HomeMy WebLinkAbout02/14/1966 Meeting 4-7~ e 2/14/66 I Council Chamber Eugene, Oregon February 14, 1966 Regular meeting of the Common Council of the city of Eugene, Oregon was called to order at 7:30 p.m. on February 14, 1966 in the Council Chanber by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Hawk, Mrs. Lauris, Messrs. Crakes, McNutt, Anderson, "and Lassen. Mr.Chatt and Dr. Purdy were absent. Minutes of the adjourned meeting held on January 24, 1966, as maired to members of the Council, were approved. NEW BUSINESS 1 Traffic Light, 13th and Agate - Mrs. Lauris reported that several east side residents had suggested the installation of a traffic light at 13th and Agate, stating there had been several accidents since the removal of the light. The City Manager stated he would make a report on the situation at a later date. e 2 Crosswalk Signs - Councilman Lassen commented on the absence of crosswalk signs in the same area. The Traffic Engineer stated that crosswalk signs are now being installed. I 3 Recognition, Glen Porter - Mayor Cone presented Glen Porter with a plaque and commended him on his years of service with the Planning Commission. 4 Broadway, l-way eastbound Pearl to High, Hearing - Mr. Hearn, operator of the service station at Pearl and Broadway, stated he was not aware that there is a serious traffic problem at that inter- section. He said that in his opinion, the light at the corner of 10th and Pearl is a contributing factor to the congestion at Broadway and Pearl. Mr. Hearn also stated that 50% of his business comes from the east. Paul Lansdowne, manager of the Eugene Hotel, recommended the existing traffic pattern be left until such time as the downtown redevelopment plan indicates the total traffic pattern. Hi-Ranger has 10' more horizontal reach (48' to 38') due to its five additional feet inheight and its greater maximum lower boom angle (950to 850). e (2) The Crown bid includes the extra heavy T-224 transmission which both bidders recommend. Western States quoted the T-224 as an option at an additional cost of $265. (3) Crown Coach has included extra heavy front and rear axles, while Western States contends their basic bid includes "adequate" axles for their equipment. They, Western States, included the 34,000# rear axles as an option at an additional cost of $332. To equal the Crown bid for a 16,000# front axle, an additional $289.56 would be added. (4) Tire size was not specifically specified. Crown Coach contends 10x20 with Michelin on the front are required for their unit. Western States contends t'heir 9x20' s are "adequate", although it has been determined Western's unit will weigh about 2500# more than the Crown unit. Tires to equal Crown's bid would cost an estimated $179. (5) Both bidders generally meet the broad specs prepared by the City, or have modified their bids to indicate they would do so upon delivery. I (6) Crown's basic bid includes items deemed n~cessary or highly desirable. To select the optional equipment quoted by Western and also inst'all the heavie'r front axle and 10x20 tires, $1,065.56 would have to be added to Western's bid, giving a ~otal of $59,509.30 against the Crown bid of $57,979.12, or $1,530.18 more. Mr. Hawk moved seconded by Mr.Crakes that the equipment be purchased from Crown Coach Corporation on their bid price of $57,979.l2~ Rollcall vote. Rezoning to C-3P area between Coburg Road, Oakway Road, and Oakmont Way (65-156) McKay ~ The Planning Commission recommended Council action of January 10, 1966 be affirmed rezoning to C-3P a triangular area running approximately 400 feet north along Oakway Road and east joining the point of intersection of Oakmont Way and the existing C-3P zoning, providing construction on some portion of the property be commenced within two years and that an agreement on the rezoning conditions be entered into between the City and McKay. No action was taken. Mr. McKay was present and recommended several minor changes in spelling and substitution in wording in the agreement concerning the rezoning. Mr. Hawk moved seconded by Mr. Crakes that the Planning Com- mission recommendation be approved and the corrections in the agreement made as suggested. Motion carried. 3 5. Amend Building Code Re: Nursing Homes Fire Prevention - A proposed amendment to the Building Code was presented which would bring the Code into conformance with re- quirements of the State FireMarshal with respect to fire protection for nursing and convalescent homes. No action was taken. 4 6. Traffic Islands, Franklin Boulevard - The Public Works Department recommended a plan which would provide planted areas in traffic island~ on Franklin Boulevard rather than solid concrete as originally proposed. The State has agreed to maintain the plantings. Dr. Purdy moved seconded by Mr. Anderson to adopt the proposed plan. Motion carried.
