HomeMy WebLinkAbout11/09/1964 Meeting r168' ; e 11/9/64 - I Council Chamber Eugene, Oregon November 9, 1964 The regular meeting of the Commo,n Council .of, th,e .Gity of Eugene, Or.egon, was called to order at 7:30 ~.m. in the Council Cha'mher 'on' November 9, 1964 by His Honor Mayor Edwin E. . Cope with the followi,ng counci~men present: . Mrs. Lauris, Messrs. _ Chatt, Swan"son, Deverell,Crakes, ?no Hawk. Councilmen Christensen an'd: Purdy were absent. The minutes ~f the a~journed meeting h~ld Octob~r_ 26, 1964, as mailed to members of the Council, were approved. NEW BUSINESS ; e : , 1 Mr. Swanson moved seconded by Mr. Deverell not to accept the resignation of C. Dan Christensen as Council member from the fourth ward. Motion carried. 2 The City Manager stated that the latest unofficial tally of votes "in Ward I shows Mrs. Lauris to be about 25 votes ahead of Mr. Thomas, and that since the City could I not- legally call for a recount of the votes in any precinct or ward the request would necessarily have t9 come from a candidate or a political party. The City Manager sug- gested that, pending the certification of the Elections Department on the final total in Ward ~ perhaps no action be taken at this time. Mr. Swanson moved seconded by Mr. Hawk that the Council take no action at this time concerning a possible recount of votes in Ward I. Motion carried. 3 Councilman Swanson asked concerning the traffic progression on 18th Avenue east- bound from Willamette Street, and also if parking stalls could be useful on Universtty off 18th to allow more uniform parking. The Traffic Engineer stated the signals would be checked on 18th for progression within the next day or two"and that in his opinion the painting of full-length traffic stalls on University would possibly lessen the number of cars which would be able to park since many of the cars in the area are compacts. 4 Mayor Cone asked a question concerning traffic progression on Olive and Oak Streets, and the Traffic Engineer stated that since the opening of 11th Avenue and the direction of the flow of traffic on 11th the lights are now back in former se- quence. Also, the Traffic Engineer answered a question from Councilman Deverell con- cerning possible signalization at 29th and Hilyard. Councilman Hawk suggested that yellow zones be painted on Columbia at 15th at the intersection curbs which would allow sight clearance on this corner. This was to be checked by the Traffic Department. 5 The City Manager stated the Civil Aeronautics Board had set January 20, 1965 as I the date for the hearing on West Coast's petition for exclusive air service at Medford, Eugene, and Salem, and the place and time would be stated in a later notice. 6 A tabulation of bids as opened October 15, 1964 was presented by Cornell, Howland, Hayes, & Merryfield, design engineers, on the construction of the Bethel-Danebo Sewage Pumping Station (tabulation on file with contract in Finance Department). Mrs. Lauris moved seconded by Mr. Chatt that the contract be awarded to Heinkel - Mechanical Contractors, 1620 East Burnside, Portland, Oregon, on their low bid price of $181,541.00, using Worthington pumps, Caterpillar engipe and generator, and includ- ing the added alternate of installation of a woven wire fence. Rollcall vote. All councilmen present voting aye, motion carried. 7 Monthly payment estimates, as approved by the Public Works Department, and in - eluding two progress payments were submitted and read as follows: R. Dr. Purdy moved seconded by Mr. Chatt to purchase the Caterpillar engine and generator' from Pape' Bros. for use in the Bethel- Danebo pumping station. Motion carried, Messrs. Purchase Russell property. 12th and Oak - The City Manager stated that Mrs. Russell is unwilling to reduce the listed price of her property, and there is approximately $12,000 difference between this price and the appraised value ascertained by the City. The Council suggested that since the seller would receive a tax exemption on the interest earned on the contract payable by the City, a 4~% interest rate would I seem more realistic over the term of the contract. Mr. Chatt moved seconded by Mrs. Lauris to purchase the Russell property for $164,640. Motion carried. The City Manager stated that Mrs. Russell's attorney had advised that she would not consider lowering the interest rate on the contract from 5% to 4~%, and that the terms of the contract would remain essentially the same as previously stated, with the exception that she would allow payments to be made annually instead of semi- annually. Mrs. Lauris moved seconded by Mr. Chatt to approve purchase of the Russell property at the northeast corner of 12th and Oak for $164,640, with interest at 5%, the City to take possession on April 1, 1965, interest payments to begin April 1, 1966, and annual payments of $12,000 on the principal to begin on April 1, 1967. Relocation Willakenzie Road west of Coburg Road (Safewav C-3P zoning) - The Public Works Director presented a map showing the relocation of Willakenzie Road and a plat of the proposed State Finance Company building project at Cal Young and Coburg Roads. The relocated road would bisect a portion of the City's park property, and it was recommended that about one-half acre adjacent to the proposed project be sold to State Finance for $2000, this price based on local area property values. Mr. Swanson moved seconded by Mr. Chatt to approve the proposed relocation of' Willa- I kenzie Road and the sale of the one-half acre for $2000. Motion carried. Mrs. Lauris moved seconded by Mr. Chatt to approve relocation of the road and to re- zone to C-3P the area east of the relocated road and to approve selling the me-half acre of park land to State Finance for $2000. Licensing Ordinance" Building Wreckers - The City Manager stated he had e been requested to check the possibility of licensing people engaged in wrecking buildings as a commercial operation, and he had contacted several firms in the local area regarding their opinions as to the need for such an ordinance. Complaints had been received that wreckers were selling materials at the site of the building wrecking, that amateur help was being used in many cases, and that possibly workmen were'not adequately covered with insurance for their own protection and the pro- tection of the public. After some discussion, Mr. Swanson moved seconded by Dr. Purdy to have the staff look into the situation further and to bring the matter before a Committee of the Whole meeting, notifying build- ing wreckers and other construction people interested.
