COne with,the-follow- ing councilmen present: Mr. Chatt, Mrs. Lauris, Messrs. Crakes, Hawk, Purdy, Anderson, and Lassen. Mr.. McNutt was absent. Invocation was given by Rev. The Tap. 1432 Orchard Street, new Retail Malt Beverage Class A was submitted by Jack Racely on April 26, 1965 and tabled to give residents of the area an opportunity to remonstrate if desired, and now brought back for consideration with no written protests on file. Mr. Chatt moved seconded by Mrs. Lauris that the application be approved. Motion carried. 4 Appointment Municipal Judge - Mayor Cone announced appointment of the following persons as members of a committee to recommend names of three qualified candidates for the position of municipal judge for the city of Eugene: Councilman R. G. Crakes; "Attorneys Hale G. Thompson, Ralph F; Cobb, and Edward A. Butler; and Messrs. Raymond T. Ellickson, Wallace F. Kellogg, and V. Edwin Johnson. 5 President's Conference on Natural Beauty - A letter was read inviting the Director of Parks and Recreation to a conference in Washington, D. C., called by the President and to be held on May 24 and 25, 1965. The Director briefly explained that the purpose of the conference was to place emphasis on stressing natural beauty in towns across the Nation. I Mr. Chatt moved seconded by Mrs. Lauris that the Director of Parks and Recreation be sent to the conference and that his expens~be paid by the City. Motion carried. Urban Design '- Dean Creese spoke informally on some of the currerit 'thinking on good urgan design and related thes~ ideas to his observations o~ Eugene's development. " I 2 2. Zoning and Land Use. Suess - M~. Bob Suess, a residential building cont~actor~ pre- sented his views on the following: a. That much of the zoned area in the "City is rapidly being used, and the Council and Planning Commission should rezone other areas to replace the areas used so that additional land may be available. b. That the Lane County Fairgr~unds, containing approximately 47 acres in the center of th~ City, mig~t better ~e used for other purposes the the Fair.~ He suggested that more acreage 'of To.wer value. might" be used for a fairgro.unds, and might be located on th~ perimet~r of the City where the public would con- tinue to patronize the Fair'even though it would mean an additional '10' minutes driving time. e c..'~That 's ewer s' should. he ex'tend'ed to ar'ea outside the' City limits, 'suggesting close co-operation between the City and County to bring this utility to 'the out.1ying areas. . d. I . ~ ~ . Mr. Suess suggested that these items be considered in future planning for the welfare of the people of Eugene and for the economy of the general area. Mr. Chatt moved seconded by Mrs. Lauris that Items 1 and 2 of the Committee report be received and placed on file. Motion carried. 3 3. Storm Sewer. Bar M Ranch Subdivision - Mr. Clair Adkins in"developing the Bar M Ranch Subdivision had suggested he be permitted to construct a covered storm sewer through. this subdivision at a differe~t tocatioQ and to replace the existing dr~in~~e channel~ He proposed construction of a..rei-nforced: channel box of 4'x2~' ins'ide measurem~nts:at his own expense, with the City reimbursing him about $12,000, since this would be a trunk line storm sewer replacing the McKenzie Irrigation Drainage Channel. The Public Works Department bad prepared' estimates of the costs for constructing the storm. sewer using 54" pipe, 48" pipe, and the box-type structure proposed by Mr. Adkins; showing the cost using pipe would be about half the cost for the box-type. The Department recommended 3'x5' inside dimensions if a box-type s~ructur~ i~ used.. Dr~ Pu!dy moved seconded by Mr.McNutt to approve City participation in a box-type structure,,3'x5', to the tune of $15;000~ subject to' approval of the dimensions by the Soil Conserva- t ion Service. Fruit Growers ~ The Eugene Fruit,Growers Association request a firm commitme~t r~garding installation of sewers in the'Bethel-Danebo area for ~he pro-: posed relocation of their plant~ The Public Works Department reported additional construction on the system now being installed will be necessary, and that an immediat~ change is ne~essary in the press~re line, trunk lines,C and D, .and:pu~p station~ , Dr. Purdy moved seconded'by Mr. Lassen to refer the. item to. the Planning Commission for a,recommenaation~ Motion carried. e ;5 5. Municipal Judge - The City Manager read portions of the City Charter rela- tive to the appointment and duties of municipal judge, and recommended that a 7-man screening committee, as pr-evi6usilly recommended in his report on the Grand Jury Report, be appointed by the Mayor .to recommend the names of three qualified candidates for the position. It was recommended that the committee membership comprise three attorneys, three laymen, and one councilman. Eugene Fruit Growers - The Eugene Fruit Growers is considering reloca- tion of the plant in the Bethel-Danebo area and had asked the City. whether the sewer line now under construction would accommodate the discharge. As a result, an agree- ment was proposed whereby the City would construct and pay for the necessary sewer capacity, and .the Fruit Growers would reimburse the City over a 10-year period in annual payments, with interest to be paid on remaining balances at the same rate at which the City retires the financing bonds on the Bethel-Danebo project. A deci- sion is necessary at this time so that pipe may immediately be ordered if approved, and the present construction can be changed accordingly. Annexation Northwood Estates (Crescent Avenue area)(64-l53) - The original peti- tion for this annexation was referred back to the Planning Commission at the March 29, 1965 Council meeting, and the Planning Commission now recommends ap~ proval of annexation of a smaller area than originally petitioned. Mr. Chatt moved seconded by Dr. Purdy to annex the area included in the revised description, and to ,set anew date for a public hearing. Motion carried.
