An adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the regular
meeting held on January lO, 1966 - was called to order at 7:30 p.m. in the Council Chamber on Janu-
ary 24, 1966 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Hawk,
Mrs. Lauris, Messrs. Chatt, Purdy, Andersori, and Lassen~ Councilmen Crakes and McNutt were absent.
Minutes of the Council meeting held January 10, 1966, as mailed to members of the Council, were ap-
proved.
NEW BUSINESS

Mayor Cone recognized and welcomed students from Cascade Jr. High School in attendance.
2 Election of Vice President of Council - Mr. Chatt nominated Catherine Lauris as Vice President of the
Council, and he moved, seconded by Dr. Purdy, that the nominations be closed and Mrs. Lauris declared
elected. Motion carried.

Mass Transit Report - Given by Mrs. Richard E. Miller on behalf of the League of Women Voters and
suggested the League's stand on various transportation facets and also expressed support of .the
revitalization project being developed.

Right-of-Way Acquisition, Coburg Road - The City Attorney recommended that $320 be paid to Mrs.Georgia
Dale for additional right-of-way for widening Coburg Road. Mr. Hawk moved seconded by Mrs. Lauris
to acquire the right-of-way as recommended. Rollmll vote. All councilmen present voting aye, mo-
tion carried.
5 Airport Open-Space Acquisition - The City Attorney recommended that the City purchase 1.9 acres of
land from Earl R. Ewing, formerly owned by Florence E. Schrenk, for Airport expansion at a negotiated
price of $1500. Mr. Hawk moved seconded by Mrs. Lauris to purchase the land as recommended. Rollcall
vote. All councilmen present voting aye, motion carried.
6 Liquor License Applications were submitted, approve~ by ~he Police Department:
Package Store Class A - Dari-Mart, 1 735 West 18th, Howard Gibson (New)
Restaurant Class B - Black Forest, 2645 Willamette, Walter Hafdahl (Change from
Retail Malt Beverage Class B)
Mr. Hawk moved seconded by Mrs. Lauris to recommend approval of the applications. Motion carried.

Coburg/Oakway Traffic Signal - Councilman Purdy a~ked if there is ~ome conflict in traffic movement
controlled by the Coburg Road/Oakway Road signal. The Traffic Engineer replied that if there is a
conflict, it will be corrected by installation of a new controller in the near future.

1. Route Approval, Interstate 1-105 from Willamette River to 7th Avenue - The State High-
way Department requested the Council's consideration of the proposed route alignment
of Interstate 1-105 from the Willamette River to 7th Avenue. It was explained that
during the first phase of co.nstruction of the proposed route as shown on maps sent, by
the Highway Department the highway will come to grade at Clark Street, but eventually
will be elevated to 7th Avenue. The importance of maintaining ~ccess to the river-
front park area was noted, and it was suggested that the east ramp go over 7th Avenue
in order to adequately handle traffic volumes. It was also pointed out that the de-
sign as propo~ed will allow for eventual development of a lst to 4th connector.
Mr. Hawk moved seconded by M~. Chatt to appr.ove the design as proposed. Motion car-
ried. The Council expressed interest in having assuranc~ that access to the river-
front park area will be maintained and that eventually the route would extend beyond
7th Avenue.

2. Route Approval, 0akhill/I~105 Section Mapleton-Eugene Highway No.220 - The Council's
consideration was also requested of the proposed route alignment on this section of
State Highway 220 west of the proposed Washington-Jefferson Bridge. It was ex-
plained and pointed out on maps sent by the Highway Department that interchanges would
be built at River Road, Highway 99, and Bertleson Road; a cloverleaf at Belt Line Road;
and an interchange at Greenhill Road with a connectipn to llth Avenue. The first
phase of proposed construction will coyer the section from the Bridge to River Road.
Dr. Purdy moved seconded by Mr. Hawk to approve the route as proposed. Motion carried.

3. Southern Pacific Agreement, Crossing Protection Washington and VanBuren- A tentative
agreement has been reached with the Southern Pacific Company co~cerning provision of
drop-arm and signal installation at the Washington and VanBuren crossings of the
Southern Pacific's tracks. The cost is estimated at $40,000 to be shared by the ,City
and Southern Pacific Company. Mr. Chatt moved seconded by Mr. Hawk to approve the
agreement. Motion carried. '

4. Planning Commission Report - December 20,. 1965,'
a. Zoning Ordinance Amendment, Housing Transient Indigents - The Planning Commission
recommended a hearing before the Commission on January 4, 1966 concerning an amend-
ment to the Code to allow housing for 'transient indigents in C-3, C-3P, and M-3
zones. The City Manager explained this along with other requests for rezoning and
variances had been transmitted to the"Planriiiig G0rruiJ.i:ssion by:-lettei for hearing On
January 4, and the items would be coming to the Council's attention at its next

b. Route Alignrnent, 24th' between Jefferson and' Monroe - The Planning :Comni.ission recom-
mended that 24th Avenue should be located on the public right-of~way:provided in
the H. H. Peters Addition (Lot l, Block 36, College Hill Park Subdivision). Dis-

5. Lease Assignment, Laurelwood Supper Club -The 'City Manager said that Don-Adams, who now
leases the Laurelwood Supper Club, had advised of l~tte~ thatihe:i~'arixio~s,because~f
ill health to assign the lease to another party. The Council was asked if they wanted
to select an applicant for the,lease; Mr. Hawk moved:seconded by Mr. Chait that the
administration handle the lease assignment. Motion carried. **

6. Parking Prohibition, East 19th between Oak and ,High - The Public Works Department recom-
mended parking prohibition on the north side of 19th from Oak to:High, and on the south
side of 19th from Pearl fro approximately 100 feet to the west. This restriction would
allow a:right-turri lane for westbound traffic entering Oak from 19th, and a'right-turn
lane for eastbound traffic entering Pearl. Mr. Lassen moved seconded by Dr. Purdy to
approve the recommendation. Motion:carried.'

7. Parking ,Prohibit i'on, 113tti 'between :Columbiaand Moss, ,Williams, Bakery _. Williams Bakery
requested prohibition of parking for at least one space on the south side of 13th
Avenue immediately west of the alley betweencdlumbia and Moss to reduce the possi-
bility of accidents for motorists enteringUth from the alley. The Public Works De-
partment recommended prohibition of parking ,for approximately 20 feet west :of the::
alley as requested'. Mr. Chatt moved seconded by Mr. Anderson to approve the recom-
mendation. Motion 'carried.' .

8. Variance Extension. Small Animal :Clini'c Villard between Franklin and Garden. :York
(65-086)(Res.12l5. August 23. 1965) - Lutes and Amundson requested an extension of
this variance for Gordon C.:Y6rk because of.unavoidable delay in 'completion of cori-
struction 'contracts. The variance will expire February 23, :1966 unless actual con-
struction on the project is started by:that time. Mr. Lassen moved seconded by:
Mrs. Lauris to grant a 6-mCinth extension. :Motion carried.

9. Right-of-Way Acquisition. Barger Drive, Graville - It was explained that st~eet and:
sewer right-of-way on Barger Drive requires acquisition of property from Windsor
Graville, Vansel W. -Graville, and Oral .J . Graville. ' :Condemmitiori proceedings have
been started on the Oral Graville property. 'The :City Attorney'recommends that the
City settle on ,all .three properties on:a negotiated amount based on a valuatio'n of
$2500 per acre :plus $480 for: a fence on the property. Thus payment would be made
$3,677 .50 ,to Wtndsor Graville; $837.50 to :Vi:1nsel and. Grace Graville; and $837.:50 to

10. Motor Vehicle Wrecker Business License, Davis - John H. Davis requested Council ap- ,
proval as required by the State of motor vehicle wrecker business license previously
issed to him dba J&J Mot,ors and which he now desires changed to John Davis Auto Parts.
The business is located at the same address, 3808 West llth, and the firm name is the
only change in the licensing. Dr. Purdy moved seconded by Mr. Crakes to approve the
license. Motion carried.

ll. Rezone to C-}Parea between Coburg and OakwavRoads, McKay - This item will come be-
fore a joint Planning Commission-Council meeting on Tuesday, January 18, 1966, at
the Eugene Hotel, at noon.

12. Lecture Series. City Problems - Literature was distributed describing a proposed
six-week lecture series on "What's, Wrong With The City", sponsored by the Chamber
of Commerce and the Division of Continuing Education. The lectures will be held
at the Thunderbird Motel beginning Monday, January 17, 1966.

l3. State Welfare Commission - A meeting of the Oregon State Public Welfare Commission
is scheduled for Friday, January 28, 1966 at 9:30 a.m. at the Chamber of Commerce
in Albany, Oregon. The Council is invited and will be given an opportunity to ask
questions and make suggestions concerning the programs, problems, and goals of pub-
lice welfare in Oregon."
Mr. Hawk moved seconded by Mrs.' Lauris to approve Item 10 of the Committee report, and to received and
file Items 11, l2, and 13. Motion carried.

1. Lease Assignment, Laurelwood Supper Club - Don Adams of Laurelwood Supper Club had
requested as~ignment of his lease. The application of Dorothy L. Johnson and
Russell P. Doren having been accepted, it was recommended their lease assignment
become effective February 1, 1966. No action was taken.
No action taken on Item 1 of the Committee report. Deferred until consideration of Resolution l257.

2. Widening 6th and 7th Avenues - Copies of an agreement were presented between Oregon
State Higpway' Department and the city of Eugene for the proposed widening of 6th and
7th Avenues to allow three through lanes of traffic with intermittent parking and a
fourth lane for turning. Mr. Chatt moved seconded by Dr. Purdy to approve the agree-
ment. Motion carried.

3. Parking Prohibition. Railroad Boulevard from VanBuren to River Road - The Public Works
Department recommended prohibition of parking at the north curb of Railroad Boulevard
from VanBuren Street to River Road. Mr. Chatt moved seconded by Mr. McNutt to ap-
prove the recommendation. Motion carried.

4. Taxi Zone, 8th Avenue west of Willamette - The Public Works Department recommended
that the recently established taxi zone on 8th Avenue just west of Willamette Street
be removed and parking meters replaced for two stalls. Mr. Crakes moved seconded
by Mr. Lassen to approve the recommendation. Motion carried.
Mr. Hawk moved seconded by Dr. Purdy to approve Item 2 of the Committee report.
Otto Poticha, architect, suggested the signing of the agreement be delayed until presentation of the
comprehensive overall traffic plan was completed and reviewed by the City Council. Dr. Robert Feeney
also recommended a delay until the Council had studied the comprehensive plan to be sure the proposed
project would work in with the overall traffic plan.
A vote was taken on the motion to approve Item 2, and motion carried, Messrs. Hawk, Chatt, Purdy,
Anderson, and Lassen voting yes; Mrs. Lauris yoting no.
Mr. Hawk moved seconded by Mrs. Lauris to approve Items 3 and 4 of the Committee report. Motion carried.

5. Planning Commission Report - January 4, 1966
a. Rezone to C-3P SW corner Echo Hollow Road and Barger. Fish (65-120) - The flan-
ning Commission recommended that this area,be rezoned from RA Outer Re~iden~ial
to C-3P. Mr. Chatt moved seconded by Dr. Purdy to approve the request. Motion
carried.

b. Rezone to C-2 portion of Tax Lot 7800 (l8-03-08-2.4)(3443 Hilyard Street),
Balzhiser (66-014) - The Planning Commission recommended approval of Thomas
Balzhiser's request to rezone fromR-3G an additional 20 feet on the south
side of existing C-2 zone at 3443 Hilyard Street. Mr. Chatt moved seconded

Club Plaza:) - State,Finance Company: requested a variance from the 250-foot setback
required from the east line of the north/south section of Willakenzie Road-abutting
their property at this location. The Planning Commission recommended approval.
Dr.Purdy moved seconded by Mr. Crakes to amend the agreement to approve the location
of buildings as shown on plan approved by Planning Commission at January 4,1966 meet-
ing, provided construction begins by July 25, 1966.1!Motion carried.
