The adjourned meeting of the Common Council of the City of Eugene, Oregon - ad-
journed from the regular meeting held November 9, 1964 - was called to order at 7:30
p.m. in the Council Chamber on November 23, 1964 by His Honor M~yor Edwin E. Cone
with the following councilmen present: Mrs. Lauris, Messrs. Chatt, Swanson, Deverell,
Crakes, Hawk, and Purdy. Councilman Christensen was absent.
The minutes of the regular meeting held November 9, 1964, as mailed to members
of the Council, were approved.

Mrs. Lauris moved seconded by Mr. Chatt that the proclamation be approved. Motion
e carried.
2 Mrs. Lauris moved seconded by Mr. Chatt to accept the resignation of C. Dan
Christensen as councilman from Ward IV and to recommend the appointment of Mr. R.E.
McNutt to fill the position of councilman from Ward IV for the unexpired term end-
ing January 4, 1965. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt that Mr. R. E. McNutt be appointed to fill
the unexpired term ending January 4, 1965 of C. Dan Christensen, resigned, council-
man, Ward IV. Motion carried.
The City Recorder administered the oath of office to Mr. McNutt who then took
his place as a member of the Council.
3 A payment was submitted in the amount of $1,053.50 for Abrams Construction Co.
I for construction of Wi11akenzie Sewers Phase V, with request for assignment to
Eugene Police Officers for traffic control during construction.
Mrs. Lauris moved seconded by Mr. Chatt to authorize the payment with assignment to
Eugene Polic,e Officers and to authorize the proper City officials to draw the neces-
sary warrant. Rollcall vote. All councilmen present voting aye, motion carried.

1 M?yor Cone stated that the Sister-City Committee will hold a tea on December 4,
1964 at 7:30 ~.m. in the ~cNutt Room of the City Hall for the benefit of the Sister-
City program'and their Christmas fund.
2 Mrs. Lauris as~ed if :the dog 'disposalprogram had changed: any and if some
publicity' could :be given to the operation of the program since the appo.intment of
a dog control officer.

3 Councilman Purdy askea if there are any plans for the installation of a traffic
signal at 30th and Hilyard and was informed that a temporary signal is bei~g placed
at 29th and: Hilyard which will help to control th~e traffic at 30th and :Hilyard; and
that it is planned to install a permanent signal at 30th and Hilyard when funds are
available and when the 30th Avenue-Pearl Street extension is completed. e

COMMITTEE REPORTS
Committee meeting held November 19, 1964:
"Present: Councilmen Chatt (presiding until arrival of Mrs. Lauris), Swan-
son, Deverell, Crakes, and Hawk; Councilmen-elect Anderson and
McNutt; City Manager; Assistant City Manager; City Attorney;
Assistant City Attorney; City Recorder; Director of Public Works;
and others.
1 l. Turn Toward Peace' - Mr. Paul Hoffman of the Oregon Research Institute
introduced Mr. Robert Freeman, regional co-ordinator for Pacific North-
e west Region of Turn Toward Peace movement, who spoke concerning the aims
of the Turn Toward Peace movement. Mr. Freeman was in Eugene conducting
a two-day workshop and seeking the co-operation of influential bodies in
the community in backing his organization in the hope that the people
and organizations contacted will give the movement wider publicity.
Mrs. Lauris moved seconded by Mr. Chatt that Item loLthe Committee report be received
1 and placed on file. Motion carried.
2 2. Retaining Wall. Orchard between Franklin and 15th. LewWilliams - Mr.
Alan Seder presented several sketches showing the proposed treatment
of the Lew Williams Chevrolet property with regard to the parking of
Automobiles and installation of sidewalks and planters. After dis-
cussion by the Council, Mr. Deverell moved seconded by Mr. Hawk to
give tentative approval to the general plan with the exception of the
Walnut Street side, and pending a legal opinion' from the City Attorney.
Motion carried.
The City Attorney explained that an agreement would be drawn between Lew Williams
Chevrolet and the City of Eugene providing for removal of the retaining wall at no
expense to the City should the City Council so request.
Mrs. Lauris moved seconded by Mr. Chatt that Item 2 of the Committee report be approved
and the agreement authorized. Motion carried.
3 3. Off-Street Parking. 12th and Oak. Nash - The City Manager stated that
Mr. Nash, who owns property rorth of the Russell property at 12th and
Oak, may be interested in selling this block of property to the City
for off-street parking purposes. Mr. Hawk indicated that the property
would be ver usable for off-street parking purposes, and that the Down-
town Study Committee is aware of this. On discussion by the Council,
I Mr. Hawk moved seconded by Mr. Crakes that the staff investigate con-
cerning possible purchase price and make a recommendation to the
Council. Motion carried.
4 4. Trailer Park Ordinance - Copies of a proposed ordinance to regulate
trailers and mobile homes had been distributed to members of the Council.
No action was taken; the ordinance was held for further study.
e Mrs. Lauris moved seconded by Mr. Chatt that Items 3 and 4 of the Committee report be
received and filed. Motion carried.
5 5. Rental of City-owned property between Pearl and High. 18th and 19th.
Malone - Mr. Jack Malone of Jack Malone Insurance Agency offered to
lease from the City for $85 per year the north 50 feet of Lot 15,
Block 2 (west of High between 18th and 19th) "for employe parking for
his firm. He also agreed to pay any increase in taxes which may
occur over and above the $85. Mr. Swanson moved seconded by Mr. Hawk
to approve entering into a lease agreement with Mr. Malone based on
a 6-months cancellation notice. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5 of the Committee report.
Rollcall vote. All councilmen present voting aye, motion carried.
6 6. Sale of Citv property. Pearl at Amazon Ditch - Mr. Jim Weaver offered
I to purchase for $1000 from the City a small piece of property on
Pearl Street adjacent to the Amazon Ditch. Discussion by the Council
followed concerning square feet involved and price per square foot.
Mr. Swanson movea seconded by Mr. Crakes that the item be held over
so that Council members may view the property. Motion carried.

1 7. Traffic Signals. 16th and Willamette- Petitions had been received from
many residents residing in the area of 16th and Willamette. reques,t.ing a
traffic light at that intersection. The petitioners stated there 'is a
large concentration of pOp'ulation on the west s.i.de of Willamette" that

6 12. 'K~vtynovich Law Suit Report - The City Attorney reported that the' judge
had'ruied that .John Kovtyhovich had not 'proven a c.ause for suit. agcHnst I
the Cit~ in connection with his claim on'the con~~ructio~'of the~illa-
kenzie Sewage Pumping Station. The Claim fot $35~000 was therefore denied.
7 l3~ SeWage Treatment Plant Report ~ The Oregon State'Sanitary Auth9rityl)ad
. stated in a letter to-the'Mayor and Counci~ that ~r: James GralQ~, sGper-
intendent ot the ~~wag~ Treatment Plant, had reteived a second ~lace
award for reporting on the ope~at~on9f.the tr~atment plant and was to be

8 14. Halloween Policing ~ A note of appreciation was received,commending the

9 15. Fluoridation - Letters were.received from BenjC:l,min E. Peterson and ,
from Mrs. Anna M. Jeppeson concer~ing the use of fluorides in,the City's
water. They wer e received and placed on file.

1 16. Building Permit. Mohler Apartments. 1070 West 6th - Mr. Mohler had sub-
mitted redesigned plans on his request for parking variance for his
apartment project. However, the plans were submitted on November 5,
1964. The ordinance establishing parking requirements became effective
on October 28, 1964. Mr. Swanson moved seconded by Mr. Chatt that
Mr. Mohler be required to comply with the Code. Motion carried.
2 17. Resignation. Councilman C. Dan Christensen - Mr. Chatt moved seconded
by Mr. Crakes to accept the resignation of C. Dan Christensen as
councilman from Ward IV and recommend the appointment of Mr. R. E.
"Bill" McNutt. Motion carried."
e Mrs. Lauris moved seconded. by Mr. Chatt to approve Item 16 of.the Committee report.
Mr. Mohler was present and objected to the action of the Council, stating that though
he was present at the Committee meeting wherein directions were given to him to have
a revised plan before the Building Department by October 28, 1964, he had not under-
stood the procedure. It was pointed out that discussion had been held with Mr.Mohler
after the Committee meeting onthis point, and it was flet that he understood the re-
I quirements.
The question 'was called for, and motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 17 of the Committee report.
Motion carried.
3 Planning Commission Report - November 23. 1964
l. Vacation alleys between 2nd and 3rd. High and Mill - Lane County Housing Authority
requested vacation of the alleys in this block in connection with construction of
the low-rent housing unit. The Planning Commission recommended approval of the
request.
Mrs. Lauris moved seconded by Mr. Chatt to implement the vacation of the alleys as
requested. Motion carried.

4 Council Bill No. 6839 - Levying assessments for sanitary sewer on West Broadway from Garfield
Street to 580 feet west was submitted and read in full on November 9, 1964 and held over for proper
notice of assessment to be given owners Of affected property a~d now brought back for consideration

Mrs. Lauris moved seconded by Mr. Chatt that the bill be read the second time by council bill number

2 Council Bill No. 6853 - Levying assessments for paving and sewers in" 3rd Addition to Fircrest
(Snell Street and SneJ1 Court) was submitted and read in full.
