The regular meeting of the Common Council of the City of Eugene, Oregon, was
called to order at 7:30 p.m. in the Council Chamber :on January 11, 1965 'by His Honor
Mayor Edwin E. Cone with the following ,councilmen present :: Mrs. Laur~s, Messrs. Chatt,:
Crakes, Ha~k, Purdy, McNutt, Anderson, and Lassen. '
The minutes o.f the regular meeting held, December 14, :1964 and of the special :meeting
held January 6, 1965,' as mailed to members 'of the Council, were :approved.
NEW.BUSINESS

Mayor Cone read his 1965 message to the citizens of Eugene, pointing out the accom-
plishments of the City during :1964: The annexation of the Bethel-Danebo area .which
added approximately 9000 people and some 8 square miles.; .the occupation of :the new
City Hall building and the airport terminal building at Mahlon Sweet Field; the work
of the Downtown :Study Committee;.theprogr'essmade in :the sewer construction program;
and the accomplishments and expansion o.f various d~partm.ents in City: government .
Mayor Cone also pointed out that 1965 should see the completion of the Pearl Street
extension and widening of 6th and 7th Avenues. In closing, he expressed appreciation
to the members of the City Council, employes of the City of Eugene, and to the many
people who served :on :the numeI:Ous :s.tudy group-s, cQmmittee's', and conmissibn.s durLng,'

Mr. Chatt moved seconded by Mr. Crakes to approve the progress payments and monthly
estimate payments as read and authorize the proper City officials to draw the neces-
sary warrants. Rollcall vote. All councilmen present voting aye, motion carried.

presented and read at this point - itemized bills listed beginning on page 212 (9).
Mr. Chatt moved seconded by Mrs. Lauris that the bills as presented and read be ap-
proved and proper City officials authorized to draw the necessary warrants. Rollcall
vote. All councilmen present voting aye, motion carried.

Grille, 8th and Willamette (Greater privilege), as approved by the Police Department.

Mayor Cone recognized and welcomed the members of Troop 177, Boy Scouts of America,
from Howard School, attending the meeting.

2. Room Tax - Mayor Cone stated tha~ a ro~m tax on motels and, hotels had
been suggested to raise money to support payments on a bond is:sue for
'the construction of a stadium imthe North Bank Park, the bond issue to
be the City's contribution toward the financing of this fac~~it~. Upon
discussion by the Council, it was als.o suggested that ,financing of :the
civic auditorium could be handled in"a 'similar manner by allocating a
portion of a room tax to this project. Dr. Purdy moved seconded by
Mr. Chatt that the staff study thiR proposal based on a stadium and
civic auditorium as a combined project. Motion carried.

3. House Moving - The City Manager read a report from th~ Pub~ic Works: Di-
rector concerning control of house moving"'established by the City. The
report recommended Code amendment to raise house moving inpsection fee
to an amount which would cover the cost of inspection of el~ctrical: and
plumbing requirements and gen'er'al'structural 's'oundness; also to prohibit
joining two single-family dwellings with a roof to form a duplex ~nit. :
It was also suggested that a definite time be established for completion
of a structure at the time a house moving permit ,is issued,' and, tha't
consideration should be given to increasing the amount of the s~rety
bond to enforce the time limit. The staff was asked to prepa~e t~ese
suggested revisions to. the Code for present~tion to the Council at a
regular meeting;

b. Vacation of easement between Lots 4 and 5. Block 5. Highland Oaks 3rd
Addition (Gleaves-Pallett) - The Planning Commission recommended ap-
proval of the vacation of the utility easement between Lots 4 and 5,
Block 5, Highland Oaks 3rd Addition. Mrs. Lauris moved seconded by
Mr. Chatt to approve the vacation and call a public hearing. Motion
. carried.

c. Vacation of alley south of 13th Avenue between Moss and Columbia
(Williams Bakery) - The Planning Commission recommended approval of
the vacation of this alley, providing utility easement privileges
are retained. Mrs. Lauris moved seconded by Mr. McNutt to approve
the recommendation. Motion carried.

Mr. Chatt moved seconded by Mrs. Lauris to approve Items 6b and 6 c of the Committee
report. Motion carried.

7. Parking District Report - The City Manager stated that the gathering of
data to be used in setting up the parking assessment district would re-
quire additional personnel and money not now provided in the budget.
An estimated $3000 would be needed for salaries and $3000 for appraisals.
After Council discussion, Mr. Chatt moved seconded by Mr. Hawk to approve
an expenditure up to $6000 for the cost of the off-street parking assess-
ment district study. Motion carried.

8. Liquor License Applications - Mr. Chatt moved seconded by Mr. Crakes to ap-
prove the following applications for liquor licenses, as approved by the
Police Department, and motion carried:

Dr. Purdy moved seconded by Mr. Anderson to table the application for
further consideration (submitted without recommendation for approval
from the Police Department). Motion carried.
Mr. Chatt moved seconded by Mrs. Lauris to approve applications of Merle's Market and
German Smoked Meats, and to table until the. Committee meeting of January 21, 1965 the
application of Bernard E. and Rena A. Tetzler when the City Attorney would make a re-
port on the investigation of information held in his office. Motion carried.

9. Motor Vehicle Storage in Streets - A draft of a proposed ordinance was
submitted which would prohibit the storage of a motor behicle or trailer
of any: kind on a city street for a period of 48 hours without its being
moved. Also, the ordinance would prohibit the disassembling or repair-
ing of any motor vehicle on the street. On discussion by the Council,
it was recommended that a section be included which would prohibit the
parking of portable campers used on pickups on blocks or jacks on the
street. Mr. Chatt moved seconded by Mr. Hawk to approve presentation
of the ordinance at a regular Council meeting. Motion carried.

Mr. Chatt moved seconded by Mr.Crakes to approve Item 9 of the Committee report. Mo-
tion carried.

10. Purchase City Property. 1858 High (Roberts) - Mr. Russell Roberts re-
quested that he be allowed to purchase approximately 10 feet of City-
owned property at the rear of Lot 18, Block 2, Teshners Addition, upon
which a building he owns encroaches. The Public Works Department recom-
mended selling Mr. Roberts a 5x50' strip at $1.34 per square foot. Mr.
.Chatt moved seconded by Mr. Hawk to approve the sale subject to a re-
capture clause at the same price being included in the purchase agree-
ment. Motion carried.
Mr. Chatt moved seconded by Mrs. Lauris to approve Item 10 of the Committee report.

tion of complaints concerning unrestricted parking on a short section of

The City Manager reported that',:abatement had been accomplished by the property owners

14-; License Revision. Drive-in'Theatres - The Eugene Drive-in Theatre, through
its attorney,' had requested,discussi6n of the: license fee'cfiarged drive-in
theatres: since it was felt the City is imposing and unusually high: fee. A
subsequent investigation concerning such fees in this: area and throughout

the State revealed the drive-in theatre license fee is high in compari-
son. The present charge is $1.00 per space per year, or 40~ per space
per quarter. It was also mentioned that the present fee for indoor
theatres is 25~ per seat per year, or 10~ per seat per quarter. It was
recommended that the drive-in license fee be reduced to 50~ per space
per year, or l5~ per space per quarter. Dr. Purdy mov~d seconded by
Mr. Chatt to approve the recommendation. Motion carried.

received for public hearing on the 7th-Clark section,of the Eugene-
Springfield Highway and the City would be notified of date of such
hearing.
d. Letter from Winn & Co. reporting completion of audit of City of
Eugene records for the quarter ended September 30, 1964.
e. Copy of letter addressed to president of Eugene Chamber of Commerce
from E. B. Mather, owner-manager of Mills Motel, concerning his com-
plaint against John T. Moody an? Sons.
f.Letter from Eugene Water & Electric Board enclosing copy ~f letter
from San Francisco Water Department concerning fluoridation of
water supply.
g. Communication that Housing and Home Finance A~ency had gra~ted the
requested amendment for planning funds for covering Amazon pool
and construction of community b~ildings.
h. The City Manager also announced that Ray Hicks, Sr., retired Decem-
ber 31, 1964. He had been a member of the Eugene Fire Departmeqt
continuously since August 1, 1918. It was recommended that a letter
of appreciation be sent to Mr. Hic~.
Mr. Chatt moved seconded by Mrs. Lauris that Items 14 through l5h of the Committee re-
port be approved. Motion carried.

1 The City Recorder administered the oath of office to Mayor Cone, and to Council members
Catherine Lauris, R. E. McNutt, Lester Anderson, and Bruce Lassen, all for the term commencing
January 4, 1965 and ending January 6, 1969.

The City Manager explained that Mayor Cone had called this special meeting for the purpose of
discussing a contract with "SaIem"'Sahd '&~(;ravel' Cb~. to finish work on Phase V of the Wi11akenzie
Sewers started under a contract dated May 28, 1963 with Abrams Construc'tion Company. Abrams Con-
struction Company had failed and refused'to complete the work according to the terms, conditions,
and specifications of the contract.
3 Resolution No. 1131 - Authorizing contract with -Scdem Sand..& 'Gravel Co. for cOmpletion of work
on Phase V of. Willakenzie Sewers (Contract C-1179 dated May 28, 1963) was submitted and read in full.
Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All council-
men present voting aye, motion carried.
Upon motion duly made, seconded, and carried, the meeting was adjourned.
