I Eugene, Oregon September:13, 1965 The regular meeting of the Common Council of the city of Eugene, Oregon, was called to order in the Council Chanber,at 7:30 p.m'- PDT.on September-13, 1965 by:His Honor Mayor Edwin E.Cone with-the following councilmen present: Mr. Chatt, Mrs. Lauris, Messrs. Crakes, Purdy, 'McNutt, Anderson, and Lassen. Mr. Hawk was absent. < Minutes of the adjourned meeting held on August 23, 1965,as mailed to members of the Council, were approved. NEW BUSINESS 1 Mayor Cone introduced Mr. Alberto Uva, a new~paper reporter visiting the United States from Portugal under sponsorship of the State Department. e Bid Openings 2 Wrecking Houses 901-90i~ Chambers and 900 Almaden. Opening Broadway from Almaden to Chambers, September 1, 1965 Peter Ruzicka offered to pay the City $100 and remove the houses. Mr. Chatt moved seconded by Mrs. Lauris to accept Mr. Ruzicka's offer. Variance, Exterior Wall Covering. 2661 Portland and 770-790 East 36th, Suess - The Council on January 25, 1965 had tabled until July a request to allow United States e Gypsum W. R. Wallboard as exterior wall 'covering, and the City Manager reviewed the matter of noncompliance with the Building Code on apartment projects at 770 and 790 East 36th Avenue and 2661 Portland Street owned by Robert Suess. Noncompliance with requirements on l-hour fire resistive rated material on roof eaves, underside of balconies, and beams and columns supporting the balconies was also discussed. Mr. Suess explained that the exterior wall covering had been refinished; that there had been no damage to the wallboard itself as a result of ' exposure, and he said he felt I that a longer period of time would be necessary to prove the durability of the wall- board. After discussion on the acceptabitity of the wallboard for exterior wall covering and the use of less than i-hour fire resistive rates material, Mr. Anderson moved seconded by Mr. Crakes to refer these two items to the Building Code Board of Appeals for an opinion and recommendation. Motion carried. The City Manager stated that the development of the west end of the site at 770-790 East 36th Avenue had not been in accordance with the plot plan approved by the Eugene Planning Commission. He also said that a building which had been indicated as being used for office purposes had been continually used for a dwelling contrary to per- mission granted by the Planning Commission. Voter Pamphlet - After some discussion, the Council decided that factual material on the two fluoride questions - adding fluoride to water supply and furnishing fluoride upon request - would be placed in the voter pamphlet by the City. Poor..; Condemna"ti.on proceedings had e been authorized previously to acquire this property for park purposes, with the understanding that negotiation would continue with the property owner, Robert J. Poor. Mr. Poor had offered to sell the property for $17,500, but the property had been appraised at $7500. It was explained that Mr. Poor now offers to sell for $9900 since he says he has paid that for the property and would sell for that rather than allow the matter go to condemnation. Armes offered to purchase the City-owned property at 2409 Miami Lane for $1200. Planning Commission Report - August 23, 1965 a. Rezone to R-3 east side of Patterson between 23rd and 24th, McKenzie Green, Inc. (65-082) - Mr. Edward Fadeley, representing McKenzie Green, Inc. , again presented the plot,plan of the proposed development at this location, and e asked the Council's approval. The Planning Commission reaffirmed its previous recommendation to deny rezoning of the area. After discussion, Mr. Hawk moved seconded by Mr. Anderson to rezone the property to R-; as originally requested. The Planning Consultant explained that R-3G rezoning would allow the number of units and required parking spaces petitioned without going to R-3 zoning, I and that R-3G is acceptable to the. petitioners. Mr. Hawk moved seconded by Mr. Anderson to amend the original motion to rezone to R-3G instead of R-3. Motion carried.
