
further discussion of the proposal by the Council, Mr. Christensen
moved seconded by Mr. Chatt to arrange for appraisal by three ap-
praisers on the valuation of the land only.
'On further discussion, Mr. Swanson moved seconded by Dr. Purdy to
amend the motion to have one appraiser only. Motion carried.
I A vote was then taken on the original motion as amended, and motion
as amended carried.
Mr. Chatt moved seconded by Mr. Swanson to approve Items 1-and 2 of the Committee
report. Motion carried.
Mayor Cone arrived at the Committee meeting and assumed the Chair.
e 3 3. Bid Opening. Bethe1-Danebo Pumping Station. October 15. 1964 - Mr.
LaMont Matthews, project engineer for Cornell, Howland, Hayes &
Merryfield, presented a tabulation of the bids submitted for con-
struction of the Bethe1-Danebo sewage pumping station, and a
written evaluation of the bids which recommended awarding the con-
struction contract to Heinkel Mechanical Contractors of Portland,
Oregon on their bid price of $181,084. This included the installa-
tion of Worthington pumps, emergency generating equipment by In-
strument Laboratory, Inc., and a woven wire fence around the area.
On discussion by the Mayor and Council, it was suggested that the
possible use of some used equipment be investigated. No action
was taken.
Mr. Chatt moved seconded by Mr. Swanson that Item 3 of the Committee report be-held
until the next regular meeting of the Council (November 9, 1964). Motion carried.

4 4. Motor Vehicle Noise Ordinance - The City Manager read a proposed
ordinance which would establish maximum measurements for the con-
trol of motor vehicle operating noise, making it unlawful for a
motor vehicle less than 6000 pounds weight to be operated to make
more than 90 decibels of noise at a distance of 20 feet, or a

on east by City limits, on south by Lorane Highway, on west by Oak Terrace Addition, and on north by
most northerly part of Whitbeck Boulevard, submitted and read the first time in full on October 12;
1964 and held over for proper notice of assessment to be given owners of affected pro~rty, was now
brought back for consideration with no written protests on file.
