The adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the
regular meeting held on September 13, ,1965.- was called to order in the Council Chamber on Septem-
ber 27, 1965 at 7:30 p.m. PDT by His Honor Mayor Edwin E. Cone with the following councilmen present:
Mr. Chatt, Mrs. Lauris, Messrs. Crakes, Hawk, Purdy, Anderson, and Lassen. Mr. McNutt was absent.
Minutes of the meeting held September 13, 1965, as mailed to members of the Council, were
approved.
NEW BUSINESS
1 Parking Ticket Collection Program - The City Manager explained a proposed program of placing col-
lection boxes in downtown area banks, two University branch banks, and branch banks on 17th and
e 18th for parking meter violation payments. The boxes would be supplied and maintained by the City
with liability coverage to be carried by the City.
Mr. Chatt moved ,seconded by Mrs. Lauris to approve an agreement between the City and the several
banks to place collection boxes for meter violation payments in the banks. Rollcall vote. All
councilmen present voting aye, motion carried.

Mr. Chatt moved seconded by Mrs. Lauris to award contracts to the low bidder on each of the projects
and to issue a new bid call on the sanitary and storm sewer project on the alley between Willamette
and Oak, 8th and alley between Broadway and 10th. Rollcall vote. All councilmen present voting aye,
motion carried.

4 Eugene-Springfield Boundary/Merger -- Mayor Cone announced the appointment of Councilmen Purdy, McNutt,
and Lassen as Eugene City Council representatives on a joint committee to discuss merger with
Springfield. .

5 1. Rezone C-3P area between Coburg Road: Oakway Road. and Oakmont Way. McKay (63-108).- _
The City Manager briefly outlined the' progress of Miles McKay's originairequest to
rezone the RA property to C-3P which was 'tabled at the October; 14, 1963 Councii meet-
ing. Mr. McKay presented sketches showing proposed further development of the area,
explaining what he would do concerning parking strips, setbacks, and driveway ap-
proaches to the parking areas. He stated that it is imposs'ible for him to secur,e,
signed commitments from major lessees on a contingency of rezoning. Mr. Allen Max~ , .
well and two other residents of the area directly across Oakway Road from the McKay I
property objected to the development': After furtherdiscus~ion, Dr: P~~dy ~oved '
seconded by Mr. Hawk to refer the request back to the Plann~ng Comm~ssHn for a re-
port. Motion carried. .

6 2. Planning Commission Report - August 30. 1965 ' '
a. Traffic Pattern. Franklin at Walnut and Orchard. l5th and Fairmount - The Plan- _
ning Commission recommended approval of the following traffic circulation pattern: ,.,
One-way ~ouplet to 19th with Walnut 'northbound and Orchard southbound
Red-green":;amber traffic signal at Franklin-Walnut intersection
Stop sigmon Orchard stopping 15th Avenue traffic '
Prohibition of parking on north side of Franklin between Walnut and
Agate and between Alder and Mill
Designation of Fairmount as collector street from,Walnut to Spring
Boulevard, with 'yield' signs rather than "stop' signs at all
intersections
After some discussion, Mr., Lassen moved seconde~ by Dr.. Purdy to delay action o~,

The traffic engineer briefly explain~d th~ proposed' dhanges and reasons f6r them. The city manager
read three letters of protest concerning the proposed changes - from Messrs. Tommy Williams, Vernon .
Gleaves for Dale Fischer, and Roy Swenson. Mr. Clark, Oregon State Highway Departme.nt engineer, I
stated the Highway Department hopes to 'eliminate some :o:f, the' nUlI':etous tra'ffic accide'nts at the inter-
sections by changing the signalization. Mr. Bob Frazier, speaking for Lew Will"iams Chevrolet, stated
his client objected very strenuously to the' proposed change and recommended elimination of parking
on Franklin, the left turn lane to Walnut, and right-hand turn on red from Walm,}t ):0 Franklin. John
Tiffany spoke, recommending further study before a decision. Mr. Alton McCully stated that more than
one intersectioll; isinvolved in the problem.' It was explained that the red-green-amber signal at the
Franklin-Walnut intersection was to be deleted from the previous recommendation.
Mr'. Hawk moved s'ecOnded by Mrs. Lauris to accept the 'traffic engineer's recommendat ion. Motion c,ar- _

I 1 b. Amazon Parkway - The Planning Commission recommended renaming,the Pearl Street
extension from 19th to 30th Avenue as 'Amazon Parkway'. Mr. Hawk moved
seconded by Mr. Anderson to approve the name 'Amazon Parkway'. Motion carried.
2 c. Vacation west half 3rd between Taylor and Polk. Hardie & Sons - Waldo S. Hardte
and Sons requested vacation of the west half of 3rd Avenue between Taylor and
Polk Streets, and the Planning Commission recommended approval, with retention
of a utility easement. The Public Works Department recommended Council initia-
tion of paving Taylor between 2nd and 4th. Dr. Purdy moved seconded by Mr.Hawk
to approve the requested vacation, retaining a utility easement, and to initiate
the paving of Taylor Street from 2nd Aven~e to 4th Avenue. Motion carried.
3 3. Planning Commission Report - September 7. 1965
a. Annexation portion 1st and 2nd Additions Crescent Park. Trans-Western. et al
(65-117) - An annexation petition was submitted on Lot 1, Block 5, 1st Addition
e Crescent Park, and Lots 4, 5, 9, 10, Block 6, 2nd Addition Crescent 'Park. The
Planning Commission recommended the request be tabled because of the inability
to provide sewers at this time. Mr. Anderson moved seconded by Mr. Lassen to
table the request., Motion carried.
4 ~. Eugene-Springfield Boundary - The City Manager distributed copies of a memo from
Springfield Mayor David Scofield summarizing action taken at a joint meeting of
I the Eugene and Springfield City Councils at which it was agreed that Interstate 5
should serve as a common boundary between the two cities from the Willamette River
north. It was not intended to include the Glenwood area. Mr. Anderson moved
seconded by Mr. Lassen to approve Interstate 5 as the boundaryline between the
two cities, reserving the right to change this decision at a later date. Motion
carried.
On discussion of a proposed study on the merging of Eugene and Springfield to be .
made by the Metropolitan Civic Club, Mr. Anderson moved seconded by Dr. Purdy
that Mayor Cone and Mayor Scofield meet and discuss with the Club's board of di-
rectors the scope of the merger study. Motion carried.
5 5. Parking Prohibition 18th and Alder - The Public Works Department recommended that
parking be prohibited on the north side of 18th Avenue for a distance of 80 feet
immediately west of Alder Street. Dr. Purdy moved seconded by Mr. Anderson to
approve the recommendation. Motion carried.
6 6. Traffic Signals 5th and Washington - The Public Works Department recommended that
a flashing red signal be installed at the intersection of 5th and Wash~ngton,
warning traffic on 5th Avenue, and that parking be prohibited at the east and
west curbs of Washington Street for 60 feet immediately south of 5th Avenue.
Mr. McNutt moved seconded by Mr. Hawk to approve the recommendation. Motion carried.
7 7. Oversize Curb Cut. 720 Wilson Street. Gilbert - Gilbert & Sons requested an over-
I size curb cut at 720 Wilson Street to allow easier service to two 20-foot covered
delivery areas. The Public Works Depart~ent recommended that a 50-foot curb cut
be allowed which would increase the existing cut by 20 feet. Mr. Lassen moved
seconded by Mr. Hawk to approve the recommendation. Motion carried.

8 8. Trailer House. 356 Mill. Fisher - Mr. and Mrs. Earl Fisher requested permission
to park a trailer house and erect a workshop at the back of their lot at 356 Mill
Street. Mrs. Lauris moved seconded by Mr. Lassen to grant the request for one
year, with thematter to be reviewed at the end of that time. Motion carried.
e Mr. Chatt moved seconded by Mrs. Lauris to approve Items 2b through 8 of the Committee report. Motion
carried.

9 9. Right-of-Way Purchase. 15th and Grant. Ruzicka - Mr. Peter Ruzicka offered to -sell
his property on Grant Street between 15th and 16th to the City for $8300. Condemna-
tion had been authorized at $2500 on July 21, 1965. Council members had viewed the
property and Mr. Anderson moved seconded by Mr. Lassen to proceed with condemnation
but to continue negotiation for a lower price. Motion carried."
Mr. Chatt moved seconded by Mrs. Lauris to approve Item 9 of the Committee report. Rollcall vote.
All councilmen present voting aye,' motion carried.

10 1. Commercial Garbage Rates - Copies of a resolution drafted by the Garbage Board and
containing a schedule of charges for pickup of commercial garbage were distributed
to Council members. Mr. Molholm, chairman of the Garbage Board, and Member C. Dan

Mr., Nick Schnell' commended the Garbage' Board for their work and thanked' the Council and the Board

1 2. Closing Oak. South 'Park 'to 8th. Christmas Village - A ietter from Mr. Edward Anderson,
president of the Christmas Village Council, was read which:requested the closure of
Oak Street between ~outh Park and 8th Avenue from November 25 to December 26, 1965
for the safety of cl1(ldrencrc;>ss:l.ng qak Street to v~s~t d~ff~rent sections" o,f ..the
Christmas Viliage. The traffic engineer explained the volume and flow of ,traffic on
Oak ~ndPark St~eets and,the p~ob~em wl1ich woJld:ensue shouid this portio~ of Oak e
Street be closed. One or two alternate.suggestions were presented such as an over-
pass or closing South Park only. Mr. Hawk moved seconded by Mr. .Lassen to.hold this

5 6. Paving alley between Kincaid and Harris. 18th to 19th - T~e Public Work~ Depar~~ent
reported a poll of the owners of property abutting this alley showed 25% of the _
frontage represented in favor of t~e improvement. . However, if :additional proper~ies I
which abut a temporary :aspha1t ,s~-r:racing ai;e. i:nc:luded, ,qwners of 58.3% of abutting
fronta&e would fav~r the p~oject. The Public Works pepa~tment, recqmmended,permanent
concrete paving of the alley, based on the percentage including the tempoE~ry sur-
facing. Mr. Crakes moved seconded by Mr. Anderson to initiate paving the alley.

I 1 7. Paving west half Miramar north of 53rd. east of Saratoga - Breeden Bros. requested
paving only the west half of Miramar at this location .to allow development of a
portion of their property. The property abutting the half left unpaved is out-
side the City. The Public Works Department recommended denial. Dr. Purdy moved
seconded by Mr. Chatt to deny the request. Motion carried.
Mayor Cone left the Committee meeting at this point.
Mr. Jim Breeden asked the Council for further consideration of his request for paving only half of
Miramar Street. After some discussion and as a result of questions and answers between the Council
and Mr. Breeden, Mr. Chatt moved seconded by Mrs. Lauris to allow paving a 28-foot width on Miramar
with the paving offset in the right-of~way and installation of curb sidewalks, Breedens to pay for
the entire improvement. Motion carried.
2 8. Sanitary Sewer. Minda Drive from Norkenzie to 450 .feet east - A petition was submitted by
owners of 30% of the property which would be assessed.. Mr. Hawk moved seconded by
e Mr. Lassen to approve the petition. Motion carried.
3 9. Sanitary Sewer. Garfield Park Addition - A petition was submitted by owners of 100%
of the property which would be assessed. Mr. Anderson moved seconded by Mr. Hawk
to approve the petition. Motion carried..
4 10. Sale of Property. State Game Road and Old Coburg Road. EWEB - The Eugene Water and
I Electric Board requested authorization for conveyance of property at this location
no longer needed for transmission facilities to Ella Anita Simons Summers-.
Mr. Anderson moved seconded by Mr. McNutt to approve the sale. Motion carried."
Mr. Chatt moved seconded by Mrs. Lauris to approve Items &, 9, and 10 of the Committee report. Roll-
call vote. All councilmen present voting aye, motion carried.
ORDINANCES
5 Council Bill No. 7260 - Levying assessments for sanitary sewer in Willakenzie Sanitary Sewer
Improvement District WS-63-5, submitted and read the first time in full on September 13, 1965 and
held over for proper notice of assessment to be given owners of affect.ed property, was brought back
for consideration with no written protests on file.
Mr. Chatt moved seconded by Mrs. Lauris to read the council bill the second time by council bill number
only, with unanimous consent of the Council. Motion carried ~nanimously and the bill was read the
second time by council bill number only,
Mr. Chatt moved seconded by Mrs. Lauris that the council hill be read the third time by council bill
number only, with unanimous consent of the Council. Motion ca~ried unanimously and the bill was
read the third time by council bill number only.

I Mr. Gordon Corum questi oned the assessment against property at 2080 Norkenzie Road,
and it was explained to him by the Public Works Director.
6 Council Bill No. 7261 - Authorizing 'Amazon Parkway' as name of Pearl Stree~ extension between
19th Avenue and 30th Avenue was submitted and read in full.
Mr. Chatt moved seconded by Mrs. Lauris that the bill be read the second time by council bill number
e only, with unanimous consent of the Council. Motion carried unanimously and the bill was read tre

Mr. Chatt moved seconded by Mrs. Lauris that the bill be read the second time by council bill number
only, with unanimous consent of the Council. Motion carried :unanimous~y and the bill was read the

1 Resolution No. 1222 - Traffic: Prohibiting parking north side of Franklin Boulevard from Walnut
Street to Agate Street, and from Alder Street to Mill Street; Installing 'yield' signs rather than
'stop' signs on Fairmount Boulevard at all intersections between Walnut Street and Spring Boulevard;
Installing 'stop' signs on Orchard Street stopping 15th Avenue traffic; Designating Walnut Street
l-way northbound and Orchard Street l-way southbound between Franklin.Boulevard and 19th Avenue;
