Cone at 7,:)0 p.m. in the Council Chamber on March 14, 1966 with the follow- ing councilmen present: Mr. Ha'wk, Mt:s. L'auris,,: Messrs. Chatt, Crakes~, Purdi~" and, Lassen. '"Councilmen McNutt and Anderson were absent.. Minutes of ,the' regular meeting held Febni~~y 14~ ,1966 and of the adj.ourned meeting held Fehruary 28, 1966 were approve'd 'as mailed t'o members of ' the Council. NEW BUSINESS Foraging Deer - Councilman Crakes .r'eported that two citizens, in the southwest part of :tlie Cl'ty had stated they feel the Council is too complacent about ,resolv'ing the. deer problem in that part ,of the City. Alison Wysong, 2890 Chambers, stated that the deer continue to eat his shrubs and trees and have become .the source of a very large expense to ,property owners in the area. Alan Seder 'spoke ,in favor of le,aving the ,deer as they are, and he state'd he coul,d provide a petition from those'who . wanted the deer to remain. Mr. Crakes moved seconded by Mrs. Lauris to take steps to reduce the deer population to proper ,proportions. . , " ' 1 e I A memorandum from the Police Chief was read stating that Mr. Jubber, resident agent of the State Game Commisslon, had 'empIoyedt;he, usual methods to ,prevent the ,deer from .coming near the area wfth no ,suc- cess and suggested that the deer be shot by people. issued per'mits b,ythe Game Commission, ',and that the meat be turned over to the City for use at the jail. Mr. Hawk suggested the staff investigate the use ,o"f .tranquil"izers, and he moved, seco'nde~ by Mr. Lassen, that the mat't'er: b,e' tabled.,,' Motion carried. 2 ChiniuFire - be~ters,'were read from the Korean Coh~ul General and, from the mayor of Chinju;Korea stating that on ,February 6, 1966 a major portion Qf the, market arei'9f Chinju had been burned. Mrs. Lauris moved seconded by Mr. Crakes that,?lett.er of regret and condolence be written to the mayor of Chinju. Motion carried. 3 Excuse McNutt - A letter was read from Councilman McNutt requesting that he' be excused from the March 14, 1966 Council meeting. Mr. Hawk moved seconded by Mr. Chatt that Mr. McNutt be excused. Motion carried.' 4 Purchase Amazon Parkway Right-of-Way The City Manager stated the property at 1603 Polk Street is available for purchase for $12,406.54. I A letter was read from McKenzie Road & Driveway, and George Goodfellow, general manager of McKenzie Road & Driveway, stated he felt the Council was awarding the bids not on the basis 'of the low bidder but on the basis of spreading the contracts among different contractors. Ken Bostick of Bostick & Sons Construction Company stated he felt this is not true because in all cases except BD-66-ll the low bidder was the same contractor on Alternate No.1 and'Alternate No.2. A rollcall vote was taken on the motion, and motion carried, all councilmen present voting aye except Councilman Purdy voting no. e Mr. Hawk moved seconded by Mrs. Lauris that laterals be placed at a depth of 17 feet on'projects BD-66-7 and BD-66-l0 instead of construction a pumping ,station, and that an adjustment be made on the assessments for laterals that are placed below a 10-foot le~ 1. All councilmen present vot- ing'aye, motion carried. Councilman Crakes questioned the cost of the audit for fiscal year 196(j.-65 as compared to that for fiscal year 1963-64 (Winn & Co.). The ~ity Manager explained that the additional cost of ?pproxi- mately $4,000.00 was due to the extra work necessary to, bal~nce the City's books at,the'ena of.the year,~June 30, 1965. r " v I Also 'discussed was the cost of paint used for- traffic striping. A letter of reply to the PTA stated that police man- power for manning these crossings is not available at this time since the City is short of police .officers for regular patrol duties. Foraging Deer - Several residents of the McLean Boulevard-Graham Drive area had petitioned the State Game Commission for permission to destroy the deer in the area which have become a nuisance foraging ,on shrubs and gardens. The C~ty Attorney mentioned several legal problems which would ensue should such diversion take place. Councilman Chatt said that since the storm sewer needs of the area are being studied, any decision should await the outcome of the study. The City Manager suggested some definite arrangements be made with owners of property along the present ditch to enable maintenance of the ditch. Dick Short, a Roland Way resident, and Gene Harlow, 1215 Oakway Road, commented con- cerning the ditch as a hazard and as detracting from the appearance"of the general area. A letter was' read from Bostick and Sons requesting award of. contract on proj~ct BD-66-ll on the"basis of their low bid' on Alternate 1 (installing standard grout joint manholes - Alternate 2, manholes with plastic sealant joints). Traffic Signal. 13th and Agate - It was explained that there is very much student concern at the University about the lack of signalization at the 13th am Agate intersection and installation of 4-way stop signs was suggested if a signal is not installed.
