Adoption 1964 Uniform Buiiding Code - T~e City Manager,dis-: tributed copies of the proposed revision of the building code ordinance for study by the Council members. No action was taken on Item 2 of the Committ~e 'report - proposed ordinance still being studied by Council members. I 4 : 3. Widening Harlow Road - The Council members had toured the Harlow Road area and had reviewed a map showing location of properties where addi- 1/25/65 - 1 e ~ 21~ e 1/25/65 ' I tional right-of-way would be needed. After several questions, answered by the Public Works Director, Mr. Anderson moved seconded by Mr.Crakes to continue plans for an 80-foot right-of-way for Harlow Road. Motion carried. 1 4. Annexation. Shasta Loop Area. Ridenour - A map-was presented showing the Shasta Loop area proposed for annexation and it was explained that a request had been received to include a small additional area with that on which the Council had called a hearing for February 8, 1965.' The Council members had viewed the area and after further discussion, Mr. Anderson moved secqnded by Mr. Crakes to withdraw the advertising for the hearing and call-a new hearing at a later date. Motion carried. e Mr. Chatt moved seconded by Mr. Crakes to approve Items 3 and 4 of the Committee re- port. Motion carried. 2 5. HHFA Revised Agreement Planning Funds Swimming Pool and Community Build- ings - A revised agreement was presented which would increase the grant for planning funds by $9,427 to include plans for covering Amazon swim- ming pool and necessary appurtenant facilities. The original agreement dated April 27, 1964 approved funds for a swimming pool and three com- munity buildings and would, with this amendment, advance $54,927. Dr. Purdy moved seconded by Mr. Hawk to approve the revised agreement. Mo- tion carried. I Mr. Chatt moved seconded by Mrs. Lauris to approve Item 5 of the Committee report. Roll- call vote. All councilmen present voting aye, motion carried. 3 6. Liquor License. England Grille - Mr. and Mrs. William Lee submitted an application for Class B Dispensers license for the England Grille at 8th and Willamette to replace the application for Class A Dispensers license recently approved by the Council. There had been a misunder- standing in the type of usage permitted by the license. Dr. Purdy moved seconded by Mr. Crakes to approve the Class B Dispensers applica- tion. Motion carried. Mr. Chatt moved seconded by Mrs. Lauris.to approve Item 6 of the Committee report. Mo- tion carried. 4 7. Widening Coburg Road, Centennial Boulevard Turn Lane - The Public Works Department reported it would be necessary.to construct a right-turn lane for traffic entering Centennial Boulevard off Coburg Road and recom- mended that the cost of the curb and sidewalk be assessed against the abut~ing property and that the city pay the cost of paving the additional lane. Mr. Hawk moved seconded by Mr. Crakes to apprwe the reommenda- tion. Motion carried. I Mr. Chatt moved 'seconded by Mr. Crakes to approve Item 7 of the Committee report. Roll- call vote. All councilmen present voting aye, motion carried. 5 8. Abatements - The building department recommended initiation of abatement proceedings on buildings at 85 North Madison, 390 East 3rd, 2011 Alder, and 2901 City View. Mr. Chatt moved seconded by Mr. Crakes to proceed with abatement of the~four buildings. Motion carried. e Mr. Chatt moved seconded by Mr. Lassen to.appr0ve Item 8 of the Committee report. The City Manager stated that the structures at 20ll Alder and 2901 City View had been razed, however the properties had not been completely cleaned up. A vote was taken on the motion, and motion carried. 6 9. Budget Committee Appointments - The City Manager stated that Mrs. Lauris and Mr. Anderson and Mr. Lassen should each make a recommendation of someone from each of their wards fo~ appointment as members of the budget committee.1I ~, I Mr. Anderson recommended appointment of Mr. Carl Raynor, 387 Dartmoor Drive, and Mrs. Lauris recommended reappointment of Mrs. Robert Campbell, 3575 Glen Oak Drive. Mr. Chatt moved seconded by Mr. Crakes.that the Council appoint Mr. Carl ,Raynor, 387 Dartmoor Drive, and Mrs. Robert Campbell, 3575 Glen Oak Drive, as members of the budget committee for 3-year term beginning January 1, 1965. Dr. Purdy moved seconded by Mr. Anderson to uphold the Planning Commission recommendation to deny the request. Motion carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Item lf of the Committee report. e Mr. Gordon Cottrell, representing his client, Mr. Rust, stated they would like to pre- sent some additional information on the project, however his client was not able to be present at this meeting. After some further discussion, Mrs. Lauris moved seconded by Mr. Chatt to table this item for two weeks. Motion carried. 1 g. Rezoning NW corner Coburg and Willakenzie to C-3P (Olson)(65-006) - The Planning Commission had recommended denial of Mr. Olson's request to rezone an area on the northwest corner of Coburg and Willakenzie from RA Outer Residential to C-3P Commercial, which would allow a Dairy Queen ice cream store on the south half of his property with continuation of the miniature golf course on the north half. Present- ing the case for the owner, Mr. Olson, and the operator, Mr. Adams, was Mr. Hershner who also submitted copies of two petitions containing names of residents of the immediate area who were in favor of the con- struction and operationof the Dairy Queen store at the proposed loca- tion. Mr. Adams stated that it was necessary for him to expand his business in such a way so as to have an income during the entire year and that a business of this type would be very much in line with the operation of the miniature golf course. After discussion by the Council, Mr. Anderson moved seconded by Mr. Crakes'to grant a Variance allowing the ice cream store. Motion carried, Dr. Purdy voting no. . Rezoning area on west side of Madison between 25th and 26th to R-3G (Jensen)(65-002) - The Planning Commission had recommended denial of a request by Mr. Jensen to rezone from R-l Single Family Residential to R-3G Garden Apartment an area on the west side of Madison Street between 25th and 26th. Mr. Crakes moved seconded by Mr. Lassen to deny the request. Motion carried. I Mr. Chatt moved seconded by Mr. Crakes to approve Item lh of.the Committee report. Upon further discussion by the Council, Mr. Chatt moved seconded by Mrs. Lauris to table this item for two weeks. Motion carried. ' 3 2" Ordinance. Licensin g Buildings Wreckers - The City Manager stated inquiries had been sent to a number of firms and individuals engaged in the business of wrecking buildings in the general area and in Salem and Springfield, ask- ing for their comments as to the need for a city ordinance licensing those people engaged in the business of wrecking buildings. In attendance at the committee meeting and speaking in favor of the establishment of such an ordinance were Mr. Harold Dean of Dean Construction Company, Springfield; Mr. Virgil Weatherly, Eugene; Mr. E. S. Ritter, Salem; Mr. Les Hardy repre~ senting the Eugene Building Contractors Association; and Mr. Slayton of Eugene Building Wreckers~ After hearing comments by these men, Mr.Crakes moved seconded by Mr. Anderson to have the staff prepare such a'licensing ordinance to be presented to the firms engaged in this business and to be discussed by the City Council. Bailey Hill Annexation - Mr. Gene Maier stated he had been asked to speak for a group of residents in the Bailey Hill-Acorn Park area who are in favor of having their properties annexed to the city of Eugene; He pointed out on a map the general area of the proposed annexation, stating that their com- mittee had sent out approximately 284 questionnaires, and 185 of these had been returned, with a majority of those returned favoring annexation. Natimal Bank to use a trailer as temporary quar- ters for a branch bank at 807 East 13th Avenue. The variance expires January 22, 1965. The Bank now requests extension to July 3l, 1965 due to problems in acquiring a site for their building. Mr. Chatt moved seconded by Mrs. Lauris to extend the variance to July 31, 1965. Mo- tion carried. 2 7. EWEB Right-of-Wav. Moe - The Eugene Water & Electric Board requested execution of a quitclaim deed relinquishing an easement to Mr. and Mrs. Sig Moe for an electric line across their property near Hayden Bridge Plant. Mrs. Lauris moved seconded by Mr. Lassen to approve execution of the quitclaim deed. Rollcall vote. All councilmen present voting aye, motion carried. 3 8. Hearing. Oakhill-Clark Section - It was announced that ,the State Highway Department had advised that informal hearings would be held in Harris Hall from 9:00 a.m. to 9:00 p.m. on February 1 and 2, 1965 and from 9:00 a.m. to 12:00 noon on February 3, 1965 concerning the Clark Street-Oakhill section of Highway 105. The formal hearing would commence at 2:00 p.m. on Wednesday, February 3, 1965. The announcement was received and placed on file. 4 9. Zoning Ordinance - Dr. Purdy suggested that the Mayor appoint a repre- sentative from the City Council to meet with Planning Commission com- mittee members who are working on a new zoning ordinance for the city of Eugene. Mayor Cone suggested the appointment of Mr. Crakes and Mr. Lassen, and they agreed to act as the Council's representatives. 5 10. National Legislative Conference - The City Manager announced that a National Legislative Conference would be held in Washington, D. C., March 30 to April 1, 1965, to acquaint legisla.tors and ,municipal officials with legislation being presented ~n the 89th Congress. Dr. Purdy moved seconded by Mr. Crakes that the city of Eugene send a delegate to this Conference. Motion carried. 6 ll. Urban Transportation Short Course - The City Manager announced that a short course in urban transportation planning would be held in San Francisco February 8 to ll, 1965; registration fee for the course is $50. Dr. Purdy suggested that Mrs. Betty Niven, a member of the Eugene planning commission, who would be in that area during February, might be interested in attending providing her expenses were paid~ Dr. Purdy moved seconded by Mr.Chatt to allow expenses for Mrs. Niven to attend the Short Course if she so desires. Motion carried. 7 l2. Eugene Housing Needs 1970. Niven -: Mrs. Betty Niven, who has been studying at the University of California, prepared a study report of housing needs in Eugene, Oregon in 1970 and distributed copies of the study to members of the City Council and staff. She then outlined the problems encountered in securing information for the report, some of the information actually giNen in the report, and the purposes of the report. Mayor Cone thanked Mrs. Niven for her interest and work in this field and the copies of the report pre- sented. No action was taken. ORDINANCES 8 Council Bill No. 6886 - Levying assessments for paving Linnea Avenue from Norkenzie Road to Tarpon Street, submitted and read the first time in full on January ll, 1965 and held over for proper notice of assessment to be given owners of affected property, was brought on for consideration with no written protests on file. Mr. Chatt moved seconded by Mrs. Lauris that the bill be read the second time by council bill number only, with unanimous consent of the Council.
