HomeMy WebLinkAbout06/14/1965 Meeting r-328 e 6/14/65 Council Chamber I Eugene, Oregon June 14, 1965 The regular meeting of the Common Council of the city of Eugene, Oregon, was called to order'at 7:30 p.m. PDT in the Council Chamber on June 14, 1965 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Chatt, Mrs. Lauris, Messrs. Crakes, Hawk, Purdy, McNutt, Anderson, and Lassen. Invocation:was given: by Rev. Edward R. Anderson of Emmaus Lutheran Church. The minutes of the adjourned meeting held May 24; 1965 and of the special meeting held June 1, 1965, as mailed to members of the Council, were approved. NEW BUSINESS Eugene Mission Committee 1 Mayor Cone announced appointment of the following named persons to serve as members 0f a committee to study and make recommendations 'concerning a new site for location of the Eugene Mission: e Dean Haley, 1790 Ferry Street William McLeod, 3545 Mill Street Wilbur H. Hyland,Jr. , 920 Cheshire Avenue William Peebles, 2835. Firwood Way Brl;lce Lassen, 983'Elizabeth Street Al~son C. Wysong, Jr." 2890 Chambers Street , , '. 2 Widening Coburg Road - Authorization was requested to purchase for $1400.00 property needed for I r,ight-of-wq.y for widening Cqburg Road at 1209 and 1215: Coburg Road owned by D. H. and Mildred Love. Condemnation proceedings had previously been authorized for $1030.00. : Mr. Chatt moved seconded by Mrs. Lauris to approve the 'purchase for $1400.00~, Rollcall vote~ All councilmen present voting ~y~, motion carried. . ' - 3 Variance Sidewalk Construction. U.S.National Bank. 13th and Alder - Wilmsen, Endicott & Unthank, as :architects on this projec~, requested permission to use brick paving in certain areas of the side- walk construction. Mrs. Lauris moved ,seconded by Mr. Chatt to waive ordinance requirements and allow brick paving as requested. Motion carried. . - - 4 Assessment Segregation.: 1815 Cal, Young Road.. Long-Ivey - Max Long requested segregation:of assess...: ment for sewer construction in Willakenzie Sanitary Sewer Improvement District WS-63-3 agains,t his property at 1815 Cal Young Road. Balance of assessment is $1751.89 to be divded $1662.64 to P.arcel 1 and $89.25 to:Parce12, the 16-foot,strip to be sold. Mr. Chatt moved seconded by Mrs. Lauris to approve the requested segregation of assessment. Motion carried. Advance Planning Funds, Community Facilities Administration HHFA, Storm Sewers - The Public Works Department recommended that the city of Eugene apply for advance planning funds from the Community Facilities Administration of HHFA to finance a storm sewer study to supplement the existing sewer study. The loan would be repaid if and when construction is started. The study would be made by Cornell; Howland, Hayes & Merryfield and cost about $30,000. Dr. Purdy mov~d seconded by ~r. Lassen to authorize the applica- tion. Motion carried. 2 12. Crosswalk. . Agate at 14th Avenue - In connection with the East Campus Development project under Urban Renewal, a crosswalk was proposed on Agate Street where 14th e Avenue would cross if extended. The'crosswalk would be 50 feet across the level portion with IS-foot sloping ramps on the north and south sides, 6" or 7" high curb to curb. The City Attorney state~ the City woul~ need liability protection, and the Public Works Department would need to approve the height and dr~inage of the proposed crosswalk and adjoining ramps. After further discussion, Mr. Chatt moved seconded by Mr. McNutt to approve the proposed project, providing the Un~versity of Oregon will agree to save the City harmless in any liability arising from the in- I stal1ation of such a crosswalk, and providing the Public Works Department, gives ap- proval on height, drainage, etc. , and also providing the University will agree to remove the crosswalk at no cost to the City if requested to do so. McKinley Street Fire Station (West Side) - The City Manager stated that the City Attorney had made a report concerning the City's claim for damages against the Eldon Shields Construction Company to recover the expense for installation of additional heating ducts at the McKinley Street Fire Station due to discovery of water in the underground heating ducts which is believed to be a failure in the original construc- t ion. This matter had been discussed with the architects, Balzhiser, Seder and Rhodes, and a written statement had been received from that firm. Based onthe architect's re- port, the Cit'y Attorney recommended that the file be closed and any further claim for damages dropped.
