Mr. Crakes moved seconded by Mr. Anderson to approve the budget as presented.
Mr. Pat Flynn, president of the Fire Fighters Association, presented charts showing a review of the
pay rates for firemen with various ~teps on the s,a.:,lary. c:la~sif:ication p~an. Mr. Joe,Willis, repre-
senting the Lane County Labor Council, spoke in support of'the original'pay recommendation for fire-
men. Mr. Richard Beck, representing the Public Works maintenance division, asked several questions
concetning the salary schedule for street and maintenance employees.
The City Manager stated that a review would be made of Fire Department salary schedules for classifi-
cations below the rate of Battalion Chief, and that any proposed adjustments could be made within the
structure of the existing budget and would be brought before the City Council later for approval.
Mr. Crakes moved seconded by. Mr. Anderson to amend the motion to read "that the budget for the city ;
of Eugene for the 1965-66 fiscal year be approved subject to the Council's adjustment of Fire Depart- I
ment salaries for classifications below that of Battalion Chief." Rollcall vote. All councilmen
present voting aye, and motion as amended carried.
Mayor Cone and Councilmen Chatt entered the meeting at this point, and Mayor Cone -

COMMITTEE REPORTS
Meeting held June 24, 1965:
e "Present: Mayor Cone; Councilmen Chatt, Lauris, Crakes, Hawk, Purdy, McNutt, Anderson, and
Lassen; City Manager; Administrative Assistant; City Attorney; City Recorder;
Public Works Director; and others.
2 1. Resignation.Judge John Barber, Jr.: - John L. Barber, Jr.,is,tesigning as municipal judge
on June 30, 1965. He was presented a certificate of recognition by Mayor Cone, who com-
mended Judge Barber on his 18 years of service with the city of Eugene and for the fine
I manner in which he has conducted the municipal cillrt and the co-operation he has ex-
tended the City administration during his term of service.
Retirement. Hedley Holeman - Mr. Hedley Holeman is retiring from the position of assess-
ment supervisor in the Finance Department, effective June 30, 1965, after 40 years of
service with the city of Eugene. Mr. Holeman was not present to receive recognition
at this meeting. .
Mr; Chatt moved seconded by Mrs. Lauris that Item 1 of the Committee report be received and placed 'on
file. Motion carried.
3 2. Equitable Parking Committee Report (Downtown Parking Assessment District) - Mr. Ralph
Hillier and Mr. ' Donald Husband, attorneys representing the Equitable Parking Committee,
reported to the Council on the plan which they will present at the regular Council meet-
ing on Monday, June 28, 1965, They are proposing this ptan to replace the downtown
parking assessment district proposed by the Downtown Study Committee appointed by the
Mayor. Mr. -Husband reviewed briefly the Equitable Committee's "proposal, explaing the
\ high points and the necessary steps to formulate a taxing district and an administra-
tive body to administer the entire parking program. After some questions and further
discussion, Mr. Hawk moved seconded by Dr. Purdy to delay a decision on the assessment
district until the Council meeting scheduled for July 12, 1965 in order to giv~ the
Mayor's Downtown Study Committee an opportunity to review the Equitable Committee's
proposal. Motion carried.

4 3. Planning Commission Report. May 4, 1965
a. Slot Car Racing in C-2 Zones. Caldwell - Mr. Andrew W. Caldwell, Andy's Catering
Service, requested permission to install slot car racing, a new activity, in a C-2
Neighborhood Commercial District. The Planning Commission recommended that slot
car racing should be confined 'to C-3 or C-3P zones. Mr. Chatt 'moved seconded by
Mr. Crakes to refer this item to a joint Planning Commission-Council meeting.

Mr. Chatt moved seconded by Mr. Crakes to approve Item 3a of the Committee report. Motion carried.
5 4. Variance. Curb Requirement. Standard Oil Company. 515 East Broadway - The Board of
Appeals had previously considered the request of Standard Oil Company to waive the
requirement to install' a 6" curb adjacent to the sidewalk at their station at 515
East Broadway, and had denied the request. Standard Oil' is now appealing this de-
cision to the Council. Mr. Chatt moved seconded by Mr. Lassen to deny the request.
Motion carried.
Mr. Chatt moved seconded by Mr. Crakes to approve Item 4 of the Committee report.
Mr.John Hardup, engineer for Standard Oil Company, and Mr. Bert Churchill, member of the Oil ana Gas
Industry Board, both requested recons'ideration of the decision to' requ'ire the 6" wheel bumper.

6 5. Variance. Sidewalk Construction Low-Rent Housing, 3rd and High - Mr. Don Lutes, archi-
tect for the low-rent housing project at 3rd and High, presented a plan showing the
proposed sidewalk treatment around the property. A variance would be required since
the proposed sidewalk does not conform to Code requirements. Mrs. Lauris moved
seconded by Mr. McNutt to grant a variance allowing construction of the 'sidewalk as
planned. Motion carried, Mr. Chatt voting no.

1 6. Mission Street Park (EWEB Reservoir Site) -: Th~ City Manager s~ate the Eugene Water ~, I
Electric Board 'has been informed that the City will need additional time concerning
disposal of the EWEB reservoir site property offered 'to the City for park purposes, .
and that EWEB had been requested not, to sell this property immediately.' A petition
had been submitted bearing 80 names requesting that the'property in question be used
for park purposes. Mr. Chatt moved seconded by Mr. Crakes to refer the matter to
the City staff'for study and further fecommendation. Motion carried.
Mr. Chatt moved seconded by Mr. Crakes to approve Item 6.?f'the'Committe7 report. Motion carried.
2 7. Parking Prohibition South Willamette between Grandview and 2ard - The Public Works De-
partment'recommended'that'parking be prohibited' at the west curb of Willamette Street
from Grandview Street to 400 feet south, terminating approximately at 21st Avenue as
vacated, and at the east curb of Willamette Street from 23rd Avenue north to the
existing "no parking" area in front of the Civic Stadium. Mr. McNutt moved seconded.

I 1 19. Dav School Nurserv. 3265 Alder. Wollenweber - Mr. Wollenweber was present and stated
that he recommends the Planning Commission check into the matter of a permit which
was issued by the City for establishment of a Day School Nursery at 3265 Alder
Street. Hr stated that the residence is being remodeled to provide minimum standards
for the operation of such a school and that he and several of his neighbors feel this
is not a suitable location. After further questions to Mr. Wollenweber, Mrs. Lauris
moved seconded by Mr. McNutt to refer the matter to the Planning Commission for a
recommendation. Motion carried."

ORDINANCES
2 Council Bill No. 7141 - Levying assessments for sanitary sewer in Willakenzie Sewer Improvement
District WS-64-5 (between Gilham and Roundup Drive from Cal Young to Jeppeson Acres), submitted and
e read the first time in full on May 24, 1965 and held over for proper notice of assessment to be
given owners of affected property, brought back and read the second time on June 14, 1965 and held
over again for further consideration, brought back at this time for action.
After some discussion between Council members and five property owners who obj~cted to the proposed
assessment against their properties, Mr. Hawk moved seconded by Mrs. Lauris to delete the following
items from the council bill - Item 38, Loris J. and Frances Pickett
I Item 39, Julian P. and Dana Lynne Palanuk
Item 40, James P. and Doris A. Determan
Item 41, Curtis L. and Zula E. Hansen
Item 42, Ruth W. Gardner (c/o Edward T. Gardner), and allow these five
property owners four months in which to attempt to subdivide the assessed area as a unit which would
resolve the proposed assessments to the mutual satisfaction of the property owners and the City.
Motion carried.

42, be read the third time by council bill number only, with unanimous consent of the Council. Motion

3 Council Bill No. 7142 - Levying assessments for sanitary sewer in Willakenzie Sewer Improvement
District WS-64-9 (east of Coburg Road from Coburg Road to Interstate 5), submitted and read the first
time in full on May 24, 1965 and held over for proper notice of assessment to be given owners of af-
fected property, brought back and read the second time on June 14, 1965 and held over for revision
due to change of ownership on Item 4, Inn Operations, Inc., brought back at this time for action.
It was explained that segregation of assessment had been made on Item 4 to Inn Operations, Inc. , and
I James and Betty Roth.
Mr. Chatt moved seconded by Mrs. Lauris that the bill as amended be read the third time by council
bill number only, with unanimous consent of the Council. Motion carried unanimously and the bill was
read the third time by council ,bill number only.
Mr. Chatt moved seconded by Mrs. Lauris that the bill as amended be approved and given final passage.
Rollcall vote. All councilmen present voting aye, the bill was declared passed and numbered 13997.
e 4 Council Bill No. 7167 - Vacating portion of Oak Grove Drive at Spring Boulevard (Campbell) was
submitted and read in full.
Mr. Chatt moved seconded by Mrs. Lauris to hold this council bill over to ascertain pedestrian access
and disposition of EWEB reservoir site (Mission Street Park) which lies in the same general area.
Motion carried.
5 Council Bill No. 7168 - Rezoning to C-3P Commercial area east of Coburg Road and north of Q Street
(Planning Commission) was submitted and read in full.
Mr. Chatt moved seconded by Mrs. Lauris that the bill be read the second time by council bill number
only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the
second time by council bill number only.
