The adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the
regular meeting held August 9, 1965 - was called to order at 7:30 p.m. PDT in the Council Chamber
on August 23, 1965 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr.Chatt,
Mr. Crakes, Dr. Purdy, Mr. McNutt, Mr. Anderson, and Mr. Lassen. Mrs. Lauris was absent, and
Mr. Hawk arrived later in fhe meeting.
The minutes of the Council meeting held August 9, 1965, as mailed to members of the Council,
were approved.
NEW BUSINESS
1 Options. Oakway Road Rights-of-Way - The following land purchase options were presented to provide
e for the Oakway Road right-of-way:

August l6, 1965 for the purchase of a front end loader with drop hammer attachment for the Public

Mr. Chatt moved seconded by Mr. Lassen that contracts be awarded to th~ low bidder on both the
Bethel-Danebo BD-65-l sewer and on the sidewalk on 27th Avenue, that bids be rejected on the sidewalk
on Oakway Road as being too high, and that a new bid call be issued on both the Oakway Road sidewalk
I and on the sanitary and storm sewer project in Barker Subdivision, on which no bids were ~eceived.
Rollcall vote. All councilmen present voting aye, motion carried.

Mr. Chatt moved seconded by Dr. Purdy that contracts be awarded to'the low bidder on each of the proj-
ects, with the contract for the construction of the four tennis courts being awarded qn Alternate 2
which provides that cement coJoring be furn~shed ~y the, City ,and applied by the contractor. Rollcall I

2 2. Voters Pamphlet. Special E1ectionSeptemb'er 28. '1965 - ,Mr. C: .Dan Christens'en asked the,
City Council to issue a voters pamphlet for the'Sept'emoer 28, 1965 elec'tion. He 'stafed
that every ,v~ter in the City spould be g~v~~ all the information possible concerning
the issues '-, 'fluorides an,d spe'cial parkirig 'd'istrict - and that complete statements ex-, ,
p1aining each ballot measure should be placed in the pamphlet. The' City Manager ex- "
plained the estimated costs involved in printing and mailing approxi~tely ~2,700 pam-
phlets. Mrs. Lauris moved seconded by Mr. McNutt to autliorize' the issual1ce ,-of ,the,
voters pamphlets for the September 28, 1965 special election. Motion carried. I
Mayor Cone arrived at the committee meeting and assumed the Chair.

3 3. Ordinance. Licensing Building Wreckers - The-City Manager presented copies of a proposed
ordinance requiring licensing of building demolition contractors, establishing rates for e
permits, regulating inspection, and requiring insurance or bond coverages. Mr. Kenneth
Slayton, speaking for Eugene Building Wreckers, stated the 'ordinance 'l.s the result of
several conferences between demolition contractors, construction contractors, ~nd City
officials. He stat:ed ,the group for which, he 'was speaking is in favor of the ord,:Luau'ce. -

Mr. Charles Porter, speaking on behalf of Mr. Rby Crowe, also in the building demolition
business, stated his client is not in favo~ of the ordinance. Mr. Porter stated he .
feels that if the City's Code regulations at the present time are enforced and closer
inspection provided, then the City has adequate coverage i~~his area~ After , ftirther
discussion by the Council with questions being answered by the City Attorney'and: Super-
intendent of Building Inspection, Mr. McNutt, moved seconded by Mr. Anderson to aii'opt

Mr,. Charles Porter again: presented objections, to the ordinance: on behalf of Mr. Roy Crowe, also stat-
ing, that Mr'. Jay Oldham objected to,passage of the ordinance. Mr. Ken Slayton of ~ugene'Building I
Wreckers, spoke recommending passage of the ordinance. - .
A vote was taken on,the:motion to approve the COmmittee report) and 'motion carried.
4 4. Planning Commission Report - July 6. 1965
a. v~riance to allow small animal clinic. Villard between Franklin Boulevard and Garden
Avenue. York (65~085) - The Planning Commission recommended approval: of this variance
subject to conditions of construction and operation of the clinic. Mr.' Chatt moved e
seconded by Mrs~.Lauris togrant th~ requested variance contingent upon compliance
with standards of construction and operation. Motion carried.

a. Annexation. area north of Barger Drive and west of Ohio Street. Taylor C 64-l51}-
The Planning Commission recommended denial of this request, and Mr; Anderson

Mr. Chatt and Mrs. Lauris voting no.
2 b. Rezone C-2 northeast corner Roosevelt Boulevard and Maple Street. Planning Com-
mission C65-l09) - The Planning Commission recommended approval of this rezoning
request f~om RA Outer Residential. Mr. Chatt moved seconded by Mr. Lassen to re-
zone the area C-2. Motion carried.
3 c. Amend Zoning Ordinance to allow Slot-Car Racing in C-2 Zones - The Planning Com- o
mission recommended approval of an amendment of the zoning ordinance which would
allow slot-car racing in C-2 zones. Mr. Chatt moved seconded by Mr. Lassen to
approve the amendment. Motion carried.

e Mr. Chatt moved seconded by Mr. McNutt to approve Items 4a, 5a, 5b, and 5c of the Committee report.
Motion carried.
4 6. Medical-Hospital Insurance. City Employes - The City Manager stated that since the
ballots cast by City employes on family coverage resulted in such a narrow margin
between accepting or rejecting the newly proposed coverage, PHA proposed that family
I coverage be offered under both the current and proposed plans. Contracts covering
both plans were submitted for approval. Mr. Chatt moved seconded 'by Mr. Lassen to
approve both contracts. Motion carried.

5 7. Dedication. Williams Street and Laurelhurst Drive. EWEB - The Eugene Water and Electric
Board requested dedication for street right-of-way and pedestrian way portions of a
substation site in connection with approval of a minor subdivision in the Bethel-
Danebo area. The dedications would extend Williams Street and Laurelhurst Drive.
Mr. Chatt moved seconded by Mrs. Lauris to approve the dedication 'of these rights-
of-way. Motion carried.
Mr. Chatt moved seconded by Mr. McNutt to approve Items 6 and 7 'of the Committee report. Rollcall
vote. All councilmen present voting aye, motion carried.
6 8. Equipment Purchase. Front End Loader and Drop Hammer Attachment - A tabulation of
bids was presented as submitted on this equipment, and the Public Works Department
recommended purchase of the Case loader from Case Power and Equipment Company on
their bid price of $5375, including trade in of a 1948 Byers 61 ~hovel unit.
Mr. McNutt moved seconded by Mr. Chatt to approve the recommendation. Motion carried.
7 9. Bid Opening Improvement Pro;ects. August l7. 1965 - A tabulation of bids was sub-
mitted on various improvement projects, and the Public Works Department recommended
that contracts be awarded to the low bidder on construction of sanitary sewer in
Bethel-Danebo Improvement District BD-65-l and on sidewalk construction on 27th
I from Columbia to Spring. It was also recommended to reject as too high the bids
on sidewalk construction on Oakway Road from Oakmont Way to ~ariat Drive. Mr.Chatt
moved seconded by Mr. McNutt to approve the recommendations. Motion carried.
8 lO. Bid Opening. Various Pro;ects Parks Department. August l6. 1965 - A tabulation of
bids was presented on the construction and lighting of four tennis courts at
Willamette High School, construction of a hay barn at Hendricks Park, and paving
in South Amazon Park. The Parks Department recommended that contracts be awarded
to the low bidder on each of the projects, except that the contract for construc-
e tion of the tennis courts be awarded on Alternate 2 which provides that cement
coloring be furnished by the City and applied by the contractor. Mr. Chatt moved
seconded by Mrs. Lauris to approve the recommendation. Motion carried.
9 11. Overlength Curb Cut. 18th west of Chambers. Lockmead Dairy. Gibson - Mr. H. Gibson
requested two 20-foot curb cuts separated by a lO-foot safety island for the Dairy
Mart Drive In on 18th Avenue west of Chambers Street. The Public Works Department
recommended approval of the request. Mr. Chatt moved seconded by Mr. Anderson to
allow the two 20-foot curb cuts. Motion carried.
10 l2. Eugene-Springfield Boundary Line - The Springfield City Council suggested that a
meeting be held with the Eugene City Council on September 9, 1965 at 7:30 p.m. PDT
at the Springfield Library to discuss the Eugene-Springfield boundary line, sewer
service to areas outside both City limits, and reorganization of Central Lane
Planning Council. The date and time for such a meeting were agreeable for the
I Eugene City Council.
11 13. Appointments. Library Board and Human Rights Commission - Mayor Cone recommended
the appointment of Mrs. Ralph Carlson, 708 .Kimwood Place, as a member of the
Library Board replacing Mrs. Ralph Cobb, resigned, for the term ending January 1,
1968: He also announced the appointment of Mrs. A. Robert Thomas, 2271 Birch
Lane, as a member of the Human Rights Commission replacing Mrs. William H. Sills,
resigned, for the term ending January l, 1968. Mr. Chatt moved seconded by
Mr. Anderson to approve the appointments. Motion carried.

ceive the Award for Excellence in Community Architecture at a dinner meet'~ng to be
held' in conjunction with a summer conference' on public administration on Wednesday,
August:.25, 1965" at ,6:00 p.m. at the Erb Memoria1 Student Union:building. He also
announced that Mayor Arthur Naftalin of Minneapolis will speak at: the dinner;"
