Home My WebLink About04/11/1966 Meeting e "~ 523 4/11/66 I Council Chamber Eugene, Oregon April 11, 1966 Regular meeting of the Common Council of the city of Eugene, Oregon was called to order at 7:30 p.m. on April 11, 1966 in the Council Chamber by His Honor Mayor Edwin E. Cone with the following council- men present: Mr. Hawk, Mrs. Lauris, Messrs.Crakes, Purdy, Anderson, and Lassen. Minutes of the adjourned meeting held March 28, 1966" as mailed to me~ers of the Council, were approved. 1 NEW BUSINESS Community Goals Committee - Mrs. Niven, representing the Community Goals Committee,: stated the Com- mittee is planning a conference on Community Goals and Policies for the city of Eugene to be held on three consecutive Wednesday evenings in May and the fir8t week in June at Harris Hall. All citizens interested in the proper development of the City are invited to attend. The Committee is asking for assistance in paying for the mailing of materials to be prepared for the conference and for the work in preparing the materials, plus an additional amount to be used for visual aids in presenting the program. Mrs. Niven suggested the proposed conference would cost possibly less than $500. e I Dr. Purdy moved seconded by Mrs. Lauris to approve an appropriation not to exceed $500 for the Com- munity Goals Committee. Rollcall vote. All councilmen present voting aye, motion carried. 2 Coburg Road Right-of-Way, Ellis A Jones - The City had brought condemnation suit against Mr. and Mrs. Ellis A. Jones of 1030 Coburg Road for additional 12 feet of right-of-way for widening Coburg Road. After consideration of the damage done to the property of the defendant by removal of fence, roses, trees, shrubs, and repair.of driveway, the City Attorny recommended that Mr. and Mrs. Jones be awarded $2050 in settlement, including $300 attorney's fees. Mrs. Lauris moved seconded by Mr. Chatt to approve the recommendation. Motion carried on rollcall vote, all councilmen present voting aye. 3 Bids. Airport Commission - Mayor Cone announced the appointment of John Alltucker as a member of the Airport Commission, to fill the vacancy created by the resignation of Dr. George Hemphill. 5 Airport Commission Hearing, Service to Private Flyers - Mayor Cone recommended that the Airport Com- mission hold a hearing concerning gasoline service to private flyers being served at Mahlon Sweet Field, inviting all interested persons to the hearing. e Bills, month of March 1966, were submitted and read as follows: I Mrs. Myrle L. I "Present: Councilmen Chatt, Crakes; Purdy,' McNutt, 'Anderson, and Lassen; Cit"y Manager; , Administrative Assist,ant; ,Administrative 'Intern; City Attorney; City Recorder; Public Works Director, and others. 3 1. 11th Avenue Widening - The Public Works Department presented drawings of the proposed widening of 11th Avenue from High 'Street to Kincaid Street with a written report on three proposals for the wi,dening proj ect. Proi>osal A would widen 'the exist ing 34- foot paving to 36 feet from High to "kincaid with the cost to the property owners ,to' be $8.83 per front foot on commercial property 'and $5.53 on resident ial p'roperty;, - ,,' the City to pay $84,515 of the total. Proposaf B would provide for widening 11th Avenue from,High.to:Hi1yard to 36 feet and from Hilyard to Kincaid to 48 feet, curb to curb. This proposal would cost the owners of residential property $5.8'5 per front foot and commercial property, $8.08 per front foot, the City to pay $90,926. Proposal C wouid provide for widening 11th from High to Hilyard to 44 'feet and from Hilyard to Kincatd to 48 feet. All of the above cost figures are estimates. The three proposals would eliminate some of the trees on the north and south sides. The Public Works Department recommended initiation of Proposal C, and that the Parks Department develop a street tree program for replacing those trees which would need to be removed. The Council had viewed the proposed improvement, and after further discussion Mr. McNutt moved seconded by Mr. Lassen to refer Proposal C to the Planning Commission for a recommendation. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item 1 of th e Committee report. Motion carried. 1 2. Planning Commission Report - March 1, 1966 a. Rezoning to C-3P south side of 13th between Hilyard and Alder, Merrill (65-057)- The Planning Commission recommended approval of rezoning this area from R-4 Multiple Family. Dr. Purdy moved seconded by Mr. McNutt to rezone the area. Motion carried. 2 b. Rezoning to C-3P northwest corner 28th and Oak, Planning Commission (66-012) - The Planning Commission recommended approval of rezoning of this area from R-l Single Family Residential. Mr.McNutt moved seconded by Mr. Anderson to rezone the area. ,Motion carried. 3 c. Amend Zoning Ordinance Interior Yard Requirements - The Planning Commission recommended amending the Comprehensive Zoning Plan to reduce interior yard requirements in all residential districts. Mr. Lassen moved seconded by Dr. Purdy to approve the amendment. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Items 2a, 2b, and 2c of the Committee report. Motion carried. 4 d. Rezoning to M-2 area at 265 Bethel Drive and 2257 and 2273 Roosevelt Boulevard, Bartzat (65-034) - The Planning Commission recommended denial of this request to change the zone from R-3G Garden Apartment District. Mr. Crakes moved seconded by Dr. Purdy to deny the rezoning. Motion carried. Mr. Hawk moved seconded by Mr. Crakes to approve Item 2d of the Committee report. Motion carried. 5 e. Rezoning to M-3 area between Bethel Drive and SP Railroad, Eugene Mission (65-121)- The Planning Commission postponed this requested rezoning from R-3G Garden Apartment District at the requestof the petitioner. Mr. McNutt moved seconded by Mr. Crakes to concur in the request.' Motion carried. Mr. Hawk moved seconded. by Mrs. Lauris to approve Item 2e of the Committee report. Motion carried'. 6 3. Vacation alley between Olive and Charnelton north from 14th, Methodist Church - The Public Works Department recommended a valuation of 85~ per square foot be placed on that portion of the alley vacated at the request of the Methodist Church, or a total value of $700.58 including paving assessment. Dr. Purdy moved seconded by Mr. Anderson that the value of the alley proposed for vacation be placed at $700.58. Motion carried. Mr. Hawk moved seconded by Dr. Purdy to approve Item 3 of the Committee report. Rollcall vote. All councilmen present voting aye, motion carried. 7 4. Sorrel Way Extension - The Public Works Department recommended improvement of Sorrel Way from Vernal Street to Coburg Road with the installation of a'traffic light, when the improvement is completed, at Sorrel Way and Coburg Road. Dr. Purdy moved seconded by Mr. Crakes to approve the recommendation. Motion carried. 8 5. Paving Street from Fairmount to 2093 Fairmount, Krenk - This improvement was re- quested by Marvin A. Krenk and after discussion by the Council Dr. Purdy moved seconded by Mr. McNutt to proceed with the improvement. Motion carried. 9 6. Waiver of Bidding, Sanitary Sewer between 1st and 2nd from Lawrence to Lincoln - Owners of property which would be assessed for this sewer had signed waiver of bidding procedure. Mr. Lassen moved seconded by Dr. Purdy to grant the requested waiver. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Items 4, 5 and 6 of the Committee report. Motion carried. 7. Correspondence a. A letter of commendation and appreciation was read from William L. Zoning, Skinners Butte Area - The Council discussed zoning around Skinners Butte and restricting tall buildings which would destroy the view of the Butte from residents in adjacent areas. Further discussion recommended it include any area mnsidered to be scenic. Dr. Purdy moved seconded by Mr. Lass~n to refer this item to the Planning Commission for recommendation on change of the zoning ordinance which would restrict the height of buildings in the proximity of any scenic area. Driveway Access to 30th, Trinity Lutheran Church, 2955 University - A letter was read from Trinity Lutheran Church asking the City to install a driveway on 30th Avenue from their parking lot adjacent to 30th. It was recommended by the staff that the driveway enter University Street instead of 30th. Another alternative was suggested: to build a frontage road to serve the Church and their neighbors, if neighbors approve, at no cost to the City. However, the Church may build a driveway to 30th if they insist. Mr. Crakes moved seconded by Mr. Hawk to approve the recommendation. Motion carried. 3 8. Amend Ordinance, Garbage - Copies of a proposed amendment to the garbage ordinance' were submitted which would authorize review by the Garbage Board ,of all applica- tions for garbage hauler licenses and IDuld also increase the amount of 'bond re- quired from $500 to $1000.
