HomeMy WebLinkAbout04/26/1965 Meeting 28~ e 4/26/65 I Counc il Chamber Eugene, Oregon April 26, 1965 The adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the regular meeting held April 12, 1965 - was called to order at 7:30 p.m. PDT in the Council Chamber on April 26, 1965 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Chatt, Mrs. Lauris, Messrs. Crakes, Hawk, Purdy, McNutt, Anderson, and Lassen. The invocation was given by Rev. John Ewing, River Road Peace Presbyterian Church. Minutes of the meeting held April 12, 1965, as mailed to members of the Council, were approved. NEW BUSINESS 1 Parking Assessme~ District - Councilman Hawk, chairman of the Mayor's Parking Study Committee, stated that members of the Committee had met briefly before the Council meeting and decided to recommend that the Council delay proceeding with the parking assessment district because of the number and type of written remonstrances filed in. the Recorder's office. e Mr. Hawk moved, seconded by Mr. Anderson, to defer action on the parking assessment district pending a review by the Parking Committee of the written remonstrances and suggestions. I Mayor Cone called for discussion, and favorable comments were heard from Mrs. Martha Goodrich and from Messrs. Lewis Hoffman, Duane Lafferty, Al Jagger, and a Mr. Amacher. Mr. Amacher stated that'he had recently moved to Eugene from Portland, and he reviewed the effect that Lloyd's Center had on the downtown core area in Portland. Mr. Wayne Shields, a partner in the Valley Shopping Center, stated that the proposed shopping center would have unmetered spaces for 4000 cars. The City Manager'read a letter from the Eugene Medical Center, which was not a remonstrance. It alleged some inequities in the proposed assessment district and suggested further consideration be given to credits for parking lots now in existence. Speaking against the parking assessment district were Messrs. Archie Weinstein, Arthur Anderson, L. M. Orchard, John Foreman, Walt Walling, Bryan Bronson, E. H. Hall, and Pastor Stewart of the Lighthouse Temple. Several speakers suggested consideration of the use of parking meter revenues for the purchase and maintenance of off-street parking facilities. Also, several speakers stated there should be a difference in the per-square-foot assessment on fringe areas of the proposed dis- trict and the high-value properties.in the center. Following further discussion and rebuttal by Council members and member.of the Parking Study Committee, a vote was taken on the motion to defer action on the parking assessment district, and motion carried. 2 Vice President's Conference - Mayor Cone had received an invitation from the Vice President to a conference of mayors of medium-size cities. The, conference will be held in Washington, D. C., on May 5, 1965. I Dr. Purdy moved, seconded by Mr. Crakes, that the City send Mayor Cone to the Vice President's con- ference. Rollcall vote. All councilmen present voting aye, motion carried. 3 Bids - Improvement Proiects. Opened April 26. 1965 Sanitary sewer on Ferry from Broadway to 665 feet north (Eugene Fruit Growers); and on Broadway from High 200 feet east Contract Cost $ 26,277.08 35,273.75 (Low) City Cost $ 7,200.00 Estimate $ 26,042.09 e Wildish Construction Company Jeske Bros. Construction Co. Cost to Fruit Growers - $ 19,077.08 Mr. Chatt moved seconded by Mr. Hawk that the contract be awarded to Wildish Construction Company on their low bid of $26,277.08. Rollcall vote. Rezone to M-l 1810 West 10th, Powell (65-039) - Mr. Robert Powell requested rezon- ing this area from RA Outer Residential to M-l Limieed Industrial. The Planning Commission recommended denial of the M-l zone, but did recommend a change to C-3P commercial. Mr. Chatt moved seconded by Mr. Hawk to rezone the area at 1810 West 10th to C-3P Commercial. Motion carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Item 2h of the Committee report: Motion carried. 2 i. Rezone to R-3G area bounded by Hayes and Garfield, 17th and Amazon Ditch, Morten- son (65-052) - This rezoning request was tabled in the Planning Commission for further study. Rezone to C-2 area on east side of Grant Street between 17th and 18th, Rady et al (65-050) - "The requested rezoning would change the R-l Single Family zone at this location to C-2 Neighborhood Commerci~l. The Planning Commission re~ommended de- nial. Mr. Chatt moved seconded by Mrs. Lauris to deny the request. Motion carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Item 2j of the Committee report. Motion carried. 4 k. Rezone to R-3 795 West 18th, Wilcox (65-032) - This item was tabled in the Planning, Commission in order to give further study to possibility of R-3G zone. Mr. Chatt moved seconded by Mrs. Lauris that Item 2k be received and filed. Motion carried. 5 1. Rezone to C-3P area on NW corner of 27th and Oak, Rsencrans (65-035) - Mr. Rosen- crans' request was to rezone this area from R-l Single Family to C-3P Commercial. The Planning Commission recommended approval of the request, subject to a buffer planting on the west side of Oak Street as was required on the property to the north. Mr. Chatt moved seconded by Mr. McNutt to approve the rezoning as recom- mended. Motion carried. Mr. Chatt moved seconded by Mrs. 'Lauri s to approve Item 2 1. of the Committee re'port.' Motion carried. 6 3. Pearl Street Extension - The Public Works Department reported that Wildish Construction Company had asked an increase of 15% over the original contract to complete the Pearl Street extension. 'Their request was based on increased labor costs and have to regrade a portion of the project. The Public Works Department recommended increasing the origi- nal contract by 10% (Job C-123l). Mr. McNutt moved seconded ~y Dr. Purdy to approve an increase of 10% on the original contract for completion of the' Pearl Street ext'ension. Motion carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Item 3 of the Committee report. Rollcall vote. All councilmen present voting aye, motion carried. 7 4. Reverse Traffic, Alley between Broadway and 10th. Oak and Pearl. Medical Center - Mr. C. F. Wright, manager of the Eugene Medical Center, requested that the traffic flow on this alley 'be changed from I-way east to I-way west to allow better utilization of the parking lot being established at 971 Oak Street. The Public Works Department recommended approval of the change: Mr.. Chatt lIO ved seconded by Mr. Lassen to ap- prove the recommendation. Motion c~rried. The Public Works Department also recommended removal of parking meters from the east side of Oak Street north of the entrance to the proposed Medical Center parking lot. Mr. Chatt moved seconded by Mr. Lassen to approve the removal of these meters. Motion . carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Item 4 of the Committee report. Motion carried. 8 5. Interstate 105. 1st to 6th. Fill vs. Viaduct - A letter from the State Highway Department was read which stated that the cost of building and landscaping an embankment on the por- tion of Interstate 105 between 1st and 6th would be $400,000 ress than construction of a viaduct. The letter was received and filed: 9 6. Commendation. Officer R. A. Craig - A letter from the Bureau of Labor, Civil Rights Di~ vision, was read, commending Officer R. A. Craig of the Eugene Police Department for his handling of an incident concerning a non-white minority group person. The City Manager said that Officer Craig would be sent notice of the commendation. 10 7. Municipal Golf Course - The City Manager stated that three of four routes ar'e open for the City to finance the proposed purchase of Oakway Golf Course. After some dis- cussion by Council members, it was decided that 'the Golf Course Study Committee should convene at an early date to study the financing of the project. Mr. Chatt moved seconded by Mrs. Lauris that Items 5, 6, and 7 of the Committee report be received and filed. Motion carried. 11 8. Sidewalk. north side of 7th and south side of 6th from High east to alley - Mr. -Cable requested installation of-sidewalk at these two locations. The Public Works Department had contacted owners of property abutting the proposed sidewalk locations, suggesting the construction, but no action had resulted, and it is now recommended" that the Council initiate the installation. Mr. Chatt moved seconded by Mr. Lassen to install sidewalks as recommended. Motion carried. 2 6. Polls. Dr. Purdy moved seconded by Mr. McNutt to approve the recommendation. Motion carried. 3 7. Paving and sanitary sewer in Oceanway Industrial Park - The owner of 100% of the prop-- erty to be assessed petitioned this project. Mr. Chatt moved seconded by Mr. Crakes to approve the petition. Motion carried. 4 8. Paving Jefferson from 29th Place to 30th Avenue - This paving was petitioned by owners of 66.6% of abutting property. Mr. McNutt moved seconded by Mr. Chatt to approve the petition. Motion carried. 5 9. Basement Sprinklers - A report was presented from the Fire Marshal in which he com- mented on the co-operation of owners of bui~ings having basements requiring installa- tion of sprinkler systems by September 24, 1964. Extension of time had been granted on some buildings because of remodeling or other plans; several basements were not re- quired to be sprinklered either because the basements were not being used or the build- ing itself was vacant; and of those requiring sprinklering, only seven had not complied "but the Fire Marshal stated he felt with continued work full compliance could be"ac- complished. The report was received and placed on file. 6 10. Emerald Empire Day Flags - The Eugene Jaycee's requested permission to place flags along the streets during the semiannual Emerald Empire Days, 3-day promotion by the retail merchants division of the Chamber of Commerce. A sketch was presented showing the type of flag and standard to be used. Mr. Chatt moved seconded by Mr. Crakes to approve the request, granting permission for placement of the"flags during this year's spring and fall retail merchants promotion days. Motion carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Items 4 through 10 of the Committee report. Motion carried. 7 11. Jail Study Committee - Mayor Cone announced the appointment of Councilman Chatt and the Police Chief as members representing the City on the committee concerning itself with future jail development. Mr. Chatt moved seconded by Mrs. Lauris that Item 11 of the Committee report be received and filed. Motion carried. 8 12. Contract Extension. Northway Construction - Northway Construction Company requested ex- tension of their contract with the City for sanitary sewer construction, Wil1akenzie Sewer Improvement District WS-64-8 (Job 1304), citing'unfavorable weather conditions during January as the reason for delay. The Public Works Department recommended grant- ing an extension to April 20, 1965. Mr. Crakes moved seconded by Mr. Lassen to grant the recommended extension.' Motion carried. Mr. Chatt moved seconded by Mrs. Lauris to approve Item 12 of the Committee report. Rollcall vote. All councilmen present voting aye, motion carried. 9 13. Parking Assessment District - The City Manager distributed copies of a letter which was being mailed to owners of property in the proposed parking assessment district. The letter explained the method of adjustment in assessment on properties within the dis- trict from which buildings are removed or on which floor space is decreased, and the fee charged on those properties on which buildings are added or floor space increased. The letter was received and placed on file. 10 14. Census - The City Manager stated that 107 people, residents of the two islands in the Willakenzie area recently annexed to the City, had been certified as residents of Eugene to the State Census Board. 11 15. Eugene-Springfield Boundary - A letter from the Springfield Chamber of Commerce was read in which a meeting of Springfield and Eugene officials was suggested for the purpose of discussing a policy concerning a boundary between the two cities. National Safety Council - The city manager repo~ted th~t the Nattona1 Safety,Counci1: had noti~ied the ~ity of E~gene that the reduction in ~he i~dustrta1:accid~nt rat~ex- perienced by employes of the City had earned an Award ,of Merit. ,The r~por~ was,re- ceived and filed. I 2 17. Sanitary se~er. Eugene Fruit Gravers - The Public Works Department repo~ted th~i Eugene Fruit Growers had agreed to enter into a contract with the City to construct a new sewer line to replace the badly deteriorated Fruit Growers line running west between 7th and 8th, discharging into the main line between High and Mill. The new line would be con- structed on Ferry Stree't from north of 8th to an exif?ting 1tne ,on Broadway and is esti- mated to cost $26,000. .Fruit Growers would ,pay tf:1e ent ire cost, including 5% engineer- ing charge, except an estimated $7200 to be paid by ~he City which would have been in- curred in th'e sewer construction program.
