Retirement, Luther L. Bell - The City Manager announced the retirement of Luther L. Bell, stating
Mr. Bell had been in charge of custodial services for the two city halls since about 1949 and that he
would be sent a letter of conunendation along with a certificate of meritorious service.

Lease Renewal, 3rd and Fer,ry, Witzig - Mrs. J,' S. Witzig requested renewal of lease on property at
3rd and Ferry (Lots 1-; 1+,' 5, 'Blo,ck 6, Original Plat of 'Eugenel for another five-year period ending
March 15, 1971. Mr. Crakes moved seconded by Mrs. Lauris to renew the lease. Rollcall vote. All
councilmen present voting aye, motion carried.

FAA License, VHF/UHF Direction Finder, Mahlon Sweet Field - The Federal Aviatfun Agency requested
approval of license to install this facility at Mahlon Sweet Airport. Mrs. Lauris moved seconded
by Mr. Crakes to approve the license. Rollcall vote. All councilmen present voting aye, motion
carried.

Conunittee meeting held February 17, 1966:

Public Works Director; and others.

1. Auditorium Conunittee Report - Lee Bishop, chairman of the Auditorium Co~ittee, gave
a brief progress report and then called on Mrs. Catherine Lauris to report on the
work of the Need and Concept Conunittee. Mrs. Lauris reported on the type of building
proposed by the Auditorium Conunittee which would be "a center for the performing arts".
In addition, this building could be used for conventions and exhibitors. It should
contain a concert hall to seat a maximum of approximately 2800, a repertory theatre
seating approximately 1500, and a smaller theatre.

Clare Hamlin of the Site Selection Conunittee reported that Conunittee had eliminated
all but two of nine possible sites for the location of the Auditorium, stating the
Committee had originally set criteria for selection of sites and had narrowed the

choice to (1) the southwest corner of the NOi;th Bank Park and (2) adjacent to and
north of the civic center area. Jerold Keiffer, member of the Finance Committee,
outlined some of the suggested methods for financing the building. Public financ-
ing will be required.to erect the building and possibly some money in addition to
revenue produced by the building will be required each year for maintenance.
Mr. Keiffer stated that at the pres~nt time the cost for the structure is based
on approximately $1000 per seat.

2. Eugene Development Agency/Urban Renewal Agency.- Wallace Swanson, vice chairman of
the Eugene Development Agency, the City Attorney, the Assistant City Manager, and ~
the Planning .Engineer had visited the HUD office in San Francisco relative to the
establishment of a development agency in Eugene. The City Attorney explained the
opinion 6fi HUD's attorneys with regard to transferring responsibility from the
Urban Renewal Agency to the Eugene Development Agency. He advised that the re-
sPQnsibi1ity could not be shifted until the State enabling statute is amended.
Mr. Crakes moved seconded by Mr. Lassen that the present organization of the Eugene
Urban Renewal Agency be continued and that that Agency recommend to the 1967
Legislature that the law be ameQded to provide that the organization of an exist-
ing Urban Renewal Agency may be changed fro~ a city council to at least five ap~
pointed members. The motion also included that the Eugene Development Agency be
requested to continue as a recommending and advisory agency in regard to Eugene's
downtown redevelopment program. Motion carried.

4. Rezoning to C-3P area between Coburg and Oakway, McKay A~reement - The City Manager
briefly explained changes in the proposed ag~eement between the City and Miles McKay
concerning rezoning of this area. The agreement will be presented later for ap-
proval or rejection. No action was taken.

5. Assessment. Paving Wood Acres Drive. McCann - M. W. McCann, 2180 Wqod A~res Drive,
had sent a check for $801.40 to the Finance Department whicQ was $250.00 less than
the total amount of assessment against his property for sewer construction on Wood
Acres Drive. He explained the balance of $250 would not be paid until the paving
on Wood Acres Drive had been repaired satisfactorily. The letter and City Recorder's
reply to the letter were placed on file.
Mrs. Lauris moved seconded by Mr. Crakes that Items 1 through 5 of the Committee report be approved.
Motion carried.

1. Filing Survey and Planning Application - The,Assistant City Manager explained that
the application for downtown redevelopment planning funds from the Oepartment of
Housing and Urban Development will be presented for Council consideration at the
February 28, 1966 meeting. If approved, a conference wil~ be arranged with the HUD
people in San Francisco to be attended by the Assistant City Manag~r and the chair-.
men of the Eugene Urban Renewal Agency and Eugene Development Agency. No action
was taken.
Mrs. Lauris moved seconded by Mr. Hawk that Item 1 of the Committee report be received and filed.
Motion carried.

2. Traffic 1-way eastbound Broadway, Pearl to High - The Traffic Engineer graphically
pointed out the flow of traffic at.the intersection of Broadway and Pearl, giving
statistics on vehicvlar and pedestrian volumes in consideration of designating
Broadway as I-way eastbound from Pe?rl tQ High. Paul Lansdowne, manager of the
Eugene Hotel, and also speaking for Mr. Hearn, operator of the.service station at
the corner of Broadway and Pearl, stated that much of their business comes from
the south and east and thqt they felt there is no need at thts time for the change
in traffic pattern. Mr. Hawk moved seconded by Mr. Anderson to extend the 1-way
traffi~ on Broadway from Pearl to High. Motion carried, Mr. Crakesvoting no.

Mrs. Lauris moved seconded by Mr. Hawk to approve Item 2 of the Committee report..
Howard McNeil and John Osborne, operators of theTi~bers Motel, and Mr. Hearn, operator of the service
station at Pearl and Broadway, objected to any change in the traffic pattern. Mrs. Lauris and
Mr. Crakes suggested the traffic pattern remain as it is pending the report of the Eugene D~velop-
ment Agency with regard to downtown r~deve~opment, and Mr. Crakes moved ,seconded by Mrs. Lauris to
table the item. Motion defeated, 4~2.

3. OMSI Building, Skinners Butte - George R. Mayer, speaking on behalf of the: Southwest
Regional Center of the Oregon Museum of Science and Industry recently located in
Eugene, proposed that OMSI be a1illowed to'bui1d a planetarium, office, and classrooms
on Skinneis Butte, using-the old water reservoir as a-foundation. The OMSI st~ff is
seeking Council ap~rov~l of their tentative proposal at this time 'in order to pro-
ceed with more definite plans for the deve10~ment. Accessibility, types of trans-.
portation to the top of the Butte, parking areas, and.other faci1itieswere,discusseq.
Dr. Purdy moved seconded by Mr. Hawk to approve further study by OMSI with a view t07
ward the development of the Butte, area. _Motion carried.

c. Amending Code; 'Trailer and Mobile Home Parks - The Planning COmniission,r-ecomnlended
approval of proposed amendment to the City Code with regard to trailer and mobile
home parks. Dr. Purdy m:oved seconded '-by Mr.' Crakes to approve the amending ordi-

d. Re16cationOak'Grove Drive at Spring Boulevard -The Planning Commission recom-
mended approval of a proposal.to relocate this street which would 'vacate a p6rtiof.l
of Oak Grove Drive as it now enters Spring .Boulevard .in 'gxchange for ,'a deed' from'
the owner of abutting property., Also, a cul-de-sac will be created at the west
end:of ,Oak Grove Drive, and vacation of that portion of Mission Street running
north from Oak Grove Drive which was dedicated at the same time a portion of
Mission Street was vacated as originaliy platted in the: ls t Addi'ti'on of, Fair-
mount Heights. Included will.be establishment 'of a pedestrian way from Spring
Boulevard to park property bordering Lot 12, 1st Addition Fairmount Heights,
and creation of' a cul-de-sac at the end of the existing Mission Street~ Dr.Purdy
moved, seconded by Mr. Crakes to approve the street relocation recommendation~

e. Paving Madison from 30th to Lorane Highway,- Dr. Purdy moved seconded by,Mr.Crakes
to approve the Planning Commission recommendationto'pave this street 24 feet
wide with a sidewalk on the east side, and-to extend the project one block south'
to 31st Avenue. Motion carried.
Mrs. Lauris moved seconded by Mr. G~akes to approve Items 4a, 4b, 4c, 4d, and '4e of the Committee

5. Planning Commission Report - February 8, 1966
a. Rezone to R-3G area on south side of 18th between Hawkins Heights and 19th,
Colburn-Bonson (66-009) - The-,Planning Commission reaffirmed its recommendation
to deny rezoning of this area from R-l Single Family Residential to R-3G GaFden
Apartment Residential. Mr. Bonson was present and asked the Council to consider
approving the request, stating his company wished to build 24 units in the area,
andthat,R-2 permissive use would,'be acceptable. Vern Gleaves, speaking for him-.
self and several residents 'of the area, protested the rezoning. He also pre- ,
sented a petition protesting the,rezoning. Dr. Purdy moved seconded 'by Mr.Lassen
to'deny: the request. Motion carried.

Louis Bonson was present and again asked the Council to a~prove, the requested rezoning. Vernon
Gleaves and others residing in the area recommended that the Council decide at' this to uphold their
action in Committee. . '.

c. Annexation 100 Honeysuckle-Lane~ Mennonite Brethren Church (66-031) - The Planning
Commission recommended approval of this annexation petition. - Mr. Hawk moved
seconded by Mr. Crakes to approve the recommendation. Motion carried.
d. Annexation area east of Willamette at about 53rd. Colburn (66-035) - The Planning
Commission recommended approval of petition for annexation of this area. Dr.Purdy
moved seconded by Mr. Hawk to approve. Motion carried.

e. Vacation Sanitary Sewer Easement westerly from Coburg Road to Oakmont. McKay -
The Public Works Department initiated this vacation in exchange for a different
easement location. The Planning Commission recommended approval. Mr. Crakes
moved seconded by Mr. Hawk to approve. Motion carried.
6. Variance to allow Farmer's Creamery Addition and Side Yard Setback. 6th and Olive -
The Eugene Farmer's Creamery requested approval of a building permit which would
allow.construction of a temporary prefabricated building adjacent to the existing
building at 6th and Olive. Also requested was a variance from side yard setback
requirements to allow construction to the north/south alley property line~ Since
this construction is addition to a non-conforming use, Dr. Purdy moved seconded by
Mr. Anders0n to refer the request to the Planning Commission for a recommendation
with the request that the Planning Commission report back as soon as possible.
Motion-carried.
Mrs. Lauris moved seconded by Mr. Hawk to approve Items 5c, 5d, 5e, and 6 of the Committee report.
Motion carried.
7. Bids Improvement Pro;ects. Opened February 23. 1966 - A tabulation of bids was pre-
sented for construction of sanitary sewers in Bethel-Danebo Sanitary Sewer Improve-
ment Districts. The Public Works Department recommended award of contracts to low
bidders on each of the projects for BD-66-2, 66-3, and 66-11 on Alternate Bid 2
(using plastic sealant joints on manholes). It was recommended that-bids'submitted
on BD-66-7 and 66-10 be brought back to the Co~ncil later. Mr. Lassen moved seconded
by Mr. Hawk to approve the recommendation. Motion carried.
Mrs. Lauris moved seconded by Mr. Hawk to postpone action of Item 7 of the Committee report until the
March 14, 1966 Council meeting. Motion carried.

8. Protest Paving 24th. Monroe to Friendly - A protest from owners of-four properties
on 24th Avenue and Monroe Street was read objecting to paving 24th Avenue between
Monroe and Friendly. No action was taken.
Mrs. Lauris moved seconded by Mr. Hawk that Item 8 of the Committee report.be received and filed.

9. Sanitary Sewer Whitbeck Boulevard Relocation along Tax Lot 4800 - Emerald Develop-
ment Company petitioned relocation of the sanitary sewer in this area, and has agreed
they will pay the cost of the relocation. Mr. Hawk moved seconded by Mr. Crakes to
approve. Motion carried.

10. Paving alley between 7th and 8th. Tyler to Polk - Petitioned by owners of 65% of
abutting property. Mr. Crakes moved seconded by Mr. Hawk to approve. Motion carried.

11. Paving 25th. Lawrence to Washington - Petitioned by owners of 50% of abutting prop-
erty. Mr. Hawk moved seconded by Mr. Crakes to approve. Motion carried.
12. Sale City-owned Property 26th and Washington - Waldo F. McNeir offered to purchase
City-owned property, 28.3 feet by 129 feet, at 26th and Washington. It was recom-
mended that the property be appraised and Mr. McNeir informed the City will sell
providing the purchaser can prove ownership of contiguous property inorder to pro-
vide an acceptable building site. Mr.' Lassen moved seconded by Mr. Hawk to approve
the recommendation. Motion carried.
13. Variance Sidewalk east side of Lincoln at 13th. Willamette Towers - Due to the eleva-
tion of the floor of this building, a variance was requested to allow a 6-foot wide
sidewalk adjacent to the building at the floor elevation, having a slope of l:2" to 12",
and a 3-foot wide sidewalk parallel to the 6-foot walk adjacent to the curb, also
having a slope of l:2" to 12", with a planting strip between the two walks, andsteps
at three locations. The Public Works Department recommended approval. Mr. Hawk
moved seconded by Mr. Anderson to grant the variance. Motion carried.
14. Use Permit. 2075 East 27th. Malarkey - Permission was requested to allow construction
of a pedestrian landing, steps, and retaining wall at 2075 East 27th Avenue. The
Public Works Department recommended approval, providing the property owner will agree
to make any adjustments at his own expense at the 'request of the City should the
City find it necessary to remove any poriion of the installation at any future time.
Also provided that the property owner will assume any cost of utility relocation.
Mr. Hawk moved seconded by Mr. Lassen to approve the recommendation. Motion carried.
15. Curb Cut 111 Lawrence. Blood's Heating Service - The Public Works Department recom-
mended approval of this request for one curb cut on Lawrence and three on 1st Avenue
