February 8, 1965
The regular meeting of the'Common Council of the City of E~ ene, Oregon, was
called to order at 7:30 p.m. in the Cruncil Chamber on February 8, 1965 by His Honor
Mayor Edwin E. Cone with the following councilmen present: Mr. Chatt, Mrs. Lauris,
Messrs. Crakes, Hawk, Purdy, McNutt, Anderson,. and Lassen.
The minutes of the adjourned meeting held on January 25, 1965, as mailed to members of
the Council, were approved.

COMMITTEE REPORTS

Committee meeting held January 28, 1965:
"Present: Mayor Cone; Councilmen Chatt, Lauris, Hawk, Purdy, Anderson, Lassen;
City Manager; Assistant City Manager; City Attorney; City Recorder;
Assistant City Recorder; Director of Public Works; and others.

1. Recertification. Workable Program - The City Manager stated that the build-
ing department had been gathering information and setting up a proposed .
program to be included in an application to the Federal government for re-
certification of Eugene's Workable Program. An outline of the material in-
cluded in the application was given. Mrs. Lauris moved seconded by Mr.Chatt
to approve presentation of the application for recertification of the Work-
able Program. Motion carried. .
Mr. Chatt moved seconded by Mrs. Lauris to approve Item 1 of the Committee report. Mo-
tion carried.
The City Manager read a letter from Mrs. Jean W. Crocker of 1567 Jefferson Street,
Eugene, protesting the approval of the request for recertification. Mrs. Crocker
stated that should the Program be enforced, it would mean there would be direct in-
vasion of the privacy of an individual's home, and she suggest~d that the,Council dis-
miss the recertification completely:

2. Housing Code Administration - The City Manager read a preliminary report
outlining a housing code enforcement program suggested by the building de-
partment. The report included explanation of the housing code, the.initial
inspection areas, public relations, and financing. No action was taken.

Mr. Chatt moved seconded by Mrs. Lauris to give approval of the preliminary report con-
cerning the housing code. Motim carried.

3. Assessment.Policy. Donald Street Sidewalk - The Public Works Director
pointed out on a map the general area on south Donald Street where the
City had constructed sidewalks on one side of the street and now proposes
to assess properties on both sides of the improvement in line with the
ordinance now in force in the City Code. Discussion followed, but no
action was taken.

Mr. Chatt moved seconded by Mrs. Lauris that Item 3 of the Committee report be received
and placed on file. Motion carried.

4. Fixed Base Operator. Mahlon Sweet Field - A group of local businessmen,
headed by Jack York of Jack & Cee Motors, desire to obtain assignment of
Milton Ruberg's lease for a fixed base operation at Mahlon Sweet Fiefd.
They indicate they would accept the terms ~nd oonditfons of the lease,
including paying the fuel flowage fee and providing a $5000 performance
bond. They also would like to rent the old United Air Lines building
for an office for a period not to exceea 18 months at a monthly rental
of $250. Mr. Chatt moved seconded by Mrs. Lauris to assign Mr. Ruberg's
lease to the group, subject to approval of the airport commission. Motion
carried.

6. Ordinance. Meter Hoods -'A draft: of a proposed ordinance was presented
which would amend the City Code with regard to issuance of parking meter
hoods, prohibiting their use, except by special permission of t?e polic~
chief, on tho~e,parkini me~ers providing'for less than one hou~bf p~rk~
lng. ,Mr. Chatt' move~ seconded by Mr. Anderson to approve the ordinance.

7. Widening 6th and 7th Avenues - The City Manager read a letter from
Mr. Forrest Cooper, State highway engineer, stating that Mr.,~ooper"

A tabulation was presented of bids opened on the installation of a

(Eugene Hospital & Clinic) - Mr. A. J. Anderson, administrator of the
Eugene Hospital & Clinic, requested vacation of a 1.1-foot strip along
the easterly margin of the north/south alley between Wil1amette and
Olive, 11th and 12th extended easterly. The Clinic also requested per-
mission to place footings for their building within the alley right-of-
way. Mr. Chatt moved seconded by Mr. Crakes to approve the vacation
and permit the footings to be placed within the alley right-of-way.

Resolution No. 1155 - Authorizing abatement proceedings 2901 City View (Shields) was submitted and
read in full. Mrs.Shields protested saying she could not complete the abatement because of ill health.
Action over a period of several months was reviewed and nothing had been done by the property owner.
Neighbors of Mrs.Shields in the audience said she had received sufficient notice and had had ample time
to complete the abatement. Dr.Purdy moved seconded by Mr. Crakes to adopt the resolution as written.
Motion carried.
