Mot.ion carried. 2 Pigeons - Councilman Crakes stated tl1at several people had called him concerning the pigeon nuisance on Willamette Street an? that he hac;}., discussed the: problem with, Donald Di~key, r.odent c:ontro). officer, who said he would need approval from the Council to proceed against the pigeons. I Mr. Crakes moved seconded by Mr. McNutt to authorize Mr. Dickey to resolve the pigeon problem. Motion carried. 3 Resolution No. 1284 Commending Lester F. Barker, retiring Fire Marshal, for long years of service and execellent work done by Fire Marshal's office, was submitted and read in full. Mr. Chatt moved seconded py Mr. Crakes to adopt the resolution and to have a copy presented to Mr. Barker. Motion carried. 4 Eugene Deve10pment Agency issued an invitation to the City Council to attend a meeting between the Downtown Development Association and the Agency at 7:30 a.m., Wednesday, March 30, 1966. COMMITTEE REPORTS Committee meeting held March 24, 1966: "Present:Mayor Cone; Councilmen Lauris, Chatt, Crakes, Anderson, and Lassen; City Manager; Assistant City Manager; Administrative Assistant; City Attorney; City Recorder; Public Works Director; and others. 5 1. Variance from R-3G, 23rd and Patterson, McKenzie-Green - McKenzie-Green, Inc., re- quested variance from three requirements of the R-3G district on apartment house construction at 23rd and Patterson. The variance requested was with respec to covered exterior walkways, decorative perimeter enclosure, and room count. The Supterintendent of Building Inspection explained the Code requirements on the three items. After furt'her discussion, Mrs. Lauris moved seconded by Mr. Chatt to grant the requested variance on the three items. Motion carried. I Mr. Chatt moved seconded by Mr. Crakes to approve Item 1 of the Committee report. Motion carried. e 6 2. OMSI, Skinners Butte - George Mayer, representing OMSI, presented a brief report on progress of planning for development of OMSI facilities on Skinners Butte. He dis- cussed the Public Works Department report relative to access to the site, and the possibility of constructing a tramway or other device to reach the top of the Butte. No action was taken. Mr. Chatt moved seconded by Mr. Crakes that Item 2 of the Committee report be received and filed. Motion carried. 7 3. Eugen~ Development Agency, Housing Leasing Program - A letter was read from Leland R. Anderson, executive director of the Lane County Housing Authority, in which he ex- plained suggestions made by the San Francisco office of Department of Housing and Urban Development concerning a public housing leasing program. A copy of a resolu- tion was presented which, if adopted by the City Council, will allow the Housing Authority to undertake a leasing program. The Eugene Development Agency recommended the Council's adoptiong of the resolution. Mrs. Lauris moved seconded by Mr. Chatt that the resolution be presented at the regular Council ~eeting for adoption. Motion carried. Fire Fighters, Collective Bargaining - Pat Flynn, president, Frank Jackson, secre- tary, and Kendrick M. Mercer, attorney, representing Eugene Fire Fighters Local 851, proposed that the City Council establish a committee to study and negotiate a col- lective bargaining agreement betwee? the City and the Fire Fighters Local. After discussion, Mrs. Lauris moved seconded by Mr. Chatt that a Council committee explore the need and the feasibility and what is involved in a collective bargaining agree- ment betwe~n the City and all of its employees. Motion carried, Mr. Crakes and Mr. Lassen voting no. Mr. Chatt moved seconded by Mrs. Lauris to approve Item 4 of the committee report. Comments were again made by Pat Flynn, president of the Fi~e Fighters Association. After questions by Council members, a vote was taken on the motion to approve the committee report, and motion was defeated, Mrs. Lauris, and Councilmen Chatt and Anderson voting yes; Councilmen C~akes, Purdy, McNutt, and Lassen voting no. 2 5. Planning Commission Report - March 14, 1966 a. Variance to allow expansion of non-conforming use, west side of Olive between 5th and 6th, Eugene Farmers Creamery (66-041) - The Planning Commission recommended approval of the request to allow expansion at this location in C-3 Central Business by erection of a one-story prefabricated steel cooler room. The recommendation was subject to an agreement between the City and petitioner that the City may order re- moval of the structure, and further that the addition not be considered a capital improvement. Mr. Crakes moved seconded by Mrs. Lauris to approve the recommenda- tion. Motion carried. 3 6. Sister-City Funds - Eleanor S. Dumdi, on behalf of the Sister-City Committee, re- quested permission to set up a booth at the corner of Broadway and Willamette on Saturday, April 2, 1966, to solicit funds for the benefit of the victims of the fire-devastated area of Chinju, Korea, Eugene's sister city. Mrs. Lauris moved seconded by Mr. Crakes to grant permission for the booth and its location. Motion carried." Mrs. Lauris moved seconded by.,Mr.. Paving and sanitary sewer Garden Way, Harlow Road south to City Limits - Petitioned by owners of 50% of abutting property. Petitioner agreed to pay $8200, the engineers' estimated cost of storm sewers. ' 5 2. Paving Oakway Road, Coburg Road to Oakmont Way, - Petitioned by owners of 75% of abut- ting property. Engineers estimated storm sewers will C?st $30,500. 6 3. Paving all streets in Ayres Subdivision - Petitioned by devel?pers of Ayres Subdivi- sion with storm sewers estimated to cost $1700. Mrs. Lauris moved seconded by Mr..Chatt to approyethe three petitions. Motion carried. 7 4. Paving alley between 1st and 2nd,- Jeffe'r"Son' west' t'o 'north/south' alley between Jefferson and Madison - Petitioned by owners of 100% of abutting property. Mrs. Lauris moved seconded by Mr. McNutt to approve the petition. Motion carried. 8 5. Sanitary sewers, York Estates Subdivision - Petitioned by owners of 100% of the prop- erty to be assessed. Paving alley between 18th and 19th, Ferry to north/south alley between Ferry and Patterson- Petitioned by owners of 50% of-.abuttins.property. There being but one property owner involved on one side of the alley, the need to notify owners of properties which would be assessed caused Mrs. Lauris to move, seconded by Mr. Crakes, that the peti- tion be held over. Motion carried. 10 7. Paving east/west alley between 14th and 15th, Ferry to Patterson - Petitioned by owners of 60% of abutting property. Mrs. Lauris moved seconded by Mr. Chatt to approve the petitio~. Motion carried. 11 8. Planning Commission Report - March 1, 1966 a. Vacation south 2 feet utility easement on north line Lot 4, Valley Vista Addition The Public Works Department and the Planning Commission both recommended approval of this vacation. Mrs. Lauris moved seconded by Mr. Chatt to vacate the portion of easement as requested. Motion carried. 3/28/66 - 2 t~ i "' r514, e 3/28/66 1 9. Golf Course, Airport - A group of Portland businessmen had proposed construction of a golf course south and' west of Mah10n Sweet Field, utilizing a portion of airport property. Included in the proposal were estimated revenues to the City, and after about 40 years the City would own the golf course. I Mrs. Lauris moved seconded by Mr. ,Crakes that the staff be authorized to pursue the proposal. Motion carried. 2 10. School Safety Patrol - A complete report was submitted on the school crossing at 30th and Potter by the Police Department supplemented by'a memo from the Police Chief. The r~port was the result of an investigation initiated by the possible abandonment of schoo1safety'patro1 by District ,4. No action was taken. 3 11. Paving Repair Policy - Copies: of proposed statement of policy on paving repair after sewer installation had been previously distriputed to Counci1..members (dated.,March~ 28,' 1966 and filed. and available with City Recorder.; City Manager" and, Pub1,ic WorkS Department). e ,,' Mr. Chatt moved seconded by Mr. Lassen to approve the paving repair policy as proposed. ' Motion carried. 4 12. League of Oregon Cities, Regional Meeting) - A letter addressed to Mayor Cone was read from Don Jones, executive secretary of the League of Oregon Cities. It asked ~ugene to host the League regional meeting and asked confirmation of May 4,- 1966'as the date. I The Council approved Wednesday, May 4, 1966, 6:30 p.m., in Eugene for the League regional meeting, and asked th~ staff to proceed ~ith arrangements. 5 13. Parking Prohibition, intersections on 18th and 19th from Agate to Hilyard, and Oak at 16th';' The Public Works -Department recommended prohibition of parking on the 'east side DE Oak'Str~et for 50 feet south of 16th, and for 50 fee~ at all intersections of 18th and 19th Avenues where not now prohibited between Hilyard and Agate Streets. Dr. Purdy moved seconded by Mr. Chatt to approve the recommendation.' Motion carried. 6 14. Parking Restriction, Madison south of 6th, One O'Clock Market - Based on a request for restricted parking on Madison Street south of 6th, the Public Works Department recommended that three spaces on the east side of Madison and four spaces on 'the west side of Madismn immediately south of 6th Avenue be designated for 1-hour parking.. . ' Mr. Chatt moved seconded by Mr. Crakes to'approve the recommendation. 'Motion carried. 7 :15. Aviation Act, Proposed Amendment - The City Manager explained a proposed biUto go before Congress ~6ncerning release of schedule by a trunk air ~ine and the acquisit~on of the schedule by ~ local air line serving the same airports upon filing with the 'CAB. Paving Madison, 30th to 31st - The Public Works Department recommended paving Madison only to 30th, instead of to 31st as previously recommended, because property on the west side of Madison south of 30th is outside the City. e Mrs. Lauris moved seconded by Mr. Chatt to approve paving Madison to' 30th. Motion carried. 10 - 18. Eugene Development Agency - A letter was read from Wallace Swanson, vice chairman of the Eugene Development Agency, commending E. -R. Asmus and John Porter for "the fi ne work done in presentation of the application for Survey and Planning for the Central Eugene Project, and its presentation at the Housing and Urban Development re~iona1 office in San Francisco. 1~ 19. Police Department Commendation - A letter was read from Maurie Jacobs commending the Police Department and Officer Reece Radabaugh on the handling' of the situation initiated by Mr. Jacobs. No action was taken on Items 18 and 19. I 12 20. Voters Pamphlet , May 24, 1966 Primary - The City'Manager asked the City Council if 'theY wished to publish a voters pamphlet. in conjunction with the Eugene Water & Electric Board on the Parks bond measure and'EWEB's revenue-bond authorization which would be before the voters at the primary election, May 24,'1966. Dr. Purdy moved seconded by Mr. McNutt to issue a voters pamphlet and to contact Eugene Water & Electric Board with a view to paying 50% of the cost of the voters pamphlet.
