October 11, 1965
The regular meeting of the Common Council of the city of Eugene, Oregon was called to order
at 6:30 p.m. PDT on October 11, 1965 by His Honor Mayor Edwin E. Cone with the following councilmen
present: Mrs. Lauris, Messrs. Crakes, Hawk, Purdy, McNutt, Anderson, and Lassen. Mr. Chatt was
absent.
Minutes of the adjourned meeting held September 27, 1965 and of the special meeting held on
September 30, 1965, as mailed to members of the Council, were approved.
NEW BUSINESS
1 Mr. Donald Pollard, deputy city manager of Fresno, California, was introduced by the City
Manager. Mr. Pollard will conduct the tour of the Planning Commission and Council members on their
e visit to Sacramento and Fresno.
2 The City Manager announced a meeting of the Metropolitan Civic Club at the Thunderbird Motel
on Wednesday, October 13,' 1965, at 7:30 p.m. The topic of discussion will be a report on develop-
ment of North Bank Park.
3 The City Manager also announced the League of Oregpn Cities meeting to be held in Salem on
I November 14-16, 1965 and asked Council members to consider making reservations for the meeting.
4 Mayor Cone recognized members of the League of Women Voters present at the meeting and com-
mended them for their efforts on behalf of the community.
5 Bills against various City departments for the month of September 1965 were submitted and read
(itemized list starts on page 417 ).
Mrs. Lauris moved seconded by Mr. Hawk that the bills as presented and read be allowed and proper
City officials authorized to draw the necessary warrants. Rollcall vote. All councilmen present
voting aye, motion carried.

I COMMITTEE REPORTS
.
Committee meeting held September 30, 1965:
"Present: Mayor Cone; Councilmen Chatt, Lauris, Crakes, Hawk, Purdy, Anderson, and Lassen;
City Manager; Administrative Assistant; City Attorney; City Recorder; Public
Works Director; and others.
1 l. Downtown Off-Street Parking - Mr. Paul Lansdowne and Mr. Harold Edmunds of the Equit-
able Parking Committee stated that that group is ready and willing to assist the
Council in further discussion of the downtown parking s~tuation, and they suggested
a meeting of the Council with the Equitable Parking Committee. Councilman Hawk stated
that, as a member of the Mayor's' Downtown Parking Committee, he would like to have a
directive from the City Council on further procedure for the Committee. Tuesday,
October 5, 1965, at 7:' 30 a. m. was set as the time for a meeting of the Equitable Com-
mittee with the Council.
e 2 2. Property Purchase. 15th and Grant. Ruzicka - The Council had viewed the Ruzicka prop-
erty at 15th and Grant on which condemnation was authorized July 21, 1965 at $2500.
Mr. Chatt moved seconded by Mr. Crakes to approve purchase or the property for $7000.
Motion carried.
3 3. Workable Program. Housing Code Enforcement - Copies of a report from the Superintendent
I of Building Inspection were distributed concerning Housing Code enforcement and insti-
tution of inspection procedure. It was suggested that the Housing Code be revised and
that the current Housing Code Board of Appeals be appointed as a revision committee.
Dr. Purdy moved seconded by Mr. Chatt to approve appointment of the Housing Code Boord
of Appeals as a committee to review and recommend Housing Code changes. Motion carried.
The report from the Building Inspection Superintendent also out~ined an inspection pro-
gram and suggested areas in the City where inspection woula be initiated. Mr. Cha tt
moved seconded by Mr. Anderson to approve the inspection program as outlined. Motion
carried.
4 4. Workable Program. Neighborhood Analysis - A report from the Superintendent of Build-
ing Inspection concerning deficiencies in Eugene's Workable Program stated that the
building inspection division can collect data within a 30-day period on population,
building conditions, parks, open space, recreational facilities, zoning and land use,
schools, streets and utilities, and characteristics of families. A draftsman and a
part-time clerk will be needed for about 30 days. After collection of this' data, it
would be presented for use in neighborhood analyses. Mr. Chatt moved seconded by
Dr. Purdy to authorize implementation of the program as outlined. Motion carried.
5 5. Street Banners - A letter was read from Miss Peggy Scharpf, publicity chairman for
South Eugene High's homecoming, requesting permission to place a banner across
Willamette Street advertising their homecoming. After discussion by the Council on
this and other requests, Mr. Chatt moved seconded by Mr. Hawk to deny all requests
I for banners across public streets.' Motion carried.
~ 6. Traffic Accident Report - The City Manager stated that traffic accidents for the
first six months of 1965 in the city of Eugene were 7% less than in the same months
in 1964. Also, there was an 18% reduction in the number of injury accidents: The
report was received and filed.
7 7. Ordinance. Confinement of Biting Dogs - Copies of a proposed ordinance were submitted'
e which would require 10-day confinement of any dog which had bitten a human being.
Mr. Chatt moved seconded by Dr. Purdy to approve the ordinance. Motion carried.
8 8. Police Agreement. University of Oregon - Portions of an agreement between the City
and the University of Oregon were read with regard to police services on the
University campus for the current fiscal year. The total to be paid the City by
the University for these police services amounts to $21',354.97. Mr. Lassen moved
seconded by Mr. Crakes to approve the agreement. Motion carried.
Mrs. Lauris moved seconded by Mr. Hawk to approve Items 1 through 8 of the committee report, Motion
carried, with a rollcall being taken on Items 2 and '8 and all councilmen present voting aye.
9 9. Sign Variance. 1710 Chambers. Spiecker - Mr. Mel Spiecker requested permission to in-
stall a 5'x7' sign on a pole for the Taco Villa at 1710 Chambers Street (C-2 zone).
The Sign Code permits signs in C-2 zones flat on the wall only and no larger than 20
square feet. The Zoning Board of Appeals had referred the request to the Council
I without recommendation. Mr. Chatt moved seconded by Mr. Lassen to table the item
until the October 11, 1965 Council meeting. Motion carried.
Action on Item 9 of the committee report was delayed until discussion of Item 4 in Committee report
of October 7, 1965 (request for sign for Dari-Mart, 18th and Chambers)(see page 412).
10 10. Rezone to C-3P area at southwest corner of Coburg and Cal Young Roads. Rust-U.S.Bank
(65-003) - The Council on February 24, 1965 had tabled this rezoning petition pendfng
e submission of further information. The Planning Commission had recommended denial.
Mr. Chatt moved seconded by Mr. Hawk to deny the rezoning. Motion carried.
Mrs. Lauris moved seconded by Mr. Crakes to leave 6n table for two weeks. Motion carried. ll~

I 1 6. One-Way Traffic. Alley from East Park to Pearl between 8th and Broadway - The Public
Works Department recommended that this alley be designated as one-way eastbound with
appropriate signing since a recent survey had shown that 70% of the vehicles using
the alley travel eastbound. Mr. Lassen moved seconded by Mr. Anderson to approve
the recommendation. Motion carried.
2 7. Parking Prohibition. Garfield from 6th to 11th - The Public Works Department recom-
mended prohibition of parking on this section of Garfield Street prior to installation
of 4-lane traffic movement. Dr. Purdy moved seconded by Mr. Anderson to approve the
recommendation. Motion carried.
3 8. Curb Sidewalk. Arondo Court off Gilham Road - Mrs. V. E. Robinette, 1460 Arondo
Court, requested location of the sidewalk at the curb on Arondo Court, and the
Public Works Department recommended approval stating that even though topography
is not a problem the cul-de-sac is relatively short and very little room would be
left for parking strip with standard setback walks. Mr. Lassen moved seconded by
e Mr. Anderson to approve the request. Motion carried.
Mrs. Lauris moved seconded by Mr. Hawk to approve Items 5 through 8 of the committee report. Motion
carried.
4 9. Sidewalk. 15th from Polk to Ida Patterson School - Completion of this sidewalk was
petitioned by several residents of the area, and Mr. Richard Myrand requested curb
I location. The Public Works Department recommended installation of the sidewalk at
standard setback location and notification of property owners of the City's intent
to give them the opportunity to construct the sidewalk themselves. After discus-
sion by the Council, Mr. Anderson moved seconded by Mr. Crakes to table this item
to allow Council members an opportunity to look at that area on West 15th. Motion
carried.
Mrs. Lauris moved seconded by Mr. Hawk to table Item 9 of the committee report. Motion carried.

5 10. Speed. Interstate 105 - The State Speed Control Board advised by letter the decision
of the Board to establish a 70-mph speed on Interstate 105 from Eugene city limits
(M.P. 1. 72) to east city limits of Eugene (M.P. 3.04). Mr. Anderson moved seconded
by Dr. Purdy to approve the speed. Motion carried.
Mr. McNutt moved seconded by Mr. Anderson to approve Item 10 of the committee report. Motion defeated.
After further discussion, Dr. Purdy moved seconded by Mr. Lassen to recommend that the 55-mph signs
be removed and the road remain unposted until the Washington-Jefferson Bridge is completed. Motion
defeated.
Mrs. Lauris moved seconded by Mr. Crakes'that the State Speed Control Board be informed the Council
feels the present 55-mph speed should be retained and as currently posted on Interstate 105. Motion
carried, Messrs. Purdy, McNutt, and Lassen voting no.
I 6 11. Planning Commission Report - September 27. 1965
a. Traffic on Hilyard. 28th to 32nd - A layout of the proposed channelization of
traffic on this section of Hilyard Street was recommended which provides for a
solid barrier at 30th and Hilyard with short refuge for entrance to Mayfair;
signals at 30th and Hilyard; removal of parking from both' sides of Hilyard be-
tween 28th and 32nd or East and West Amazon Boulevards; and raised asphaltic
markers onHilyard at 31st. The Planning Commission recommended approval of the
recommenaation with the addition of a barrier along 30th to eliminate conflict
e with westernmost entrance to Mayfair. Mr. Lassen moved seconded by Mr.Anderson
to approve the proposed channelization and other recommendations. Motion carried.
Mrs. Lauris moved seconded by Mr. McNutt to approve Item l1a of the committee report. Motion carried.
7 12. Assignment of Easements. Springfield Utility. EWEB - The Eugene Water & Electric
Board, having recently sold its electric distribution facilities inside the Spring-
field city limits except those on Weyerhaeuser property to Springfield Utility Board,
requested authorization to assign easements to the Utility Board. Mr. Lassen moved
seconded by Mr. Anderson to approve the transfer. Motion carried."
Mrs. Lauris moved seconded by Mr. McNutt to approve Item 12 of the committee report. Rollcall vote.
All councilmen present voting aye, motion carried.
8 Annexation portions 1st and 2nd Additions Crescent Park. Trans Western (65-117) - This petition for
-I annexation had been tabled at the September 27, 1965 Council meeting. The City Manager reported that
additional information regarding sewer service for the area had caused the Planning Commission to re-
verse its preyious recommendation to table, and they now recommend approval of the annexation. (Meeting
October 11, 1965.)
Mrs. Lauris moved seconded by Mr. Lassen to approve annexation of the area as petitioned. Motion
carried.
